02-15-57SpMtg FEBI'IUARY 15th, 1957. A Special Meeting of the City Council had been called for 2:30 P.M., in the Council Chambers. In attendance were Mayor George ¥. Warren, City Manager W. E. Lawson Jr., and Commissioner Dugal G. Campbell. This meeting had been called for the purpose of discussion with the Planning/Zoning Board, all members of which were present, namely, Chairman A. L. Fabens, V-Ch're. James I Sinks, Robert F. Blake, Kenneth Jacobson and L. Stuart Lankton, concerning N. W. 4th Street and its tie-in with the County Road extending westward through the S. W. quarter of Section 8-46-43. Messrs. Jack Dorson and Daniel A. Udell, developers of Delray Shores, Inc., in Sec. 7-46-43, which tract of land is at the western end of the above mentioned County Road, through Mr. Dorson, attending this meeting, felt that the original understanding with a prior Council was not being recognized in that the road builders had installed many culverts in the west half of Lot 5, Sec. 8-46-43, and other indications were that the agreed upon "Limited Access" to this artery were being over looked. Commissioner Campbell inquired as to what commitment was effected by the prior Council or provisions, if any, agreed upon, verbally or otherwise, as to the extent of "Limited excess" thereto, which appesred never to have been specific or contained in any minutes of the many Council Meetings during which this matter was discussed with Mr. Dorson and others. Mr. Sinks stated that the Planning Board had unanimously recom- mended a very limited access to this proposed route in a report to the City Co~mcil in the early stages of discussion concerning N. W. 4th Street. Due to the lnck of a quorum representation of the City Council, no action could be taken at this meeting. City Manager W. E. Lawson read a letter from Mr. Paul Knowles, Chairm~n of the Chamber of Commerce Industrial Committee, inquiring, in part, as to whether the City of Delray Beach would cormider dispos- ing, by sale, of parcels of City owned land in the east half of the south east quarter of Sec. 18-46-43 and lying between the S.A.L. and State l{oad Nine, there being an industrial company apparently desirous of locating in this area and much interested in said described lands.
