A Special Meeting of the City Council of the City of De!ray Beach -was held ~_a
the Comacil Chambers at & P M with a Committee from the Kiwanis Club to study a
proposed plan for beautification of the Beach, which had been prepared by this
Committee to be submitted to the Couhcil, v~_th Mayor L H Brannon in the Chair and
City Attorney John Moore~ City ~anager Charles E Black, and the following Councilmen
present: John N Kabler and Nell E MacMilla% a 9uorum being present.
Mr Ross Watson, speaking for the Kiwanis Club Committee~ presented an Architect's
sketch prepared by Mr Robert A Blake, together with a plan for financing the project~
which had been submitted to the local organizations~ and had been approved by all of
the organizations with the ~xc~ption of the Lions Club, which had not yet acted on it,
and the Rotary Club.
The Committee recommended that a $2.00 maintenance charge be added to each water
bill for a period of six months to obtain fu~,ds for financing the project, which they
estLmated wo,lld provide approximately $21,OOO.00. The work could be started and com-
pleted as fa~t as the money became available. They contemplated starting at Atlantic
Avenue and working both north and south as far as possible.
Nr Watson explained that the plan called for the construction of areas which
they called "See the Sea" areas, on the first terrace level, a t the street ends north
and south of Atlantic Avenue, laaving the end of Atlantic Avenue opes., They planned
to terrace the beach and plant grass from the sidewalk to the first terrace level.
Steps would be provided at each "Sea the Sea" area, it beLug estimated that the last
step would be 22' from the sidewalk toward the ocean. He suggested that the City
~,.~anager do the work Ln what he considered the best way.
Mayor Brannon thanked Nr Watson and Mr Blake for their efferts and consideration
of the project, and promised some action by the Council at its next meeting.
