A special meeting of the Oity Council of Delray Beach was held
in the Council Chambers at 8:00 P.M., with Mayor George V. Warren in
the Chair, City Manager George Mingle and Councilmen A1 ¢. Avery,
Dugal G. Campbell, Glenn B. Sundy and John A. Thayer being present.
Mayor Warren called the meeting to order announcing that same had
been called for the purpose of discussion relative to the ~0th Anni-
versary Program, and for any other business which may come before the
meeting.
Mr. Avery moved to show the people of Detray Beach that we have
faith in the town; faith in the committee that has formed this non-
profit corporation and that we express our willingness to celebrate
our 50th Anniversary by giving this committee the $6,000.00 after
October first, that we give the assurance and then put it in the
bud ge t.
Mr. Thayer stated that he was entirely in approval of the 50th
Annivem~ary celebration but that he did. not approve of this method.
Mr. Campbell stated that he was for the Anniversary program 100%
but that he Xs against the method in giving $6,000.00 of taxpayers
money,
Mr. Sundy said that he had only contacted one city today, that had
used this John B. Rodgers Production Company and reported that Pompano
Beach was displeased with the results and expressed his disapproval
of this method.
Mr. Campbell suggested that the Oouncil meet with the Chamber of
Commerce Directors, if they so wXsh, to study the possxbility of
other plans.
Mr. Ralph Enutsen informed the Council that the Anniversary
Committee ~s not associated with the Chamber of Oommerce but it is
a hard working group of citizens who acted in good interest of the
City of Del~ay Beach.
City Clerk Worthing presented the following bids that had been
received for a 5 Cu.Yd. dump truck for the garage and stated that
funds for this purchase had Been provided in the budget and that it
had been recommended by the Director of Public Works that award be
made to the low bidder:

Adams Chevrolet Co. 3,286.00
General GMC Truck Sales & Servxce 3,421.00
Hunt Truck Sales & Bervice 3,480.00
Florida Dodge Chrysler Co. 3,953.00
It was moved by Mr. Thayer, seconded by Mr. Sundy and unanimously
carried that the award be made to the low bidder.
Mayor Warren confirmed the appoxntment of the following persons
as a committee to study possible site and data for a sewage system
with the assistance of representatives of the consulting engineers:
Dugal G. Campbell, Chairman
A1 C. Avery
Ward M. Robinson
Mark Fleming
The City Clerk presented an application for a Beer & Wine License,
consumption off the premises, by the Seven-Eleven Store at 122 West
Atlantic Avenue. It was moved by Mr. Avery, seconded by Mr. Campbell
and unanimously carried that the .permit be granted.
The City Clerk informed the Council that Mr. J. Bond Winston had
applied for a transfer of the Liquor License at the Arcade Tap Room,
for approximately ninety days operation, after which it would be re-
turned to the present operato~ Mr. Cottingham Allen. It was moved
by Mr. Sundy, seconded by Mr. Avery and unanimously carried to grant
the requested transfer of liquor license.

City Clerk Worthing read the following letter from James T~ Smith,
Secretary of the Pioneer Boys Association~ Inc. and dated July 28th:
"The committee composed of public spirited citizens of Delray
Beach in the interest of scouting facilities has formed an
organization entitled, ~Ploneer Boys Association', a corpora-
tion not for profit.
"We have in hand the papers of incorporation received and
accepted by the Secretary of the State of Florida on April
25, 1961.
"The petitioners are aa follows: James T. Smith, Charles
Senior, Mike Machek, Jr., and C. J. Manson and of the
petitione~s the following are officers: Charles Senior,
President$ Mike Machek, Jr., Vice President; C. J. Manson,
Treasur~er; and m~self as secretary and likewise are the
directors.
"I have been instructed by the Board of Directors to
respectfully request a ninety-nine year lease from the City
of Del~ay Beach to the Pioneer Boys Association, Inc. of the
following p~operty: That part of the S. E. Quarter of Lot 5
in Section 8-~6-43 lying N. E. of Lake Ida Road.
"This property, I am sure, is famllia~ to your body. We
naturally are desirous of immediately making plans to
construct a building and improve saxd properties."
It was suggested that the Council request the City Attorney and
the City Manager to confer and arrive at some conclusion and report
to Council on thei~ recomA~endations of a short term lease with a
possible renewal clause drawn along the lines of the presently exist-
ing lease with the P.B.A., it being so moved by Mr. Campbell, seconded
by Mr. Avery and unanimously carried.
City Clerk Worthing read the caption of ORDINANCE NO. G-409.
AN ORDINANCE OF ~ CITY COUNCIL OF THE
CITY OP DELRAY BEACH, FLORIDA, REPEALING
ORDINANOE NUMBER G-400, WHIOH DECLARED THE
INTENTION OF THE CITY OF DELRAY BEACH TO
ANNEX CERTAIN LAND~ IN SECTION 9, TOWNSHIP
46 SOUTH, RANGE 43 EAST, TO THE CITY OF
DELRAY BEACH, FLORIDA.
On motion by Mr. Thayer and seconded by Mr. Campbell, Ordinance No.
G-409 was unanimously placed on first reading.
Mr. Sundy suggested that something be done about the drainage
and lighting of the City Hall and Comm~unity Center parking lots and
City Engineer Fleming reported that plans have been made to take care
of both of these 'items.
Mayor Warren requested that the city employee ts cars and city
cars be parked facing N. E. 1st Avenue or in the'~a~king lot at the
rear of the City Hall and leave t~ areas adjacent to the nearest
approach to the City Hall and Community Center for visitors and
patrons of the City Hall and Center.
The meeting adjourned at 8:25 P.M.
