A Workshop Meeting of the City Commission of the City of Delray Beach, Florida, was called to
order by Mayor Nelson S. McDuffie in the First Floor Conference Roam at City Hall at ~;00 p.m.,
an Tuesday, November 10, 2009.
Roll call showed:

Also present were - David 'T. Harden, City Manager

Mayor Nelson S. McDuffie called the workshop meeting to order and announced that it had been
called far the purpose of considering the fallowing Items:

1. Discussion regarding the Police and Fixe Pension DROP Program Survey
Mx. David T. Harden introduced this item and stated they have listed the pros and cons of
extending the DROP for Police and Fire Pension Plan from five years to seven years. He stated
they would like direction from the Commission regarding this. Commissioner Frankel stated
that he has spoken with certain member of the Police and Fire pension board and their
consensus is to not extend the DROP to seven years. It was the consensus of the Canzrsussion
to not extend the DROP at this time,
2. Mangrove Park Boat Ramp Options
Mx. Richard Hasko, Environmental Services Director introduced Jose Aguila. Mr. Aguila stated
Rene Mathews of Mathews Consulting, Inc. and Rebecca. In addition, Alan Gerwig was Pram
Alan Gerwig & Associates, Inc. was present. Mr. Aguila conducted a Power Point presentation
detailing the history of the Mangrove Park Project. He pointed out all of the agencies that were
involved during the development of the Mangrove Park $oat ramp. He discussed permitting,
surveys and site configuration. He presented three alternatives for modification of the existing
boat ramp to lessen the challenge of using it. Discussion ensued between Commission and staff
regarding reconstructing the boat ramps at Mangrove Park to flatten the physical slope of the
ramps to better accommodate launching and retrieving of trailered boats. Mr. Agv~ila will speak
with the City of Pompano Beach Engineer. It was the consensus of the Commission to get
mare information and take another look at this in the future.
Mayor McDuffie adjourned the Workshop Meeting at 7:09 p.m.
