A joint meeting oi' the City Council and the Golf Committee was held at
5:00 P. M. in the City Manager's office with ~ayor L. H. Brannon in the Ohair,
and City Maneuver Black and the fol!owin.~ Councilmen present: }~. M. Dewitt,
and John N. Kabler, a quorum of the Council being present, and F. B. Mc~-~eece,
Chairman of the Golf Committee~ and the following Commlittee members present:
~,k's. Clarence Butts, ~rs. Allen Spencer, and ~r. C. J. ~anson.
~ayor Brannon explained that this meeting had been called to discuss with
the Golf Committee its reco~nendations to the Council for the operation of the
Golf Course for the next five months, which recommendation were submitt, d to the
City Council on April 27th, as follows:

Gentlemen:
At a meeting of the Golf Committee held April 20, 19&~, }gr. Cleo Johnson was
hired as Greenskeeper by said Com~,ittee at a starting salary of ~200.00 Der month
with the u_nderstand~ng that Mr. Johnson is to have a raise in salary at the, end
of six months.
We, the Committ~,e, ask the City Council to cooperate with the Golf Con%mittee
in approving this proposition.
The Golf Committee also asks the approval of the City Council in lowering
green fees and membership dues for five months beginning May 1. The summer
rates to go into effect wo~ld be as follows: Green Fees -~ 1.00 per day;
Family Membership - $&O.O0 (for five months); Single ~embership - ~ 25.00(5 months).
We appreciate your cooperation in these matters.

Mr. Manson, speaking for the Golf Co~mmittee, stated that he felt that its
recommendations were not complete, as ~r. Stewart, Golf Professional, Club Mouse
~!anager and Greenskeeper, had not been mentioned.
Councilman DeWitt stated that as he was aware that the City had a contract with
Mr. Stewart, with a fifteen day cancellation clause, he thought it would be best to
clean uD this nhase before employing another Greenskeeper.
Mr. ManaGe then suggested that the City ~anager, or a member of the Co~mcil,
attend all meetings of the Golf Committee, so as to be familiar with its problems
and recom~endations to be made to the Council, fu~'ther statin? that it was the in-
tention of the Committee to disoense with the services of ~r. Stew,-~rt.
~,~,r. McNeece explained that they felt that the Council should approve the
recommendation of the Committee, with a rider, if necessary, that ~r. Stewart
would be notified that his coatract with the City would be terminated in fifteen
days as provided in the contract. ~{r. Stewart could then go back to the CoAl
Committee with his propositim to cont[nue on as a Professional only, if he wished.
Mr. McNeece further stated that the Committee should not be held up on its plans

as every day is imp~rtaat to out the Course in shape.
A motion was made by Councilman Kabler, seconded by Councilman DeWitt,
that the recommendations o~ the Golf Committee, as submitted on April 2?th,
be aoproved, and that ~h~. Stewart, Golf Professional, Club Mouse Manager and
Greenskeeper, be notified that his services would be dispensed with at the J
end of fifteen days, as provided for in his contrac~ with the City. Uoon
call of roll the motion carried unanimously.
The Committee was assured by the City ~anager that City eouipment and
employees would be available, when not in use, for work on the
and possibly for painting the Club House with the help of the Greenskeeper,
~r. Black also agreed to work with the Golf Committee in obtaining top soil,
or marl if possible, from City property for conditioning the Golf Course.
Mr. Manson stated that much of the work necessary to be done at the
Course and on the Club Mouse would be capital outlay, and he didn't consider
it should be charged to the Golf Course.
N/'. McNeece, advised the Council that the drinking water was very poor
since the Klear water service had been stopped, and recommended that this
ser~$ce be continued or a water softening and filter system be installed there.
He estimated the cost of such a system would be about $ 150.00, but asked
that Klear Water be delivered ~mtil a system could be installed.
After consideration, a motion was made by Councilman DeWitt, seaonded
by Councilman Kabler, that the City ~!anager be instructed to check into the
possibility of installing a water softener and filtering mnitfor drinking
water at the Club House, and also obtain an estimate of the price of such
equipment. Upon call of roll the motion carried unanimously.
Mr. NcNeece advised the Council that 15 tons of fertilizer will be needed
on the Golf Course, or l0 tons if top dressing is also used. He stated that
he would like to grass about an acre of land near the Canal to use in replacing
grass on the Fariways as it is needed.
The possibility of extending the Golf Course an extra nine holes was dis-
cussed, Mr. Black suggesting that some of the rough work could be done during
idle times with City e~uipment, when availab&e.
The City Attorney was instructed to determine f~om ~r. J. W. Nowlin, former
City Attorney, just what has been done in reference to condemnation of add-
itional land needed for the extension of the Course.
Council then adjourned.
