A regular meeting of the City Council of Delray Beach was held
in the Council Chambers at 8:00 P.M., with Mayor Glenn B. Sundy in
the chair, City Manager Mingle, City Attorney Richard F. Zimmerman
and Councilmen Dugal G. Campbell, Charles H. Harbison, John A.
Thayer and George V. Warren being present
An opening prayer was delivered by Mr. G. Ben Hammett.
On motion by Mr. Campbell, seconded by Mr. Thayer and unani-
mously carried the minutes of November 21st regular meeting were
approved.
City Manager Mingle asked for. further consideration ~oncerning
the establishment of a rate schedule for sewer connection service
charges as a result of the public hearing on November 23rd.
Mr. Campbell moved to rescind the action covered by Resolution
No. 1289, the motion being seconded by Mr. Thayer and unanimously
carried.
Mr. Campbell then moved to table any. action, on the sewer matter,
as a whole, at this time. In seconding the motion Commissioner
Warren informed the press and public that he is.endorsing the motion
primarily due to the results of the public hearing held on Wednesday
the 23rd of November and further reflected by the nearly unanimous
protests to such proposed application of sewer Service connection
charges by all those present at said meeting. The motion carried
unanimously.
Mr. Worthing read a request from Mrs. Robert McLaughlin dated
November 23rd; also a petition from other property owners in the
vicinity concerning said request, as follows:
"In view of the fact the 25' road on the south of my newly
built home at 24-26 Marine Way and running from the water-
way or Marine Way to Palm Trail is in an impossible condi-
tion:,i covered with' ssaid which blows on my property and into
the house, I ask permission to pave
"Please give this matter your 'immediate attention as .this
work can be done more reasonably at this time, by B. Bolt,
who is now working in the neighborhood."
"To the Honorable City Cou~cil:'
"We the undersigned owners of property bordering on Lover's
Lane, or in that vicinity, hereby beseech you not to permit
the paving of any part of Lover.s Lane, or any section thereof.
Because the entire surface of Lovers Lane as now cared for,
has the approval and co-operation of our City Director of
Engineering, Mr. Fleming.
"Lover,s Lane is a 25 foot strip of land now owned by
Del~ay Beach extending from Palm Square to Marine Way. It
was given to our City so that the purchasers of lots sold
by the developer, Mr. Noble, should have free access to
the canal at all times. The above mentioned property owners
are trying to carry out the donor's expressed wishes.

Following coments by Mr. Coburn and Mrs. McLaughlin and also general
discussion it was moved by Mr. Harbison, seconded by Mr. Warren and
unanimously carried to appoint a committee of three councilmen to
make a study of this subject and report concerning same at the next
meeting. Mayor Sundy then appointed M~. Harbison, Mr. Warren and Mr.
0~mpbell as the committee to make said study.

Mr. Worthing informed the Council that a public hearing had
been scheduled for tonight for the purpose of hearing objections,
if any, to Resolution No. 1291, passed and adopted on November 14th
concerning improvement to part of Northwest Third Avenue. There
being no objections to said proposed improvement Mr. Worthing read:
RESOLUTION NO. 1297.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DELRAY BEACH, FLORIDA, AUTHORIZING THE CITY
MANAGER TO PROCEED WITH THE OPENING, GRADING
AND PAVING OF THAT PART OF NORTHWEST THIRD
AVENUE LYING BETWEEN NORTHWEST SECOND AND THIRD
STREETS TO A WIDTH OF TWENTY-FOUR (2~) FEET.
WHEREAS, the City Council of the City of Delray Beach, Florida,
did on the 14th day of November, 1960, by Resolution No. 1291, de-
termine to proceed with the opening, grading and paving of that part
of Northwest Third Avenue lying between Northwest Second and Third
Streets to a width of twenty-four (24) feet.
WHEREAS, the Resolution providing therefor has been duly pub-
lished as required by the City Charter, together with a notice that
objections to said improvement would be heard, and
WHEREAS, no sufficient objections have been made to such pro-
posed improvement,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Delray Beach, Florida, that the City Manager be and he is hereby
instructed to proceed with the opening, g~ading and paving of that
part of Northwest Third Avenue lying between Northwest Second and
Third Streets to a width of twenty-four (24) feet according to the
plans and specifications heretofore filed with the City Clerk, and
a copy thereof filed in the office of the City Manager and kept open
for the inspection of the public.'
PASSED IN REGULAR SESSION on this the 28th day of November, 1960.
It was moved by Mr. Harbison, seconded by Mr. Thayer and unanimously
carried to adopt Resolution No. 1297.
Mr. Worthing informed the Council that the City Manager,s office
had received a certified copy of a resolution adopted by the Board of
County Commissioners of Palm Beach 0curry on November 18th, 1960
changing the name of Pineridge Road, West from Swinton Avenue, to
2gnd Street. Since Pineridge Road continues Easterly from Swinton
Avenue for two blocks to Northridge Road, all of which is within the
City limits, and from Northridge Road Eastward the R/W is known as
22nd Street, the following Resolution is offered for consideration.
RESOLUTION NO. 1298.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DEIRAY BEACH, FLORIDA, CHANGING THE NAME
OF THAT PORTION OF PINERIDGE ROAD WITHIN THE
CORPORATE LIMITS OF THE CITY OF DELRAY BEACH
LYING BETWEEN SWINTON AVENUE AND NORTHRIDGE
ROAD IN SECTION 4, TOWNSHIP 46 SOUTH, RANGE
~3 EAST, TO TWENTY SECOND STREET.
WHEREAS, the County Commissioners of the County of Palm Beach
adopted a resolution on November 18, 1960 changing the name of that
portion of Plneridge Road lying outside the municipal limits of
Delray Beach west of Swinton Avenue to Twenty Second Street, and
WHEREAS, the City Council of the City of De]may Beach, Florida,
deems it in the best interests of the residents of the City that the
name Twenty Second Street be continuous and uninterrupted,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DELRAY BEACH, FLORIDA:

1. That the name of that portion o£ Pineridge Road within the
corporate limits of the City of De]ray Beach, Florida, lying between
~winton Avenue and North~idge Road in Section 4, Township 46 South,
Range ~3 East, is hereby changed to Twenty Second Street.
PASSED AND ADOPTED this 28th day of November, 1960.
It was moved by Mr. Campbell, seconded by M~. Thayer and unanimously
carried to adopt Resolution No. 1258 and that the affected people
within the city be notified, of this action and also that the Post
Office be given proper notification.
Mr. Harbison said that he had been approached by residents of
the newly named 22nd Street about the rough condition of a portion
of said street and Mayor Sundy asked that City Manager Mingle look
into this matter.
City Manager Mingle presented the following bills for approval:
General Fund $ 22,041,22
Water Fund - Operating F, und 341.91
It was moved by Mr. Campbell, seconded by Mr. Harbison and unani-
mously carried that the bills be paid as submitted.
The meeting adjourned at 8:50 P.M. on motion by Mr. Thayer.
