Aft~r consideration by the Council, it was the consensus of opinion that al!

~ motion was then m,gde by Co~ncilman Kabler, soconded by Counci~an De~itt,
that all bids reci~v~d be rej'~.cted as b~ing too low for the value of the

A sched~e of a uroposed ~creation Drogram submitted to him by the
Recreation Association Co~'~ittee, was presented by the City }.~anager for the ap~rova!
of the Cocci!, who exnlained that the Co~ittee planned to start its activities
in the Co~ity Civic Center Buiid~_ng on the follow!n~ day, '~%dnesday, .~,.Lne
16th, and would o~erate from 9;30 A. ~,~. ~ntil 10 ~.')~. every night except Tuesday,
to allow for regularly sched~ed bingo =ames s~onsored by the ~etsrans of Worei~n
~.?ars. ~ei.r urogram al.so includa~ outside activities such as Tennis, SwL~ing~
Golf and other s~orts.
It was the o~inion of the Comncil tBat while the Youth need a ~lace for
their activities, the buildin~ should be avaitabe~ occasionally for other or~a-
~?~ations, and o~erated as a Co~nmnlty and Youth C~nter, not turned over to the
Yout~ urogra~ entirely.
After f~u'ther consideration, a motion -~s made by Co~'~cilman DeWitt, seconded
by Coca, cji.man Kabier, that the schedule of the Youth Recreation program be
tentatlve~M a~r..~ved by the Council, subject to the a~'nrova! of the Policy and
Operating Com~ittee for t~ Cor~m~nity Civic Center Building.
Mayor Brannon advised the Com~.cl! that upon su~eyinv Lot 1, Block ~6, where
he is constructin~ store build~_~s, different plats show the fron foot~a to vary
as much as three feet. In the construction of his building he had a!Zowed 5'
east of the existi~ sidewalk, for a set-back of I0' on the wast si~e of the
b~!d~ag. Accordlm~ to the latest plat on r,cord th~~ front footage was sho~n
as 49', which w~uld indicate that the uresent sidewalk is constructed 1' on t~
Street ri~lht-of-way, a~d the building wo~d be set back only 9' on the west,
instead of the required 10'. Mr. Brannon explained that his Attorney had re~uest,d
a Special Per~t from the City Council approving his wast ~uilding !in~ as 5' east
of the existing ,zidewalk line, and establishing th~s l~_ne as a uermanant buitdi~
line for furze construction on this street.
The request ~as referred to t~ City ,~ttornsy for an opinion as to whet~ar
or not it should be referred to the Zoning R~ard before any action ~'~as taken b>;
the Comnc~.
The Council then adios'ned.
