Res 766-50 RESOI.~UTiON NO. 756 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DELRAY BEACH, FLORIDA. WHEREAS, certain parcels of land in Palm Beach County, Florida, lie between Government Meander lines and are desig- nated as submerged lands and therefore of little value, and WHEREAS, in most cases there is no access to said lands except over the lands of adjacent property owners, which makes said lands practically useless except for development along with the adjacent lands, and W~U~REAS, said lands, being largely swamp lands, are of no good use in their present condition, but instead are pest holes and breeding grounds for mosquitoes, sand flies and other vermin, aud are a serious menace to the health and growth of the surround- ing communities, and WHEREAS, the development of those lands into usable proper- ties involves costly operations, such as draining, dredging, filling and grading, and WHEREAS, during recent months several desirable projected developments of large tracts have been abandoned by property owners and others are being held in abeyance because of the ex- cessive price currently demanded by the State for securing title to the meander line areas, NOW, THEREFORE, BE IT RESOLVED, that the present policy of the State Government of setting a high and unreasonable price on said lands, is unfair and unwise, and will continue to be a serious obstacle to the health and development of the affected Communities, and BE IT FURTHER RESOLVED, that the former policy of the State, to encourage development of the said lands, by giving title to adjacent property owners for a fair remuneration, was a wise and Just policy and should be reinstated immediately.
