09-28-51SpMtg ~pt~ber 28,1951 A Special Meeting of the City Council of the City of Delray Beach was held in the City Manager's office at 11:00 A.M., with Mayor Walter A. Rot& in the Chair, and City Manager Robert Lovelace, and the following Councilmen present: R. J. Holland, W. A. Jacobs, and W. C. Masgrave, a quorum being present. The City Manager presented a tabulation of bids received on Sept. 2?th. for Automobile Fleet Liability and Property D~=Age insurance, which was read as follows~ Gracey Bros. - $1,197.00 L. J. Nichols - 1,202.92 A. X. Orr - 1,208.39 Amlin Insurance Agency 1,283.19 The Plastridge Agency, Inc. 1,435.89 Mr. Lovelace recommended that the bid submitted by C~acey Bros. in the amount of $1,197.00 be accepted, as the lowest and best bid received. Upon motion of Councilman Holland, seconded by Councilman Jacobs, and unanimously carried, the above recommendation of the City Manager was approved, and bid of Gracey Bros. in the amount of $1,197.00 was accepted. City Manager Lovelace advised the Council that several local Contrectors had not been aware that the City had advertised for bids on the construction of an addition to the Manicipal Jail, a~d suggested that Invatetion to Bid be advertised in the M~A=f Herald, in Ft. Lauderdale paper, and a West Plato Beach paper, and that copies be mailed to.all licensed Contraetore~in the City. He also stated that soma itens would be eliminated,such as cement plaster finish, painting, and stairway to second floor, to cut down the construction cost. This procedure was approved by the Council. Mr. Lovelace then explained that thirteen Royal Palm trees on East Atlantic Ave, from the Canal to approximately 34' east of Yenetion Drive, must be moved ~ediate!y, in connection with the bridge construction. He had eontae~[.Mr~.Johh B~.RAid~.at Miami Beach, who had agreed to move the trees to his property on Venetian Drive, without cost to the City, if agreeable to ~e Council. After consideration, a motion was made by Councilman Holland, seconded by Councilman Jacobs, instructing the City Manager to proce~e with this plan immediately. Upon call of roll the motion carried unanimously. With reference to bid submitted by Jack E. Carver for the installation of a storm sewer on Sea Spray Ave, in the amount of $ 4,631.33, Mr. Lovelave stated that he had gone over this bid with Mr. Carver, and they had reduced the size of pipe to be used to 8e entirely, and had eliminated one manhole, which reduced the cost to $3,782.99, which he felt was reasonable, and he awarded the contract in this amount, and work would start immediately. The Council approved payment of $786.80 to Jack E. Carver, as estimate No. 2 on N.E. let. Street resurfacing project, upon motion of Councilman Holland, seconded by Councilman Musgrave, and unanimously carried. Sept. 28,1951 City Manager L~velace advised the Council that the 8eacrest Ho~el would ask $100.00 a month rent for their ~arage building for the ~ire Truck and one room for a fireman, during the Summer, and $200.00 during the season. He suggested the possibility of building a temporary s~ructure that could later be moved and used at the City ~hop, or t~y ~o obtain free space on the Beach while the ~ire Truck must be kept there, or ~til the Atlantic Avenue bridge is completed. The City Manager was authorized to have the fence around the pool extended the entire length of the wall, and ~o close all gates except t~e main entrance. The meeting then adjourned. City Clerk
