12-13-61SpMtg DECE~'~ER 13, 1961. A special meeting of the City Council of Delray Beach was held in the Council Chambers at 2:00 P.M., with Mayor George V. Warren in the Chair, City Manager Louis J. Smitzes, City Attorney John Ross Adams, and Councilmen A1 C. Avery and John A. Thayer. Mayor Warren called the meeting to order announcing th, t same had been called for the purpose of opening and considering bids for con- struction of the Sewage Works Project, and for any other business which may come before the meeting. An opening prayer was delivered by Councilman A1 C. Avery. Bids for construction of the Sewage Works Project were opened by City Clerk Worthing and information on same was announced by Mr. George Russell, Jr. of Russell and Axon Consulting Engineers. (Copy of bids is attached to and made a part of the official copy of these minutes.) Page 368A, 368B and 368C Mr,~ Avery asked that Mr. Russell explain the method of bidding, which waS: explained for public information. It was moved by Mr. Avery to refer the bids to the City Manager, City Personnel and Russell and Axon to tabulate, analyze and make re- commendations, the motion being seconded by Mr. Sundy. Following discussion, the motion and second were withdrawn and Mr. Thayer moved that this subject be referred to the City Attorney, City Manager and Russell and Axon for their report on the apparent competent low bidder, at the Council meeting next Monday night, the motion being seconded by. Mr. Sundy. Mayor Warren asked Mr. Russell: "If the first bidder on the Sewage Plant and Lift Station does not specify that he will accept other low bids on the second phase, is that automatic?" ~fr. Russell: "According to the specifications, unless they qualify you can award a single section to anybody. That's according to the specifications. Some have qualified. Itm not sure that I got them all but unless there is a qualification you can award just sec- t ion one. Upon call of roll, 1~. Sundy, Mr. Thayer and Mayor Warren voted in favor of the motion and Mr. Avery was opposed. Mr. Sundy brought to the attention of the Council that there is approximately 2000 feet of public beach in unprotected areas without life guards and that he has heard many comments about residents not wanting to swim in the area of the cabanas. City Manager Smitzes informed the Council that he would have a recommendation concerning same for next Monday's meeting. The meeting adjourned at 2:35 P.M. ROBERT D _WORTH.!N_G ..... ~ .....
