10-24-55SpMtg October 24th, 1955. A Special Heeting of the City Commission of the City of Delray Beach, Florida, was held in the Commission Chambers at 2:30 with Mayor W. J. Snow in the Chair, City Hanager W. E. Lawson, Jr., City Attorney Neil .HacHillan and the following Commission members ~resent, Emory J. Barrow, Catherine E. Strong, Glenn B. Sundy and W. Cottingham Allen. Also in attendance with the City Commission, was Palm Beach County Board of Commissioners, headed by ~oard Chairman Ben F. Sundy, and City of Delray Beach Planning/Zonin& Board Hembers, Kenneth Jacobson, W. C. Burton and James I Sinks. ~ The meeting had been called for the purpose of further dis- cussion relative to a connecting link (route) between the proposed County paved highway west of Lake Ida and N. W. 4th Street extended. ~'-Hrs. Grace Weir, owner of considerable property in. the area, to be affected by this proposed route, asked that she and other property owners in that area, specifically, Hr. & Mrs. Schablnger, Hrs. Davis, and Hr. Wm. Yount, be briefed on what has transpired and any other information pertaining thereto, as she is greatly concerned over appreciable increased traffic over the proposed route, which, in her opinion, will occur and result in an undesirable situation at 4th Street and Swinton Avenue due to the dog-leg for northward traffic headed for the Ocean or U. S. ~ 1, as the traffic would obviously then proceed over Dixie Blvd., to 8th Street. Acting Chairman of the Planning Board, Mr. Kenneth Jacobson, then ~read the recommendation of the Planning Board to the City Oommission, dated September 10th, 1955, in detail, wherein the Board attempted to forsee the future needs of and benefit to the City of Delray Beach as well as to the County particularly recog- nizing the serious need of ultimate necessary connecting routes to the west, mainly Military Trail. Attorney £1rk Sullivan, speaking as counselor for the County Commission, stated that he had previously advised Mayor Snow that in his opinion the County, in effecting its right-of-way, would tie into the 25 ft. right-of-way, as now dedicated westward from Swinton Avenue at 4th Street, but that the County would definitely not assume maintenance of a highway less than 80 feet in width. City Commissioner Strong renewed her previously expressed de- sire that this proposed route not be established at 4th Street, due to its effect on the immediate area, but was in hopes it might be located at some point northward, possibly llth Street, or even fur- ther north. County Commissioner Lake Lytal emphatically stated that, in his opinion, the County forsees the future need of possible routes over not only 4th Street, but, in all possibility, 9th and llth, to provide adequate ri~ht-of-ways for through traffic westward from Swinton Avenue to Military Trail. Mr. Jack Dorson, Future developer of Section 7, west of Lake Ida, stated that his intended development would constitute const- ruction of homes in the $15,000.00 to $20,000.00 bracket. Hr. H. L. Blits, owner of approximately 70 acres immediately south of Lake Ida, protested the penetration of his intended de- velopment with a through trafffic right-of-way. County Commissioner Lake Lytal, supported by County Commissioners Sundy, Hichael and Foster, when informed that Mr. Blits' property is outside the City limits, stated that under no consideration would County Commission approval ever be granted permitting development of isolated sub-divisions. October 24th, 1955. Attorney Sullivan then expressed the feeling that the major problems seem to have been eliminated and suggested that the plat of the proposed route be re-submitted to the Planning Board fop its approval and he further indicated the City of Delray Beach might anticipate financial aid from the County, if actin& favor- ably upon a possible recommendation of approval from its Planning Board. County Commissioner Lake Lytal again reminded the City Comm- ission and Planning Board Hembers that the County Commission, always desirous of constructively benefiting the general area, and principally municipalities and the East Coast, anticipates the future need of several arterial highways from the western part of the County to provide needed egress and ingress from the western areas to the East Coast. ~ttorney Sullivan ~hen stated, that to permit the County to proceed with necessary details in creating the proposed r~ht-of- way, the County Commission desires the Plat be approved by the City Commission, indicating .the route as shown, if acceptable to the City. , M~o Wm. Yount expressed being in favor of the proposed route when asked for his comment by Hayor Snow. Hrs. Grace Weir and Mr. & Hrs. Schabinger, desirous of aiding future sound development of this area, expressed no further objections and the County Commission suggested expe- diting the approval of said plat which would then permit them to proceed with the abstracting of the required right-of-way.
