NOVF24BER 25th, 1955.
A Special meeting of the City Commission of the City o£ Delray
Beach, was held in the Commission Chambers at 2:30 P. M., with Mayor
Snow in the Chair, City Manager W. E. Lawson Jr., and the Following
Commission Members being present; Catherine E. Strong, Emory J.Barrow
and W. Cottingham Allen, a quorum being present.
This meeting was called For the purpose of considering the re-
commendation of the Planning Board relative to the deviation request
From Sea Ray, Inc., concerning the installation and operation of
cabanas on the North 395 Feet of Section 21-46-43, lying F~ast of the
E'ly R/W line of State Road AIAo
Mr. Blake, Chairman of the Planning Board, advised the Comm-
ission that the sketch of the above described land and the improve-
ment thereon was not drawn to scale with the result that the improve-
ment shown ~hereon does not conform to required set-back regulations.
However, this building, having been constructed in 1934, which was
prior to the time of annexation to Delray Beach, has previously been
granted cont, inued use thereof during existence of the present build-
lng as heretofore permit, ted by virtue of a granted License by the
City of Del ray Beach.
Mr. Blake Further discussed with the Commission the irregular-
ity of this parcel of land ~arranted special consideration and submit-
ted the recommendation of the Planning Board that the deviation request
of Sea Ray, Inc.~ be granted, For the installation and operation of
Cabanas on the land described herein and as shown on the sketch sub-
mitted to the Commission by Mr. John E. Raymond, on behalf of Sea Hay,
Inc., and to be permitted without regard or relationship to the exist-
ing building on the south orotion of the land ~dentiFied above.
Commissioner Strong moved that the Commission accept the recom-
mendation of the Planning Board and grant the deviation request o£
Sea Hay,Inc., as pertains lo the location and operation of Cabanas,
as shown on the sketch heretofore referred to, without regard to the
existing building. Motion was seconded by Commissioner Allen and
unanimously carried.
Mr. Blake then advised the Commission that the Planning/Zoning
Board had met with the local Realtors Board Members, as well as the
Kiwanis Club Members, outlining the results of the Zoning Board Mem-
bers efforts over the past several months toward creating an over-all
Zoning F~a~ and supporting Ordinance For the City of Delray Beach, Fla.
In submitting the comprehensive ~lan (including zoning map and
zoning ordinance) For the Re-Zoning of the City of ])elray Be~ch~ to
the Commission, Mr. Blake Further advised that an adjustment (change)
on the "Map" is to be made, only to the extent of showing incorporat-
ion of "Delray Isles~ S/D and its recommended Zoning, due to this area
not having been a part of I)elray Beach until being a,~nexed subsequent
~.o the .~resent proposed zoning m~p's tentative completion hereby sub-
mitted.
~r. Kenneth Jacobson, Planning/Zoning Board Member, informed
the City Commission that the desire of said Board is to possibly in-
corporate an additional adjustment on the Zoning map concerning
aoartment zoning of certain sections of land in the western part of
the City.
Mr. Blake then notified the Commission that the Planning/
Zoning Board will hold a public hearing in the City Hall on Tuesday,
December 15th, at 4:P. M., For consideration of the proposed Zoning
)/ap and Ordinance, at which meeting the Consulting Engineer, Fir.
George ~. Simons Jr., will he in attendance to aid in explaining and
clarifying any items requested by the public or any interested persons.

The City Commission agreed with the Planning/Zoning Board
that all possible public notice should be given this proposed
over-all Re-Zoning of the City of Delray Beachj and scheduled
a special meeting of the City Commission to be held at 10:00
A. M.j in the City Hall, on Tuesday~ December 27th, 1955, for tile
purpose of providing a Public Hearing for the consideration of the
~Map and 0rdinance'~ referre~ to herein, by all interested persons.
Meeting adjourned.
