A Special Meeting of the City Council was held in the Council
Chambers at the City Hall at 2:30 P.M., with Mayor George V. Warren
in the Chair, City Manager W. E. Lawson Jr., City Attorney Harry T.
Newett and Commissioners R. J. Holland and Catherine E. Strong being
present.
Mayor Warren called to order this Special Meeting which had
been scheduled for discussion concerning Report of the Civic Center
Building Committee relative to a proposed NEW Youth Center.
Mr. James I. Sinks, Chairman of the Building Committee, in-
formed the Council that the Committee had met and considered various
sites for construction of the NEW Civic Cente~, and unanimously re-
commended the North half of Block 132 (City Park) for locating such
a building.
Commissioner Holland moved for approval of the North half of
Block 132, as the Site for the NEW Community Center Building, as
recommended by the Civic Center Building Committee, and that a Pub-
lic Hearing be provided to hear objections, if any, to such proposed
Community Center Building. Motion was seconded by Commissioner
Strong and unanimously carried.
On further recommendation by the Building Committee, through
Chairman James Sinks, that a "Unit Type Structure", approximately
60xll2 feet, with an estimated cost of 940,000., be the initial con-
struction, Commissioner holland moved that $40,000.00 be provided in
the coming Budget for 19~7-~8, augmented by the proceeds from the In-
surance Adjustment resulting from the recent fire damage to the pre-
sent Civic Center Building, as well as any proceeds from the sale of
said Civic Center Building, for construction of the proposed NEW
Community Center. Motion seconded by Commissioner Strong and unani-
mously agreed.
The Council authorized Chairman Sinks and the Building Committee
to confer with the Little Theatre Group to consider any possible plan
whereby the Theatre Group might determine it feasible to make this a
joint venture and provide additional wings to the proposed "Unit Type
Structure" to meet the needs of the "Little Theatre".
City Manager Lawson presented a prepared Lease for providing a
temporary Teenage Center in the CBS Building on S.E. 2nd Avenue, pre-
viously housing the Sunlite Lamp Shade Company, and CommiSsioner
Strong moved that such Lease, covering rental of said building for
the period of August 1st to December 31st, 19~7, at a monthly rental
fee of $12~.00, be entered into with Ernest and Marion Deutsch, own-
ers of the property. Motion was seconded by Commissioner Holland and
unanimously carried.
