01-17-61SpMtg JANUARY l?, 1961. A special meeting of the City Council of Delray Beach was held in the Council Chambers at 8:00 P.M., with Mayor George V. Warren in the Chair, City Manager George Mingle, City Attorney Richard F. Zimmerman and Councilmen A1 C. Avery, Dugal G. Campbell, John A. Thayer and Glenn B. Sundy being present. An opening prayer was delivered by the Rev. Robert G. Morey. On motion by Mr. Sundy, seconded~, by Mr. ~hayer and unanimously carried the minutes of January 9th, 1961 meeting were approved. City Manager Mingle informed the COuncil that bids had been solicited for a police ~special group motorcycle to replace the wrecked cycle and that Only one bid was received,~ it being from the Harley Davidson distributor of this portion of Palm Beach County, in the amoUnt of $2,186.95 l~nc-luding trade-in of the wrecked cycle. It was moved by Mr. Campbell~ seconded by M~. Sundy and unanimously carried that said motorcycle be purchased. Mayor' Warren requested the appointment of various Boar~ and Committee Members at this time and the following were provided: On motion by Mr. Avery and seconded by. Buerk It was moved by Mr. Avery, seconded'by Mr. Campbell and unanimously carried that the appointment of the Plumbing Board be tabled for one week. 1-17-61 JANUARY 17, 1961. On motion by Mr. Campbell and seconded by Mr. Sundy the Council unanimously agreed to table'the appointment of the Recreational ~. Advisor~y Board for one week. ~ ~ Mayor Warren asked that all the people who have been'appointed tonight on the various boards and committees be so advised by letter requesting that they serve in these capacities and with aPPreciation to the ones that have previously served. Mayor Warren expressed his desire that at next week's meeting action be taken creating a City Beautification Board, and it was suggested that letters be writtento the Garden Clubs and other organizations or landscape people who might be interested, for their recommendations. ~ City. Clerk Worthing preSented'a request for permissive use to construct a church and educational building On a portion of land in Model Land'Company's, Lot.5, Section 8'46-43, from Rev. Lawrence who stated that since his request of last April was denied he now had the opportunity of acquiring an additional lot to the South. On motion by Mr. Sundy and seconded by Mr. Campbell the Council unani- mously agreed that this item be resubmitted tO the Planning Board for a Public Hearing. . The petitions fqr rezoning of Lot 21, Block D, Palm Beach Shore Acres and Lot 23, Block D, Palm Beach Shore Acres were~referred to the Planning/Zoning Board on motion by Mr. Avery, seconded by Mr. Thayer and unanimously carried. City Manager Mingle read the following memorandum from the Director of Public Works, dated January 13, 1961: He: Scout Hut. "In answer to the Council,s inquir~, Mr. Jacobson advises us that the plans 'and a portion of the speci- fications will be returned to the City Engineer some time during the latter part of the week of January 16th." "It will then be. necessary for this office to type up specifications~nd's~nd out~notices to bidders which should be accomplished by January 25th. Bids should be received by February 10th, in time for consideration for the Council on its meeting of February 13th." City Manager Mingle presented bills for approval as follows: General Fund $ 23,407.77 Water Fund - Operating Fund 288.65 It was moved by Mr. Thayer, seconded by Mr. Campbell and unanimously carried that the bills be paid. Mr. Campbellasked that the Council be given a report on the Sign Ordinance at the next regular meeting and also called attention to a sign on South Ocean Blvd. with an arrow pointing to an apartment house which he believes to be in violation and asked that the City Manager investigate it. Mr. Campbell commented on the objections that had been received regarding the location of a Carnival sponsored by Milton-Myers Post No. 65 of the American Legion that is to be held this week in Delray Beach and then moved that the City Manager and the City Attorney be asked to present an ordinance at the next meeting prohibiting carni- vals and circuses with in the city limits, the motion being seconded by Mr. Thayer. Mr, Campbell then commented as follows: "I am firmly o£ the opinion that it may seem to hurt some of our own organizations here who have, in the past, depended on monies they have taken from these carnivals, six, seven or eight hundred or a thousand dollars, to carry on their work in their boys and girls committees, etc. I hope, and I honestly believe that there can be found other ways of raising this money that will not take so much money out of town.. On this particular 2 1-17-61 JANUARY 17, 1961 ~7 project that is on hand now it is hoped that they may raise seven or eight hundred dollars. I checked today and find that on the carnival payroll is somewhere around sixty people, perhaps more, and if you multiply that by the lowest possible wage you will find that they have taken out of town five to eight times what they leave in town, besides a lot of other things that our Police Department and other departments have to put up with. I am positive that if we explain to the different organizations, Legion and others, why we are doing this and ask them to give thought to their own money raising pro- Jects, and there are certainly others that can be done, that can be used, they will go along with it." Upon.call. of roll the.motion carried unanimously. Mr. Sundy inquired as to what progress had been made regarding contact with the V. F. W. to move the loading area for farm labor to the north end of the block and the City Manager informed the Council that he had contacted the V. F. W., the Police Department and the Director of Public Works regarding th~s and would make a report at the next meeting. Mr. Campbell then commented further regarding the carnival: "In fairness to the Legion and to the Miller Amusement Corporation who are putting on this carnival -- they have been most cooperative. The representative of the Miller Amusement Corp, of his own volition, suggested that they place the curfew at 10:30 P.M.; that they would cut out the loud speakers and the barkers and that they would park their cars back of the Pony League Ball Park." Mayor Warren, speaking for the Council, commended the City Manager, the City Engineer and the Chief of Police on the manner in which they are taking care of traffic, etc., on the new Federal Highways that a~e under construction.
