A Special Meeting of the City Commission of the City of
Delray Beach, Florida, was held in the Commission Chambers at
2:00 P.M., with Mayor Snow in the Chair, City Attorney MacMillan,
and the following Commissioners present: Emory J. Barrow,
Glenn B. Sundy and W. Cottingham Allen, a quorum being present.
This meeting had been requested by the Golf Committee
· which group had arranged for tile appearance of a State Beverage
Department repre~entative to advise them of the proper pro-
cedure in obtaining a Liquor License for the Country Club.
George T. Atchison, Sr., District Supervisor of the State
Beverage Department, for District 11, State of Florida, in-
formed the Golf Committee that, slibject to physical check of
the property, tt~:e new club house wit]; its .~tining facilities
of well over 200 capacity, together with the square footage of
the building being well in excess of 4,000 square feet would,
in his opinion, qualify for a Non-Quota License of "ilotel or
itestaurant" classification.
Mr. Fred McNeece, Chairman of the Golf Committee, together
with Mr. Atchison Sr., at the close of the meeting, left for
the Country Club in order that tile State Beverage Department
Supervisor might, by physical inspection, verify the information
advanced to him by the Golf Committee.
The Del ray Beach Country Club is owned by the City of
Delray Beach, Florida, a municipal corporation, and its affairs
and operation are condqcted by a Golf Committee composed of
Mr. Fred B. McNeece, Chairman, B. C. Butler, hrilliam DaCamara,
Dick Wilson and Warren Grimes.
The State Beverage Department Supervisor, Mr. George T.
Atchison, Sr., was furnished an affidavit by the Mayor of the
City of Delray Beach, Florida, Mayor W. J. Snow, relative to
character and q~alificati ,ns of the Golf Committee Members.
An application for BEER and WINE - Consumption On The
Premises, from Mr. Joe Howard and Mr. Dick Hassey who have
purchased th.e, ,property located on Lots 24, 25 and 26, Block 7,
Rio Del itay S/D and are soon to open "The Dells", a Restaurant
of forty-eight (48)seating capacity. There will be NO Bar
in connection with this dining room. Commissioner Allen moved
to grant this application, subject to the approval of the City
Manager and the required investigation. Notion seconded by
Conunissioner Barrow and unanimously carried.
The Golf Committee advised the Commission of its desire
to both dispose of and acquire certain parcels of land in con-
nection with the Golf Course, for future intended improvements,
and were requested by the Commission to submit any proposal of
desired changes or acquisition to the City Manager, in writing,
that same may be submitted to the City Commission for considera-
tion, in the proper manner.
The meeting then adjourned.
