A special meeting of the City Council of Delray Beach was held
in the Council Chambers at 9:30 A.M., with Mayor~Glenn B. Sundy in
the Chair, City Manager George Mingle, City Attorney Richard F.
Zimmerman and Councilmen Dugal G. Campbell, John A. Thayer and
George V. Warren being present.
Mayor Sundy called the meeting to order announcing that same
had been called for the purpose of considering amendment to Resolution
No. 1218 which concerns holding official meetings of the Council and
for any other business which may come before the meeting.
Due to the fact that Mr. Thayer will be out of the City for an
undetermined period of time Mr. Campbell suggested that the Council
establish the second and fourth meetings of the month, on Monday
nights, as regular meetings and the first and third meetings to be
called as special meetings.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF DELRAY BEACH, FLORIDA AMENDING
RESOLUTION NO. 1218 BY DESIGNATING THE
MEETINGS HELD ON THE SECOND AND FOURTH
MONDAYS AS REGULAR MEETINGS AND THE
MEETINGS HELD ON THE FIRST AND THIRD
MONDAYS OF EACH MONTH AS SPECIAL MEETINGS.
WHEREAS, the City Council of the City of Delray Beach, Florida,
passed and adopted Resolution No. 1218 on the ~th day of January,
1960, providing for the holding of Regular Meetings on the first
four Mondays of each month, and
WHEREAS, Section 26 of the City Charter only requires that two
regular meetings be held each month,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY 0FDELRAY BEACH,
FLORIDA, AS FOLLOW~:
SECTION 1. That the meetings held by the City Council on the
second and fourth Mondays of each month when held shall be regular
meetings, and the meetings held on the first and third Mondays when
held shall be special meetings.
PA~SED AND ADOPTED in Special Session this 9th day of December,
1960.
It was moved by Mr. Campbell and seconded by Mr. Warren to adopt
Resolution No. 1300. Upon call of roll, Mr. Campbell, Mr. Warren
and Mayor Sundy voted in favor of the motion and Mr. Thayer abstained
from voting.
Mayor Sundy announced that Mr. Thayer was leaving town Sunday
to enter Duke Hospital for a check-up and wished him a speedy return
home.
Mr. Campbell moved that Mr. A1 Avery be invited to sit with the
Council in the caucus meetings and other meetings during the balance
of this term that he may have a chance to acquaint himself with what
is going on in that manner. The motion was seconded by Mr. Thayer
and carried unanimously.
Mr. Avery addressed the Council as follows: "Mr. Mayor, I
would like to be on record, in public, the things that I have told
each of you Councilmen in private. That I approach this Job, not
with a chip on my shoulder, but with a feeling of harmony and my
one desire is that, at the end of a year, I can, in addition to the
overwhelming majority of the people in this town who voted for me,
will have earned your respect for my integrity and my ability to work
these things out.

"I am a deeply religious person, not as ohurchy as I should be,
but I am deeply rellglous and would be thrilled if the Council would
pass a resolution soliciting the prayers of the public for Brother
John, because that is the way he is going to get the good news. This
resolution requesting prayers from the public £or his quick recovery,
I think, would'be a wonderful thing."
Mayor Sundy welcomed Mr. Avery and expressed the desire that
he would be able to attend all meetings that might ~e held before
he takes office.
At the suggestion of Mr~ Campbell, Mayor Sundy asked that the
City Manager place an item on the Agenda for next Monday night con-
cerning further discussion regarding the proposed sewerage disposal
system. -,.
On November 14th, 1960, Resolution No.'1292~was passed and
adopted expressing the intent and proposal of sale of a surplus
fire truck. The proposed sale of said equipment was advertised and
no objections to said sale were received in the time limit specified
in the advertisement. .F~. Warren moved to proceed with the sale of
the surplus fire truck to the ReServation Volunteer Fire Department
with the understanding that the terms are to be cash. The motion
was seconded by Mr. Campbell and carried unanimously.
It was moved by Mr. Campbell and seconded by Mr. Warren that
Mr. Thayer receive the prayers of this community as well as this
Council, with the understanding that his operation will be successful
and thatlhe will soon return to add his thoughts and sincere efforts
to our deliberations, and so that he will be a part of this Council,s
endeavors throughout the new year. Upon call of roll, Mr. Campbell,
Mr. Warren. and Mayor Sundy voted in favor of the motion, Mr. Thayer
abstained from voting.
The meeting adjourned at lO:C0 A.M. on motion by Mr. Warren.
