A Special Meeting of the City Council of the City of
Delray Beach was held in the C~uncil Chambers at 7:30 P. M.
with Mayor John N. Kabler in the Chair, and City Attorney John
Moore, City Manager Chas. E. Black, and the following
Councilmen present: Walter A. Roth and J. L. Saunders, a quor-
um being present.
Mayor Kabler explained the necessity of guarding the
Municipal Water Plant, in view of a possible National Emer-
gency, outlining plans to fence the major portion of the plant
property, as a precaution against sabotage, and lighting
the Plant Grounds. He asked that City Manager Black be given
authority to go ahead with this work immediately, and all
expemsees involved be approved.
After discussion by the Council, a motion was made by
Councilman Roth, seconded by Councilman Saunders, that the
City Managerbe instructed to take such/action as he feels
immediate
necessary to protect and light the Municipal Water Plant, with
authority to make such expenditures as are needed. Upon call
of roll the motion carried unanimously.
City Manager Black then explained that the Police Depart-
ment, the Fire Department, and the Street Departm~en]~ad been asked
to list essential equipment which they now need, or will need
in the next year or two, and which may not be available within
a short time. He recommended the purchase of these items at this
time.
Following are the lists of equipment considered essential:

to use on packers if any thing should go wrong with
one of the packers.
One Air Cc~npressor (10S Cu. Ft. capacity) with power saw and
pavement beaking equipment.

Mr. Black also stated that gasoline engine drives for one
well pump and one lift pump, together with paint tanks, were
needed for the Water Department at an approximate cost of $ 3,000.00
Mayor Kabler felt that any items which are essential
to civilian defense of the City should be purchased immed-
iately, if available.
A motion was then made by Councilman Roth, seconded
by Councilman Saunders, that these expenditures be approved,
subject to the discretion of the City Manager. Upon call
of roll the motion carried unanimously.
Councilman Saunders asked that it be recorded that the
budget for the next fiscal year can be reduced by~the foregoing
amounts for purchase of equipment.
Tabulation of bids received on July llth, for the furnish-
ing of pipe, valves, fire hydrants, ~tc., was filed by the City
Manager, showing the Unites States Pipe & Foundry Co. of
Birmingham, Ala., to be the low bidder on Items l, 2, G, 8, 9, 10,
ll, 12, 13, 14 and 1S, in the total amount of $ 15,187.00 and the
M. & Ho Valve & Fittings Co, of Anniston Alabama, to be the low-
e~'tLbi~de~h~on Items 4, 5, 6 and ~, in the total amount of
$ 2,820.85, making a total on all items of $ 17,987.85.
Mr. Black explained that if building is stopped complste-
ly, all of these materials will not be needed, however, they
will not deteriorate, and it may not be possible to purchase
many of them for some time after the emergency is over.
Upod motion of Councilman Saunders, seconded by Council-
man Roth, and unanimously carried, the City Manager was instructed
to accept the low bids as he recommended.
The meeting then adjourned.
