A Special Meeting of the City Council of the City of Oelray Beach
wa~ held in the' Council Chambers with Mayor J. L. Saunders in the
Chair, and the following Councilmen present: John N. Kabler and
Walter A. Roth, a quorum being present.
The following letter was read:

The Equalization Board
Delray Beach, Fla.

Ye appreciate .the letter from the city clerk with the infor-
mation as to accessed valuation and time set for filing protest
on adjusted figures.
~e also appreciate the opportunity of protesting against the
recent action of your Board which, in increasing the accessed
valuation of our land, will increase our taxes more than two and
one-half times the present taxes - which seems an ur_reasonable
increase.
We have paid taxes on this land since 1904, and during this
time the town has made no improvement whatsoever on the land.
Evidently there have been no improvements in the town which have
increased the value of the land because three years ago we were
offered $15,00 Tot the tract bordering Federal Highway - 140 feet
deep. At that time we did not care to sell.
Since then, however, Mr. Buie, who had a partial stroke
several years ago, has had an operation that cost him his right
leg above the knee, and since then he has been an invalid, and
unable to do any work. On account of this we would be glad to
sell the property at a fair price, but all we have had offered
this season is $7,500 for the entire tract, a~d we doubt if that
offer would hold good now if the taxes are increased so much.
We hope you will reconsider this and see fit to reduce orr
taxes to a fair amount.

The assessment on the Buie property had been raised from ~4850
to $12,840 by using a front footage basis on the highway.
Councilman Kabler stated he would not vote to reduce it.
Councilman Kabler moved that the assassment be held at

$20.00 a front foot for a distance of]40 feet and the balance
at $1,000 per acre. Councilman Roth aeconded the motion which
carri ed unanimous ly.
A letter from the Elks Lodge was then read.
Councilman Kabler m~ved the request be granted. The motion was
seconded by Councilman Roth and carried unanimously.
A letter addressed to Mr. Greenwood in regard to Section B,
APRIL 20, 1951
Seagate subdivision was then read.
Councilman Kabler moved that the ~ity notify Mr. Helm by
letter that we are anticipating changing the va~e of all lots
in Seagate, Section B to $20.00 a front foot an~thts viol_ares
any agreement to let us know. The motion was seconded by Gouncil-
man Roth and carried unanimously.
The assessment of Palm Beach Shore Acres east of Ocean Boule-
vard was discussed. It was agreed to leave it as it was last
year. Lots I thru 13, Block E.
L,aturmy's assessment, Rio Del Ray, was discussed and upon
motion by Councilman Roth and seconded by Mr. Kabler, Blocks 1
and 2, formerly Spoil Area, were to be placed back on the Tax
Roll. Balance to be assessed same as last year, all on same basis.
It was agreed to notify Mr. Laturmy in writing. Upon call of roll,
Councilman Jacobs passed and Councilmen aabler and Roth voted in
favor.

Councilman Kabler moved that the Southard property be
left at the price set on the map, by front foot. Motion was
seconded by Councilman Roth and carried unanimously.
It was agreed to hold open a request from Dr. Williams and
Galloway on muck lots. There was not sufficient information on
the valuation, etc.
Mayor Saunders reported on the Telephone Company stating
the figures on which they based their personal property. They
want to pay their just s~are if all pmrsonal property on all
businesses in town are assessed at 100%. They state their rate
is not based on original cost but on earning capacity. They
feel they should be treated the same as other businesses in to~u.
The Tax Assessor stated a revised return had been filed.
Councilman Kabler suggeBted holding the matter open until the
next meeting.
Councilman Kabler moved that a letter be written to John
Moore stating that the Council requests him to submit copies of
proposed Charter amendments. Councilman Roth seconded the motion
which carried unanimously.
The meeting then adjourned.
