A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF DELRAY BEACH, TO TENTATIVELY LEVY A TAX ON
ALL PROPERTIES WITHIN THE CITY OF DELRAY BEACH,
FLORIDA, FOR MAINTENANCE AND OPERATION, AND
TO TENTATNELY LEVY A TAX FOR THE PA~'MENT OF
PRINCIPAL AND INTEI?;EST ON BONDED
INDEBTEDNESS, AND TO ALLOCATE AND APPROPRIATE
SAID COLLECTIONS THEREUNDER.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS;
Section 1. That a tax of ~~-.~~~-3 $7.3000 per one thousand dollars {$1,000.00} of
assessed valuation is hereby tentatively levied an all taxable property within the City of Delray Beach
for the fiscal year commencing October 1, 2009, and ending September 30, 2010, There shall be
and hereby is appropriated for the General Fund operations of the City revenue derived from said
tax for operating and maintenance expenses of the General Fund, and also in addition, all revenues
derived by said City during said fiscal year from all other sources other than the tax levy for current
bond service and that part of collection of delinquent taxes levied for bond service. The assessed
valuation on all taxable property for operating purposes within the City of Delray Beach is
$7,081,215,623. The tentative operating treillage rate of ~-3~~ $7.3000 per one thousand dollars
{$1,000.00} is less than zhee~ the rolled-back rate of $7.3833 per one thousand dollars
($1,000.00} by 1.9 3%.
Section 2. That the amount of money necessary to be raised for interest charges
and bond redemption which constitutes a general obligation bonded indebtedness of the City of
Delray Beach is $3,576,985. There is hereby appropriated for the payment thereof, all revenues
derived from the tentative tax levy of $0.5316 per one thousand dollars {$1,000.00) of assessed
valuation, which is hereby levied for that purpose for the fiscal year commencing October 1, 2009,
and endng September 30, 2010, upon the taxaE~le property of the City of Delray Beach, the assessed
valuation being $7,082,858,399.
Section 3. That the above tentative rnillage rates are adopted subject to adjustment
in accordance with Section 200.065(5} of the Florida Statutes which provides that a municipality may
adjust its adapted nnillage rate if the taxable value within the jurisdiction of the taxing authority as
certified pursuant to Section 200.065(1) is at variance by mare than one percent (1%) with the
taxable value shown on the assessment roll to be extended.

The item before Commission is Resolution No. 37-09 which tentatively levies a tax an all properties in
the City of Delray Beach far FY 2010. The tentative operating milllage rate for FY 2010 is
7.3833 which can still be reduced at the second budget hearing on September 22, 2049,'when the final
millage rate will be adopted.
BACKGROUND
The tenative FY 2010 operating millage is 7.3833, while the proposed FY 2010 debt service millage is
0.5316. The propased operating millage has been set at the unadjusted rolled-back rate, which
was calculated under the TRIM law. The final operating millage and debt service millage rates will be
determined by the City Commission prior to final adoption of the millage rates on September 22, 2009.
The assessed valuation on all taxable property within the City far operating purposes is
$7,081,215,623. The assessed valuation far debt service is $7,082,858,399. The reason far the
differential is the exemptions that were granted to historic properties in the Gity. They apply to
operating millage only.
Pursuant to the City Charter and TRIM requirements, a public hearing must be held prior to the
adoption of the resolution.
Final adoption of the FY 2010 millage rates and budget are scheduled for September 22, 2409.
RECOMMENDATION
Recommend approval of Resolution No. 37-09 -Tentative Millage Levy for FY 2010.

Honorable Mayor and City Commissioners:
At this time we are asking our Commissioners to support our efforts as a
business community in the downtown district, and to he p us survive.
We appreciate the efforts of the Commission to held down expenses and
recognize this is a tough time for all of us, government: businesses and property
owners, but we are asking the City to make an investanent in us, the downtown
businesses and in the future of our community.
You will be discussing and approving the City of Delray Beach budget and
millage at your meetings of September 10th and 22"u We are calling to your
attention that the proposed .7.38 Millage represents are increase to the existing
tax rate in percentage only, but it does not fairly rei`lect the minimal City tax
increase in dollars vs. the lost promotional support for tl~~e downtown.
After reviewing the City Manager's list of events and activities that would need to
be eliminated from this years City budget, to remain at the current tax rate, the
DDA Board feels strongly that the promotion of this downtown is a critical
economic engine for the businesses in Downtown. ~fhese special events and
activities are devoted to the promotion of the downtc;~wn as a destination and
should not be eliminated.
If we do not continue to promote downt~,~wn....a terrible thing
happens....NOTHING!....no one comes; there are no s~:iles and the DOWNTURN
economy takes over, plunging us back to the early 199(:i's.
We encourage you to vote in support of an increasF.d Millage rate to secure
continued promotional' efforts downtown. Thank you for supporting the
downtown businesses and our wonderful Village by the Sea!
