JANUARY 7th, 1957.
The Annual Meeting of the City Commission was held in the
Commission Chambers at 7:30 P.M., with Vice-Mayor Catherine E.
Strong in the Chair, City Manager W. E. Lawson Jr., and Commission-
ers W. J. Snow and Howard Lee Cromer being present.
This meeting was called to order by Mayor Strong.
Commissioner Snow moved that the Minutes of the December 21st
meeting be approved, as written~ Motion was seconded by Commissioner
Cromer and unanimously carried.
City Manager W. E. Lawson Jr., then read the following Reso-
lution:
RESOLUTION NO. 1031.
WHEREAS, E. J. Barrow and W. J. Snow have completed their
respective terms as City Councilmen of the City of Delray Beach,
and
WttEREAS, both have given fully of their time and efforts,
individually and jointly, in serving their City in such official
capacity,
NOW, TItEREFORE, BE IT RESOLVED BY T~E CITY COUNCIL OF
CI,TYOF DELHAY BEACH, FLORIDA:
1. That E. J. Barrow and W. J. Snow be and they are hereby
publicly recognized for their service as City Councilmen of the
City of Delray Beach.
2. That copies of this Resolution be furnished the local
press, E. J. Barrow and W. J. Snow respectively.

Commissioner Cromer moved that Resolution No. 1031 be adopted.
Motion was seconded by Connnissioner Strong, who temporarily re-
linquished the Chair. Unanimously carried.
The City Manager then read the following Resolution:
RESOLUTION NO. 1032.
WHEREAS, Mike Yargates and Howard Lee Cromer have resigned,
effective December 31, 1956, as City Councilmen of the City of
Delray Beach, and
WHEREAS, both have given fully of their time and efforts,
individually and jointly, in serving their City in such official
capacity,

Commissioner Snow moved that Resolution No. 1032 be adopted as
read. Hotion was seconded by Commissioner C~omer and unanimously
carried.
Commissioner C~omer expressed a desire to identify two impor~
tant projects which he ho~oed would have the early attentiOn of the
NE~ Commission, namely, improvement to and exoansion of the City's
Water Works, and the Air-Conditioning of the Commission Chambers.~
Commissioner Snow called the attention of the NE~ Con~aission
to the seriousness of the Street and Sidewalk progra, m, which he
hoped would receive early attention as well as consideration prior
to preparation of next yearts budget.
Commissioner Snow further stated that, while ~eve has be,n
an occasional display and evidence of temper during the past year,
t~t he would like to make amends to anyone who may have felt h~t
thereby, and further that he definitely holds no resentment against
~is Co~ission ~[eeting then adjou~ed and the recently elected
members ~o~ the City Co~ission, namely, Dugal G. Campbell, Hartha
K. Holland, Robert J. Holland and George Y. ~arven, were given the
Oath of Office by the City Clerk and proceeded to take their seats
at the Co~ission table.
Co~issioner ~. J. Holland nominated George
Hayor, during the ensuing year. Nomination seconded by Co~ss~onev
Campbell and ~nimously agreed upon.
~e Heet~ng and Gavel were then turned over to Hayor
who took the C~ir.
Co~issionev Strong nominated R. J. Holland fo~ Vice-Hayor.
Nomination was seconded by Co~issioner Campbell and upon Call
Roll ~animously carried.
Co~issionev Campbell moved for the follow~ng appointm~ts,
effective i~ediately and to serve ~t~l the first Honday
January, 1958:

Mayor Warren then gave his Inaugration address, which follows:
"Fellow Commissioners, Administration Officials, The Press and
Fellow Citizens:
At this time of the inauguration of four new Delray Beach Com-
missioners, one of whom has held this office before, and our one
hold-over Commissioner, we believe it well to review the functions
and responsibilities of your City Commission, and City Manager form
of government.
The City Commission (Council) is required, by charter, to hold
meetings at least twice each month. These regular meetings shall be
held on the second and fourth Mondays at 7:30 P. M., in these Council
Chambers. Special meetings may be called by the Mayor oP three of
the City Commissioners and all meetings shall be open to the public
and the uress.
The agenda of business for each meeting shall be prepared in
advance by the City Manager, and will be posted at the entrance to
these chambers.
'To facilitate these council meetings and enable the Com-
missioners to concentrate on the agenda of that meeting, we ask that
the people of our city who are desirous of making requests of the
City Commission, such as rubbish collection, illegal parking, re-
zoning, urouerty set-backs, deviations, etc., covered by the City
Code of Ordinances and Zoning, make such requests to the City Manager
during regular City Hall business hours.
Your City Commission is the governing body of your city. The
City Manager is the administrative official of your city - with all
operating divisions of the City and their proper function under his
administration. Most of the matters which you have every right to
introduce, should be directed, first, to the City Manager whom your
Council believes is capable of complying with your requests, and on
matters to come before the Commission, you will find our City Manager
W. E. Lawson Jr., most helpful in assisting you on the preliminary
urocessing of the business that requires a decision by your Corn-
mis sioners.
Your co-operation on these matters will enable your City Com-
mission to conduct their governing duties in a more efficient manner
and will save you time and concern as to how to get an answer to your
questions, complaints or requests.
Your NEW City Commission is always at your service, but by
working together thru the uroper channels we can all benefit our
City and your investment in it.
We are grateful for your belief in our abilities as evidenced
in the past election and we thoroughly realize the responsibilities
that you have placed in our hands.
In accepting the resoonsibilJ, ties, as well as the honor of
being your Mayor, I want to take a look into the economic future of
Delray Beach.
I see many vital projects to be undertaken, which I propose,
with your support and co-operation, to accomplish. These projects
include - a re-appraisal of our resources, a revision of our
~inancial program, which I understand to be of a healthy nature, a
Water System of greater capacity, a study of our disposal systems,
improved civic recreational facilities, We need, further, to ex-
amine and study our building codes, our planning and zoning, and
look forward, ~erhaps, to a more rigid enforcement of our City ~rdt-
nances, that would lend to a more beautiful and attractive community.
I shall look forward to building up and attracting a larger
to,Fist colony than we heretofore have enjoyed and in general build-
ing up a unique community that will be the envy of our neighboring
cities."
