12-27-55 DECEMBER 27th, 1955. A Regular Meeting of the City Commission of the City of Delrav Beach, was held in the Commission Chambers at 2:30 P. M. with Mayor Snow in the Chair, City Manager W. E. Lawson Jr., City Attorney Neil MacMillan and the following Commission Men, ers being present; Empty J. Barrow, Catherine E. Strong, Glenn B. Sundy and W. Cottingham Allen. The full Co,~ission being present. An opening prayer was delivered by l)r. J. G. Robinson. Commissioner Sundy moved that the Minutes of the December 13th Meeting be approved as written. Motion was seconded by Comm- issioner Sundy and unanimously cmrried. City Manager Lawson advised the Co~ission that long ago he became mware of the inadequate insurance coverage for City owned prop- erty, both real and nersonal, and upon his reeuest Plastridge Agency had, for several months, been conducting a survey and study of this matter, and based upon a report from said Agency, which well proved his earlier belief that a revision of the City's insurance program wms of paramount importance, requested bids for insurance coverage of municipal properties and activities. Ne actien was taken pending study ®f the rep®rt. ~ith regard to establishing an accurate and early inventory of all city o~ned property, Commissioner Strong favors a complete appraisal of the 6olf Course. City Manager Lawson then discussed with the ComSssion the current need and de. and for increased water distribution in the Andrews Avenue area and more specifically at this time to serve the needs of the 6rosvenor House, now nearing completion. Manager felt that an additional supply should be provided and commended a l0w line to ultimately connect the present 8w line of East Atlantic Avenue ~ith the 12w main on the north side of Seaspray Estates. Commissioner Strong made a motion that the City Hanager~s re~m~endation be accepted and that the Hanager be instructed to preceed with installation of a 10' line from Atlantic Avenue, north- ward on Andrews Avenue, to a ~oint opposite the 6rosvenor House. Hotion was seconded by Commissioner Barrow and unanimously carried. The Co~mission suggested that the City Hanager miF~t confer with Howard Lee Cromer and others in an effort to determine whether the project should be done by City personnel or let out on bid. The City Hanager then read the report submitted by the Plannin~ Boa~d~Zoning Commission regardin$ the Lindsley Lu~ber variance request. The .Board recommended that the variance be denied or withdra~n but suggested that the Building Inspector reconsider the application in view of construction changes to be made by Lindsley Lumber Company with regard to the ori$inal submitted plan. ~ Commissioner Strong moved that the variance request be denied. Motion was seconded by Commissioner Barrow and unanimously carried. Commissioner Sundy ~oved that Bills, in the amount of $89,579.53, be paid subject to the approval of the .Finance Committee. Motion was seconded by Commissioner Allen and unanimously carried. The City Hanager then submitted plans of Carrel Dairi-Freez Inc., for a building to be located on Lots 18 and 19, Block 106, No. Federal Highway. Comissioner Allen recommended approval of the plans as sub- mitted which motion ~as seconded by Commissioner Sundy and unanimously carried. Sea Ray, Inc., made applications for a Liquor License at the Bon Air Hotel and a Beer & ~lne License for the Seagate Beach Club, a private membership club. DECEI~F~ 27th, 1955. Commissioner Bar~ow moved that both applications be granted. Hotion was seconded by Commissioner Allen and upon Call of Rotl, Hayor Snow and Commissioners Bar~ow, Sundy and Allen voted in favor of said grant and Commissioner Strong abstained. Follovt~g considerable discussion relative to the traffic problem on Atlantic Avenue, east of the Waterway, Co~nissioner ~trong moved that a trafffic light be purchased and installed be- tween the bridge and Ocean Blvd., and that the City Hanager be in- structed to provide for well marked pedestrian cross walks in that area and 'particularly on the bridge. Hotlon was seconded by Com- missioner ~llen and unanimously carried. Commissioner Sundy moved for the elimination of truck traffic on Atlantic Avenue from Swinton to the Federal Highway. There was no second to the motion as the Commission felt that any action relative to diversion off traffic should be delayed until, the return of the Chief of Police whose advice and comment, relative thereto, should be considered. City Attorney HacHillan recommended that the Commission seek to obtain early and definite information from the County Com- mission as to likely proposed route connecting the "Turnpike" clover- leaf with Delray Beach in order that necessary right-Of-way dedica~ tions be obtained as soon as possible. · he City Commission agreed that the City Hanager should meet with the Planning Board and then arrange a conference with the County Commission relative to the connecting route with the Turnpike. Col. Andrew Fabens, addressing the Commission, stated that it might be advisable to consider possible diversion of Boynton and Bo~a Reran bound traffic, as well as other traffic headed in that general direction, coming off the Turnpike, at Hilitary Trail, or possibly State Road 9 if it were opened, hereby lessening the addition of through traffic to an already congested throroghfare. ~he City Hanager then presented a Re-Plat of Southridge Plat ~ 3, and plans for development thereof by Joseph Kolendoo Commissioner Barrow moved that said Plans and Plat be re,- ferred to the Planning Board for study and ~ecommendation. Hotion was~seconded by Commissioner Allen and unanimously carried. Commissioner Strong made the following inquries: Q. What progress has been made on Water Tank "Si~n". i. City Hanager advised that work would start soon after Jan. 1st. Has Action been taken to preserve the trees along' wate~ay just north of Archer & Warriner Dock area. A. City Hanager agreed to follow thru and ascertain that the necessary provisions for preservation of treeshas been taken. ~hat progress toward obtaining cost of Hicro-Filmin~ of records. A.City Hanager is awaiting information requested of West Palm Beach. ~. Inquired of City Attorney the necessity of reading long Ordinances, such as the Barbering Ordinance, twice. AcNecessary until changed by Charter Amendment. Commissioner Allen moved that, on recommendation of the Hayor, and under the supervision of the City Hanager, the City owned land in tho S.E.Quarter of Section 21, Lots 9 and 25, be cleared at a cost of $400.00, the amount of bid received by the C~ty Hanager.
