BACKGI20UI~lD At the regular meeting on December I0,.2009, the Levelopment Services Management Group (DSMG) reviewred the proposed banner request and agreed to support a waiver to the sign Cade to install two pre-leasing banners on floe building elevations that. exceed the maximum size allowed by code. Each banner will be 12-ft by l2-ft {I44-SP), placed on the aaorth and east elevations, far a maximum of four {4) months. Staff agrees that the size and placement of the proposed temporary banners are appropriate given the height and scale of the building and are scheduled to be removed by the end of May, 2010, L:DR Section 4.5.7{F)(3){b) limits the number cif banners to one, states that a banner may not exceed 50-SF and placed na mare than 15-f1 above .grade. A photo of the building elevation identifying the banner ]acatians is attached for your reference (photo indicates banner locations and nat actual banner size for both banners). Section 2.4.7{B) of the Land Development Regulations allows the City Commission to grant waivers to this Section of the code governing signs after making. f ndings that the granting of the waiver: • Shall not adversely affect the neighboring area Shall not significantly diminish the provision afpublic facilities . The waiver request to allow two (2} banners that exceed. the maximum size allowed pursuant to LDR Section 4.6.7(F}(3}(b}, has come before the City Commission on January 12, 2(110. 2. The Applicant and City staff presented documentary evidence and testimony to the City Commission pertaining to the waiver request for UVorthing Place. All of the evidence is a part of the record in this case. Required findings are made in accordance with Subsection 1. I. WAIVER: Pursuant to LDR Section 4.~.7(F}(3}(b}, one (1 }banner is allowed per building and the banner is nat to exceed fifty (50} square feet and must be placed no more than #ifteen (15} feet above grade. The applicant has requested a waiver to install two (2} banners that are twelve feet by twelve feet (12 x 12} (144- square feet} in size placed on the north and east elevations for a maximum of four (4} months. Pursuant to LDR Section 2.4.7(6}(5}, prior to granting a waiver, the approving body shall make a finding fhat the granting of the waiver: (a) Shall not adversely affect the neighboring area; (b} Shall not significantly diminish the provision of public facilities; (c} 5hali not create an unsafe situation; and (d} Dnes not result in the grant of a special privilege in that the same waiver would be granted under similar circumstances on other property for another applicant or owner. The City Commission has applied the Comprehensive .Plan and LDR requirements in existence at the time the original development application was submitted and finds that its determinations set forth in this Qrder are consistent with the Comprehensive Plan. 4. She will also insure that the absentee .ballots are held in safekeeping prior to canvassing. The Supervisor of Elections should also be authorized tq represent the City at the canvassing of the absentee ballots. It is further recommended that Ms. Bucher be designated to represent the City's canvassing board at the - logic and accuracy (L&A) testing of the electronic tabulating equipment. The L&A tests will be canducted on Friday, Febrriary 19, 2010 at 3:00 p.m. at the Supervisor of Elections Office, 240 South Military Trail, West. Palm Beach, for the March 9~', First Noz~-Partisan Election, as well as on electign day bath before and after counting ol, the ballots. On January 18, 2005, Commission adopted Ordinance No, 2-05 which exempts the City from the -early voting requirements of Florida Statutes Section 101.657 for municipal elections. BACKGROUND At the I~rovember 10, 2009 Commission 'W'orkshop meeting, Currie Sowards Aguilar consultants for the Mangrove Park project, made a presentation to Commission outlining the history of the project. in the context of the design parameters and construction conditions for the boat ramp at the park. The ramp leas drawn criticism foc its steep slope since the facilit~~ opened. At that time, Commission viewed three alternative proposals for reconstruction of the ramps to mitigate the issue of the steep slope. Your site is very tight, and the upland elevation is high so compromises were made in attempt to fit the site. The ramp as built is functional, but may be intimidating to the average boat launcher due to the large elevation change and length of the slope. It is my opinion if the ramp. is modified as proposed it will be mare user friendly than it is now. Comment if Entire Ramp RegradedlRebuilt Per Proposed Plan: I would suggest one change in attempt #a get closer to an idea! Ramp. Rs shown an the Proposed Plan the Curve Center is closer to Low Tide than to High Tide. At High Tide it is approx. 3{1' from Edge of Water to 4' Depth, and at Low Tide it is approx. 21' Pram Edge of j Water to 4` Depth. I wauid slide the Center of the Curve upland (claserto High Tlde is better. If li you piace the Center of the Curve midway betv+reen high and Low Tide, at High Tide it will be approx. 23'ta 4' i7epth, and at Law Tide it will be approx. 113' to 4' Depth. This will get the boats floating quicker reducing -back up distance, if-this change is made, the low part of the ramp will be i flat at i~lev. -A.66 for a longer distance (approx. ~4'}. A Considered Option: leave the rarrsp as 'tt is from High Tide E.ine down. Rebuild to Proposed Pian from High Tide up {landward} only. Benefit will be a steeper lawersettion as desired and as worked for in suggestion above.. Negative is the ramp end will stay where it is which is approx. 5' less in length than the Proposed Plan. if you feel you need tha extended length, it wauid be likely less expensive to add additional interlocking mat, ar precast slab, or tremie concretes-lab, or a very smooth rock revetment (large racks with small chink rocks grouted in piace} to achieve the lengthened ramp without having to take apart the existing ramp below water. Presentations were .Gpnducted an the Crest Theatre, followed by a facilitated roundtable discussion held in the Old School Square gym. This.al.lowed more opportunity for the public to interact with City staff and provide input on important issues. The roundtable questions used during the past three year`s are attached for your information. This year, staff has an alternative approach to the roundtable discussion forJrlat for the Commission to consider. A number of staff members have been part of a discussion format used by Peter Black, a best sellirJg .management author: The format that he creates involves asking questions that are thought provoking and ambigious such as "What is the crossroads that you are faced with at this point in time'?" This format includes small groups of three or four people seated in a circle with knees no more than nine inches apart. If Commission desires to use the srrlall group format this year, the Alliance can faciliate the Jtaeet.irJg for us and would only charge a travel stipend of $500. Subject: Small Group Session in January The Alliance for Innovation is pleased to have the potential opportunity to assist the City of Delray Beach, FL with a citizens' roundtable exercise on January 25`h, Z1~10. To. conduct this session we would combine techniques used by Peter iilocit for Small Group dialogue sessions to derive the major issues an the minds of the participants. These techniques use three to five ambiguous questions to allow for small groups to build consensus and a shared understanding. Typically it is difficult. for political agendas to dominate the conversation because the small group is designed to give all participants a voice, Small groups are no more than four people who sit nine inches apart and spend time discussing the ambiguous questions we determine in advance. These questions can fotus on the financial future of Delray Beach, citizen engagement, sustainability, etc. The critical element in the small group is to offer the questions so that participants can connect with one another.. This activity creates an environment that allows us to set aside what we know and observe with an open mind, Seeing with fresh eyes may be one of the. hardest parts of the innovation process. lrpproaching a small group exercise of this type can help us identify new opportunities or solutions to existing problems through our observations. Government is oftentimes seen as the parent in the relationship with our citizens. This exercise changes the nature of the conversation to one of shared responsibility and decision making. It is the problems we face that encourage us to come together. The small group is Che unit of transformation.
