A Special Meeting of the Cit~' C~ouncil of Delray Beach was held
in the Council Chambers at 8~00 P.M., it also being the Annual Meet-
ing, with Mayor Glenn B. Sundy in the Chair, City Manager George
Mingle, City Attorney Richard F. Zimmerman and Councilmen Dugal G.
Campbell, John A. Thayer and George V. Warren being present.
An opening prayer was delivered by Elder Hoyt Simms.
On motion by Mr. Campbell, seconded by Mr. Thayer and unani-
mously carried the minutes of the regular meeting of December 27th,
1960 were approved.
Mr. Worthlng read RESOLUTION NO. 1306.
WHEREAS, CHARLES H. HARBISON has unselfishly given of his time
and ability as a City Councilman for the past two years;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DELRAY BEACH;
That Charle..s H. Harbison be and is hereby commended for his
great contribution to the general welfare of the City of Delray
Beach, Florida as City Councilman.
Unanimously adopted this 3rd day of January, 1961.
It was. moved by Mr. Campbell, seconded by Mr.' Thayer and unanimously
carried that Resolution No. 1306 be adopted.
Mr. Worthing read ORDINANCE NO. G-381.
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF DELRAY BEACH, FLORIDA, AMENDING
SECTION 29-15 OF THE CITY CODE OF ORDINANCES
PE£~AINING TO THE PARKING OF TRAILERS.
(See minutes of December 19, 1960 for copy of Ordinance No. G-381)
There being no objections to Ordinance No. G-381 it was moved by Mr.
Thayer, seconded by Mr. Campbell and unanimously carried that said
Ordinance be adopted on this second and final reading.
Mayor Sundy announced that the 1960 business was concluded and
asked Mr. Al. C. Avery to come to the Council Table. Recently
elected Councilmen Al. C. Avery and George V. Warren subscribed to
the Oath of Office given by City Clerk Worthing who then announced
that nominations for the selection of a Mayor were in order.
It was moved by Mr. Campbell and seconded by Mr. Thayer to
nominate George V. Warren for Mayor of the City of Delray Beach for
the year 1961. Upon call of roll, Mr. Campbell, Mr. Thayer and Mr.
Warren voted in favor of the motion, Mr. Avery and Mayor Sundy being
opposed. The motion carried.
It was moved by Mr. Thayer and seconded by Mayor Warren to
nominate Dugal G. Campbell for Vice-Mayor of the City of Delray Beach
for the year 1961. Upon call of roll, Mr. Campbell, Mr. Thayer and
Mayor Warren voted in favor of the motion, Mr. Avery and Mr. Sundy
being opposed. Motion carried.
On motion by Mr. Sundy and seconded by Mr. Thayer, the Council
unanimously approved the appointment of George Mingle as City Manager
for 1961.
On motion by Mr. Campbell and seconded by Mr. Sundy, the Council
unanimously approved the appointment of Richard F. Zimmerman as City
Attorney for 1961.

On motion by Mr. Avery and seconded by Mr. Campbell, the
Council unanimously approved the appointment of John Ross Adams
as Municipal Judge for 1961.
On motion by Mr. Sundy and seconded by Mr. Avery, the Council
unanimously approved the appointment of James Nowlin, Jr..as Judge
Ad-Litem for 1961.
On motion by Mr. Campbell and seconded by Mr. Thayer, the
Council unanimously approved the appointment of Paul Gringle as
Judge Ad-Litem for 1961.
Mr. Campbell exprossed his appreciation and that of the other
members of the Council who served with Mayor Sundy during the past
year and moved that official action be taken thanking Mayor Sundy
for the work that he has done and the time that he has given to the
City in the position as Mayor for the past year. The motion was
seconded by Mr. Thayer and carried.
Mayor Warren expressed his sincere appreciation for the honor
bestowed upon him as Mayor and expressed his sincere desire that
1961 be very successful for the City of Delray Beach and for all of
its citizens.
Mr. Sundy then expressed his gratefulness for the privilege
of having served as Mayor of the City of Delray Beach with the 1960
Council and looks forward to a good year in 1961.
The Council adjourned at 8:25 P.M. on motion by Mr. Campbell.
