LITTLE FENWAY PARK CONCESSION BUILLDING ALTERNATIVES
ITEM BEFORE COMMISSION
Staff and the City's consultant will present alternative floor plans for the new concession/press box
building proposed for the Little Fenway field at Robert P. Miller Park.
BACKGROUND
In late 2009, as the Robert P. Miller Park renovations were nearing completion, an inspection of the two
story concession building at Little Fenway Park revealed serious structural issues resulting from water
and termite damage. With input from a consultant, it was determined that the building was not worth
rehabilitating due to the extent of the structural damage as well as its inadequacies relative to
current athletic program needs. The structure was subsequently demolished.
A proposal for replacement of the building was then developed and approved, construction documents
prepared and competitive quotes solicited. The lowest quote received for the project was $362,000.
Since the project budget at that time was approximately $218,000, supplemental funding was required.
As staff searched for additional funding for the project, representatives from the Bucky Dent Baseball
School approached the City with a joint funding proposal for a new building that would provide certain
amenities for the baseball school as well as reestablishing the concession stand and press box for the
City. That effort resulted in a larger building with an estimated construction budget of $1 Million.
Subsequent to presenting the new proposal to Commission at their August 31, 2010 Workshop,
Commission advised the Bucky Dent representatives that the City did not have the resources in the
current fiscal year to provide a 50% share of their proposal. The Commission remained open to a
proposal that was more in line with the City's financial resources. With that direction, Bucky Dent
began work with a new consultant to modify their proposal to accommodate Commission direction, and
staff increased the project budget in the 2011 CIP to $500,000, anticipating a joint funded project
contribution in 2011.
A revised proposal from Bucky Dent was received and reviewed by staff on February 23, 2011. Staff
responded to Bucky Dent with various comments on the proposal and a subsequent meeting was held on
April 20, 2011, to discuss the City's comments as well as the terms of cost sharing. After much
consideration, Bucky Dent decided to withdraw from the project, offering a donation in return for
designating the field as the home of the Bucky Dent Baseball School.
During previous presentations, Commission expressed a desire to have a second floor press box in the
new building, since the former structure offered that feature and the elevated room would provide more
functionality during ball games. Our former proposal included an elevated press box attached to the
new building to provide some elevation, but a second floor was considered too costly due to the
requirement for an elevator. With Bucky Dent's withdrawal from the project and the City's budget
supplemented with additional funding this year, we asked our consultant to revisit the idea of a second
floor press box and associated cost. This alternative will be presented to Commission and compared to
the initial proposal.
RECOMMENDATION
Staff requests Commission direction regarding the preferred layout for the new Little Fenway Park
concession building and press box.
