Res 41-79 RESOLUTION NO. 41-79 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, URGING THE GOVERNOR OF THE STATE OF FLORIDA, STATE'~.S ATTORNEYS, AND ALL PRESIDING JUDGES, MEMBERS OF THE STATE LEGISLATURE, AND MEMBERS OF THE UNITED STATES CONGRESS TO TAKE ALL POSSIBLE MEASURES TO ENSURE VIGOROUS PROSECUTION AND PUNISHMENT OF HABIT- UAL CRIMINAL OFFENDERS; INVITING ALL OTHER LOCAL GOVERN- MENTAL UNITS TO ADOPT SIMILAR RESOLUTIONS; PROVIDING THAT THE CITY CLERK SHALL FURNISH A COPY OF THIS RESO- LUTION TO ALL APPROPRIATE OFFICIALS AND AGENCIES. WHEREAS, criminal activity has drastically increased through the years and apparently will continue to increase unless our criminal justice system is improved and the law diligently enforced; and, WHEREAS, it is the belief of the City Council of the City of Delray Beach, Florida,that the principal objective of our system of crimi- nal justice is the protection of the victims of offenders rather than the convenience of the offender; and, ~- WHEREAS, it appears that the laws will not be a deterrent to the commission of crimes unless the law is justly and strictly enforced and stringently applied; and, WHEREAS, our present criminal justice system is being admini- stered in such a manner that habitual offenders have in many instances been released on their own recognizance or on minimal bail bond requirements; and, WHEREAS, the City Council, on behalf of the citizens and residents of the City of Delray Beach, requests that all persons and governmental agencies take immediate steps to curb the spread of criminal activities and protect the citizens of our society by enforcing our laws in the interests of public safety, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS: Section 1. That the City Council of the City of Delray Beach, Florida,urges and requests the Governor of the State of Florida, the State's Attorneys, and all presiding judges, members of the State Legis- lature and members of the United States Congress to take all possible measures to see that habitual offenders are vigorously prosecuted, and that proper and adequate bail bonds be required in the case of any criminal and that criminals arrested for multiple crimes not be released on their own recognizance unless there be grave extenuating circumstances. Section 2. That all other local governmental units are invited to adopt similar resolutions and to forward them to the appropriate indi- viduals and governmental agencies. Section 3. That the City Clerk is hereby authorized and directed to furnish copies of this resolution to all appropriate officials and agencies.
