SEPTEMBER 9, 2008
A Workshop Meeting of the City Commission of the City of Delray Beach, Florida, was called to
order by Mayor Rita Ellis in the First Floor Conference Room at City Hall at 6:00 p.m., on Tuesday,
2008.
Roll call showed:

Absent: David T. Harden, City Manager
Also present were -
Robert A. Barcinski, Assistant City Manager
Douglas Smith, Assistant City Manager
Susan A. Ruby, City Attorney
Chevelle D. Nubin, City Clerk
Mayor Ellis called the meeting to order and announced that it had been called for the purpose of
considering the following items:
WORKSHOP AGENDA
1. Presentation of Community Redevelopment Agenc~(CRA) Budget
Diane Colonna, Executive Director of the Community Redevelopment Agency (CRA)
introduced Board members Frank Wheat, Chair and Angeleta Gray, Jeff Costello, Assistant CRA
Director and Joe Hinckley, CRA Finance Director. She presented a PowerPoint presentation of
the CRA work plan. Mrs. Colonna described the accomplishments of CRA for FY 2007-2008
and progress on upcoming projects. Mr. Hinckley explained the FY 2009 budget.
Commission asked questions regarding the Spady House, Shuttle Bus ridership, Old Library Site
and CODA.
The Commission complimented the CRA on their accomplishments and on continuing the
vision.
2. Presentation regarding the status of the Old School Square Paxk Master Plan
Richard Hasko, Environmental Services Director, discussed the progress of the project thus far
and stated several stakeholders who were present in the stakeholder meeting on July 9, 2008
were present: Jay Alperin, Former Mayor; Joe Lillie, Executive Director of Old School Square;
Marjorie Ferrer, Executive Director of the Downtown Marketing Cooperative (DMC} and Bern
Ryan, Chief Financial Officer for Delray Beach Arts, Inc. on behalf of Nancy Stewart. Mr.
hlasko discussed changes and revisions as discussed with the stakeholders in the initial meeting;
and stated this list was given to the consultants as well. He stated Clotting Jackson Kercher
Anglin, Inc. was willing to do whatever it takes to bring the design stage fox Phase I of the
project to fruition at no additional cost to the City.
Discussion ensued between the Commission, stakeholders and staff regarding current
expenditures for the design of the Old School Square Park, direction to the consultant,
creativity, canteact terms, grant timeline and stakeholder concerns.
Consensus of the Cotnxxlission fax staff to go back to the consultant and present Commission
and stakeholder views jconcerns regarding the project.
3. Status Report of Budget Task Force Recommendations
Mr. Robert Barcinski, Assistant City Manager, presented this item stating Mr. Harden is looking
far direction from the Commission regarding items listed in his memo referencing Budget Task
Farce recommendations.
Consensus of Commission to accept Mr. Harden's recommendations.
Mayor Ellis adjourned the Workshop Meeting at 8:57 p.m.
