10-17-60 275 OCTOBER 17, 1960. A regular meeting of the City Council of Delray Beach was held in the Council Chambers at 8.'00 P.M., with Mayor Glenn B, Sundy in the chair, City Manager George Mingle, City Attorney Richard F.Zimmerman and Cozmcilmen Dugal G. Campbell, Charles H. Harbison, John A. Thajer and George V. Warren being present. An opening prayer was delivered by the Rev. N. H. Wible. On motion by Mr. Campbell, seconded by Mr. Harbison and unani- mously carried the minutes of the regular meeting of October 10, 1960 were approved. Mr. Roy Brady suggested, for consideration, that variations be made in residential property within one or two hundred feet from the railroad through Delray Beach in order for the owners to make more use of their property by building smaller units to accow.~aodate single people and rather than make application for spot zon±n~ of his own property that the whole area of residential proper'~y lng the railroad be zoned for a more liberal use than exists at present. Mr. Brady was invited to attend the next Planning Board meeting on October 28th to discuss this item. There was further consideration concerning conditions in the southwest part of town due to abnormal rainfall and the Director of Public Works and the City .Manager informed the Council that all steps possible were being undertaken to render all possible relief and that a continued study would be made. It was moved by Mr. Thayer, seconded by Mr. ~arren and carried unanimously to appoint Mr. Marshall DeWitt as a member of the Inter- Racial Committee as a replacement.of Mr. Charles Rooney. W. 8th Avenue that had been ordered by Resolution No. 1204 passed and adopted by the City Council on October 19, 1959. Following general discussion Mr. Harbison moved to direct the Engineer, the City Manager and the Director of Finance to coordi- nate their estimates and their finances and make a report in detail on this subject. The motion was seconded by Mr. Campbell and carrie~t unanimously. City Manager Mingle read the folloWi.ng memorandum from the Director of Public Works dated October 1~, 1960. "Subject: Request for water connection outside city limits. "We have a request from Mr. J. E. Birkenshaw for a meter to serve a residence being erected on pa~t of Lot 35 and 34, De/~ay Beach Shores. These lots front on White Drive, about two blocks south of the city limits. "A water main ~s by directly in front of the property, in question and no extension to the main would be required. According to the policy adopted by the City Council, this connection aould be automatically granted by the Director of Public Works if he determines that a water sUrPlus existed at this point. You will recollect that the budget for the coming year includes an item for installation of a larger water main xmnning south on AIA to serve this area. At present, however, it cannot truthfully be stated that a water surplus exists at this location. "}{owever, since this is only a single residence, additional demand would be so small that the over-all reduction in pressure for this area would be negligible. Considering the fact that a surplus will exist at this location within a year, it is my recommendation that the request be granted. "By the terms of the above mentioned water policy, this request can only be' granted by action of the Council."
