Upon call of the !~ayor a Special ~eeting of the City Comncil was held in the
Comncil Chambers at 5 P M to consider the approval of p!sns of l,~r O D Priest, Jr.
to construct a store building on l~Test Atlantic Avenue at ~'~ 7th Avenue, in a Special
Business District, with Mayor L H Brannon in the Chair, and City Attorney John ~oore,
City Manager Charles E Black, and the following Councilmen present, John N Kabler
and Nell E !~acMillan, a quorum being present.
Plans which we~ filed with the Building Department for the construction of
a proposed store building on West Atlantic Avenue at N]~ 7th ~&venue, wer~ submitted
to the Council by the Building Inspector, who complained that the correction des-
cription of the property was not given, that the plans were inadeouate, having been
marked over in pencil to show certain changes to be made, that no specifications
had been filed except ~erbally, and that he could not be sure of what ~{r Priest
intended to do.
Councilman Kabler stated that if the plans were inadequate ~r Priest should
have been so advised before a~ meeting of the Council was called, but he was informed
by City Manager Black that Mr Priest had been told that the plans were not acceptable
to him or to the Building Departmmnt, and he had made no effort to furnish ~omplete
plans and specifications.
t~.~[r T H Popp, Bmilding Inspector explained that he felt that proper adequate
plans, together with spec~fic~L~._,~_~s, ~L ~lf he filed in his office before approval
was given by the Cou~-~cil, as he would not be able to pror~rly inspect the construe~'~
tion and pin the builder down wo what he bad verbs!ly agreed to do.
After d~scussion by the Council, no action was taken at this time on the approval
of the plans, but Mr Priest was instructed to file with the Building L~spector a com-
plete plan of his proposed building, including plot plan, floor plan, sketch of
elevations, section drawing sho~ing roof construction, floor construction and construc-
tion of colu~mns, together with specifications, at which ti~e the Cou~cil will be able
to approve or disapprove of the proposed construction.
A letter to 6he City Council, with reference to the sale of a 60,000 gallon
water tank, was ?resented by the City Manager, and read as follows:
"April 19, 194g
Hon Mayor and CityaCoo_~cil
Delray Beach, Florida
Gentlem~n:
To date I have received t~o bids for the old 60,000 gallon water tank located
on the Florida Power & Light Property, near the Florida East Coast Railway.
One bid is from Mr Reese of the R D Cole Company, for $?50.00, and the other
bid is from the V~itmire Tank Company, Jacksonville, for ~ 1500.O0.
I fe~l that it will be wise to dispose of this tank now, while we are able to
realize som~ cash in its sale, and avoid future expenditures for painting and other
maintenance.

After consideration by the Comacil, a motion was made by Councilman
MacMillan, seconded by CounciD~an Kabler, that the City ~anager be instructed to
advertise for bids on this surplus water tank, and upon call of roll the motion
carried unanimously.
Council then adjourned.
