Arecessed session of the City ~ouncil of the Oity of Delray
Beach was held in the Council Chambers ab 10 o'clock A.]~. with
~ayor L. D. ~ern in the Chair, and City Attorney ~eil E. ~ViacMillan,
City ]~anager Robert Lovelace, and the following Councilmen pre-
sent: n. j. Holland, John ~. Kabler, and ~rs. Alma K. Woehle,
quorum being present.
An Ordinance to rezone Lots 13 - 20 inclusive,. Delray ~ianor

Subdivision, from a ~esidence to a Residence "C" zone was
brought up for 2nd and final reading, and same was read in full:
ORDINANCE NO. G-163
AN ORDINANCE OF THE CITY COUNCIL OF THE
OF DELRAY BEACH, FLORIDA, PLACING LOTS 13 to
20, INCLUSIVE, DELRAY MANOR, IN RESIDEN~CE "C"
DISTRICT.
BE IT 0HDAINED BY THE ~CITY COUNCIL OF THE CITY OF DELRAY
BEACH, FLORIDA, AS FOLLOWS:
Section 1: That the following described property in the
Oity of Delr~y Beach, Florida, is hereby placed in ~RESIDENCE
'C' DISTRICT" as defined by Chapter XX of the City Code of the
City of Delray Beach, Florida, to wit:
~Lots thirteen (13) to twenty (20) inclusive,
DELR~f MANOR, an Addition tothe City of Del-
ray Oeach, Florida, according to plat thereof
on file in the Office of the Clerk of the
"Circuit Court, Palm Beach County, Florida,
as in Plat Book 12, page 59."
Section 2: The City Building Inspector shall, upon the ef-
fective date of this ordinance, make the necessary change in
coloring on the Official Zon~ng Map of the City of Delray ~each,
Florida, to conform with this ordinance.

Councilman Holland stated that he had originally voted in
favor of this zoning change, believing it would be in the best
interest of the 'City, and he moved that the foregoing Ordinance
No. G-163 be adopted as read. The motion was seconded by Coun-
cilman ~abler, and upon call of roll carried, with the following
vote:
Mayor ~ern - Yes
Councilman Holland - Yes
" Kabler - Yes
Councilwoman '~oehle - No
Mrs. Woehle explained that she wished to uphold the recom-
mendation of the Planning As~ociation that zoning should not be
down-graded, nor spot zoning created.
With reference to the recommendation of the Tennis Committee
that the Tennis Courts be operated on a year-round basis, and a

full-time Tennis Fro employed to nave charge of the maintenance
of the Courts and carry on the Tennis program, iv~ayor aern sugges-
ted that a ,Council Committee be appointed to study all of the
facts pertaining to the past operation of the Courts, to enable
the Council to make the best decision for the City as a whole.
City manager Lovelace explained that the only decision for
the Council to make is whether the Courts should be operated on
a twelve month's basis. The question of personnel is in the hands
of the Tennis Committee alone. In this case Nir. Hawthorne Bissell
had been offered the position as a full-time Pro at the Tennis
Courts, if a year-round program is decided upon. He felt that
if ~r. Bissell had 8ny objections he should first go to the TePnis
~Committee, and if not satisfied, he could then go to the people
through the Press. The Committee had done this, but the opposi-
tion ha8 organized apressure campaign before discussing it with
the Tennis Committee or with the Council, which he felt was not
conducive of orderly government.
After further discussion by the Council, Councilman Holland
moved that the Council invite the Tennis Committee to meet with
them at 7:30 P.l~i.. on Wednesday, ~¥~ay bth, to discuss their recom-
mendation for a change in policy in the operation of the Tennis
Courts, whereby the 0ourts would be operated the year-round with
a full-time Fro and ~,~anager. The motion was seconded by
~oehle, and upon call of roll carried unanimously.
The Council agreed to meet at another time with the opposi-
tion group, in order to learn the facts from both sides before
making its decision on the future policy of operatior~ of the
Courts.
The meeting then adjourned.
