A RESOLUTIOi~ OF THE CITY OF DEI2%AY BEACH, FLORIDA, REQUESTING THE COUL.'FfY C(J~,~flSS!ON OF i~AI~[ BEACH COUi~[TY, FLORIO~i, TO ~fAIi~[TtIN AND KEEP FREE FRO~.{ HYACINTHS THE CANALS A?~D Die, Ii, AGE PR. OVISIONS OF PAIJv~ BEACH COUL~Y. ~EKEAS, it is recognized that the Del Rio E-4 Canal is one of Palm Beach County's most valuable resources; and ~{EREAS, the development of these waters in the Lake Ida and Lake Os- borne sectors has provided beautiful parks and recreational areas as well as boating, swimming and fishing facilities, thus raising property values in PaLm Beach County by millions of dollars; and ~{EREAS, Miles of these Waters run through some of the finest residen- tial districts within the city limits of the Coastal cities from 5est Palm Beach to Boca Raton; and ~gHEREiS, these waters are choked with hyacinths, are impassable, un- sightly, and a breeding ground for mosquitoes and other insects during many months each year, ~0~, THEREFORE BE IT RESOLVED that this water-way be kept clean, and free from hyacinths and debris at all times by whatsoever methods the Palm Beach Comity Commissioners deem advisable. The cooperation of each ity on said waterway is solicited to aid in i~oroving the waterway and fur- thering this resolution. BE IT FURTHER RESOLVED that further study be given the idea of instal- ling locks to replace controls at Boynton Beach or other methods be ex- plored to permit traffic from Lake ~orth or Intracoastal water to and from these inland waters. BE IT FU[~T~ER RESOLVED to at all times maintain sufficient water in these lakes and wate~vays to protect the interests of the agricultural areas west thereof but at no time permit flooding of the adjacent areas. To see that all tm_necessary, unusable or abandoned controls be removed to permit the passage of watercraft and to control the clearance of all new bridges or installations crossing the waterways so that the passage of small boats will not be impaired. To enlist the aid of the Chamber of Com- merce in each area affected to further this program. To solicit the support of all affected. City Governments in the program. To solicit the aid and counsel of the PaLm Beach County Resources Development Board in making this program a permanent policy of the County. To solicit the support of the board of Co~aissioners of Palm Beach County to direct the Comnty Engineer to study and~ develop the program for the best interests of the people of Palm Beach County and to make reco~nendations as to how best maintain the ,au u,,,~.~ a~d City ~:'~n~ Boards of the a- ~eneral program. BE IT FURT~{E~ R];SC~.D, the Lake ~ort~ Drainage District is recognized as the owner of the canals so affected. The aim and object of this body is to serve the agrJ~cu!t~ral interest of the Cmmty only. It is therefore resolved, to take such measures as are necessary and proper to trammeler the authority over these waters to a body that serves and is representative of all the people of Palm Beach County.
