Res 12-79i RESOLUTION NO. 12 -79 A RESOLUTION OF THE CITY OF DELRAY BEACH, FLORIDA, RESCINDING RESOLUTION NO. 9 -79, AND SUBSTITUTING RESOLUTION NO. 12 -79 OPPOSING THE PROPOSED WIDENING OF STATE ROAD A -1 -A WITHIN THE MUNICIPAL LIMITS OF DELRAY BEACH, FLORIDA, AND AUTHORIZING THE VICE -MAYOR TO TRANSMIT A COPY OF THIS RESOLUTION TO THE METROPOLITAN I PLANNNING ORGANIZATION OF PALM BEACH COUNTY. WHEREAS, the City of Delray Beach has passed and adopted Resolution Nos. 36 -69 and 2 -77 opposing any four - laning of State Road A -1 -A; and, WHEREAS, the Chamber of Commerce of the City of Delray Beach is opposed to the four - laning of State Road A -1 -A as reflected in its policy adopted November 3, 1976, which policy has been continued to this date; and, WHEREAS, the Beach Property Owner's Association of Delray has for many years been on record as being opposed to the widening of A -1 -A and has requested the assistance of the City Council of the City of Delray Beach, Florida in making their opposition known to the Metro- politan Planning Organization of Palm Beach County; and, WHEREAS, A -1 -A was developed to be a slow, scenic route, not a main north -south thoroughfare; and, WHEREAS, the proposed widening of A -1 -A is not necessary as there are other adequate north -south thoroughfares within the municipal limits of the City of Delray Beach, such as U.S. #1, Congress Avenue, Military Trail and I -95, and, WHEREAS, the four - laning of A -1 -A would appreciably increase traffic in the beach area, directly resulting in a loss of the present scenic beauty of the area; and, WHEREAS, the four - laning of A -1 -A would result in a loss of parking spaces for the users of the public beach and an increase in the traffic hazards in the area; and, WHEREAS, the advantages of four - laning A -1 -A are clearly out- weighed by the expense and the detrimental effects in the beach area; and, WHEREAS, the City Council, after due consideration, seeks to reaffirm its opposition to the proposed widening of A -1 -A and to make this known to the Metropolitan Planning Organization of Palm Beach County by requesting that such expansion of A -1 -A be removed from the MPO's long range plans; and, WHEREAS, Resolution No. 9 -79 failed to clearly make such a request of the MPO and should be rescinded, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS: Section 1. That Resolution No. 9 -79 is hereby rescinded. Section 2. That the City Council, on behalf of the City of Delray Beach, Florida, and the citizens of the City, hereby reaffirms its opposition to the expansion of State Road A -1 -A within the municipal limits of the City of Delray Beach, Florida into a four -lane highway as is envisioned by the Metropolitan Planning Organization of Palm Beach County in the Cost Feasible Element of its "Year 2000 Transportation System Plan ", and requests that such an expansion of A -1 -A be removed from said plan. Section 3. That the City Council, on behalf of the City of Delray Beach, Florida, and the citizens of the City, hereby recommends to the Metropolitan Planning Organization of Palm Beach County that State Road A -1 -A, within the municipal limits of the City, be retained in its present form and character. Section 4. That the City Council hereby authorizes and directs the Vice Mayor to transmit a copy of this resolution to the Municipal Planning Organization of Palm Beach County and to such other public officials and organizations as may be deemed to be appropriate.
