A Special Meeting of the City Commission of the City of
Delray Beach, was held in the Commission Chambers at 7:30 P.
with Mayor W. J, Snow in the Chair, City Manager W. E. Lawson, Jr.,
City Attorney, Neil MacMillan, and the Following Commission Members
being present; Emory J. Barrow, Catherine E. Strong, Glenn B. Sundy
and W. Cottingham Allen, a quorum being present.
This mee%ing was called for the purpose of considering a
method of assessment equaliza%ion For all improved property within
the City of Delray Beach.
The City Manager outlined to the Commission a proposed schedule
of equalization for all improved real property in the City, assessments
of which have heretofore been made on a cubic Foot basis with various
rates being applied to total cubic Foot content of construction and
further recommended that, upon completion of said equalization, assess-
ment of all improvements be based upon COST, as determined by the "Basic
Buildi~g Construction Costs" schedule which is periodically Furnished
for all parts of the country by Karket Aonraisal Chart Company, adjust-
able to various areas and incorporating local or general changes as
they occur.
Commissioner Allen moved for adoption of the proposed schedule
of equalization and amended method of assessment, effective January
1st, 1956. Motion was seconded by Commissioner Strong and unanimously
carried.
Commissioner Allen Further moved that the City Manager be in-
structed to contact experienced and professional land appraisal firms,
obtaining an estimate of cost for re-appraisal of all land values,
for assessment purposes, within the limits of the City. Motion was
seconded by Commissioner Sundy and unanimously carried.
D~e Commission inquired as to the delay in the installation of
the traffic lights on N. E. 2nd Avenue at 1st and 2nd streets, and was.
informed by the City Manager that said installation is being temporar-
ily delayed due to awaiting the arrival of the necessary cable. This
matter, beyond the control of the city, is being expedited which should
result in the installation of the much needed traffic lights in the
near Future.
