06-27-57SpMtg 191 JUNE 2?th, 1957. A Special Meeting of the City Council was held in the Council Chambers, at 2:00 P.M., with Vice-Mayor R. J. Holland in the Chair, City Manager W. E. Lawson Jr., City Attorney Harry T. Newett, and Com- missioners Col. Dugal G. Campbell, Martha K. Holland and Catherine E. Strong being present. Commissioner Campbell informed the Commission that Commissioner Strong and hLmself had inspected the Five (5) acres of land, described as the South Five (5) acres of the Southeast Quarter of the Southwest Quarter of the Southwest Quarter of Section 8, Twp. 46 South, Rge. 43 East, less drainage easement conveyed or agreed upon by Palm Beach County, which tract of land the County of Palm Beach had offered to the City of Delray Beach is exchange for a City owned tract of land, described as the North-half of the Southeast Quarter of the Southwest quarter of the Southwest Quarter of Section l?, Twp. 46 South, Rge. 43 East, the latter parcel of land being desired by the County School Board for School P ~u~poses, and moved that such exchange of said parcels of land be effected. Motion was seconded by Commissioner Strong and unani- mously agreed. Concerning the damage caused by the recent fire at the Civic Cen- ter building, City Manager Lawson advised the Council that Insurance Adjusters have not, as yet, been hble to determine the insurance lia- bility, but S~eh should be established and made known within the next few days. The Manager further stated, however, that a tentative estimate of cost for Repair of damage to the building has been estimated to be be- tween $16,000. and $18,000. including necessary modern wiring to meet the code. Replying to Commissioner Campbell's inquiry, the Building Inspect- or stated that various necessary electrical installations and addition- al circuits to conform with the City Electrical Code might result in an approximate over-all repair cost of $20,000. Mayor Holland suggested that it might be well to consider the pos- sible demolishing of the present building and p~ovide a Youth Center in a mere suitable location. City Manager Lawson read the following Cost Estimates for Arc Rib buildings with standard wiring and of Aluminum construction which are so constructed as to be movable if found necessary or desired; 50 x 120 $ 23,012.00 x 140 25,964.00 x 160 28,916.00 60 x 120 29,980.00 x 140 34,094.00 x 160 38,168.00 70 x 120 37,948.00 x l~O 42,0~2.00 x 160 48,176.00 The City Manager informed the Comncil of having given considerable thought to this matter since the fire and recommends that the City Re- creational Director and the Planning Board met to consider a logical and satisfactory tentative site for a New Youth Center. Commissioner Campbell suggested that the City Manager prepare an estimate of cost for placing the present Civic Center building in satis- factory and usable condition to conform with all standard Codes, and to reflect in his report insurance adjustment and moved that the Planning Board be instructed to meet with the Recreational Director, as recom- mended by the City Manager, as soon as possible, and submit their recom- mendations concerning an alternate site for a Youth Center keeping in mind, and giving due consideration to, City owned parcels of land. Mo- tion seconded by Commissioner M. K. Holland and unanimously agreed. Mr. Ralph A. Hughson, President of Seacrest P.T.A., inquired if the accumulated bicycles in the Compound might be available for the P.T.A. to dispose of and was informed that the Council favors donation of such items to the needy. 192 JUNE 2?th, 19~7. City Manager Lawson recommended that the execution of the Tracing' reflecting the approved plat of Lake Ida Manor Addition No. 2, as submitted by Mr. William Yount, be deferred pending amendment of same to the extent of providing a utility easement over the East Twelve (12) feet of Lots I and 2 thereof, to which the Council agreed, requesting the Manager to take the necessary steps for such~provision relative to said plat of Lake Ida Manor Addition No. 2.
