A Regular Meeting of the City Council of the City of ~elray
Beach was held in the Council Chambers with Mayor L. H. Orannon
in the chair, City Attorney John Moore, City Manager Chas. E.
Black, and the following Councilmen present: M. M. DeWitt, John
N. Kabler, and Nell MacMillan, a quorum being p~esent.
Mr. Fred McNeece asked the Council to approve adding nine
holes to the Gol~ Course. He stated the preltminar~ plans and
estimate would cost approximately $500.00 and that an architect
would engineer the work throughout the building for ~500.00. The
estimated cost would be around ~40,000.
Motion was made by Ccum~ilman. DeWitt, seconde,~ by Councilman
MacMillan to approve the plans and pay Mr. Wilson ~250.00 out of
the Golf Fund. The motion carried unanimously.
Mr. G°odmark addressed the Council with reference to Currie
Investment Company, owners of land in Osceola Park. He stated
the assessments were the main objection and asked for some adjust-
ment.
After discussion, a motion was made by Councilman mabler and
seconded by Councilman DeNitt to up-hold the policy established.
Motion carried unanimously.
Mayor Brannon stated the policy hms been to collect those
assessments and if the property is worth it maybe the purchaser
can add that on to the selling price and will not lose any money.
He stated it was the final action of the Council that they do be
collected in full or remain as a lien against those lots.
The Council discussed a permit issued to Mr. Cary to con-
struct a laundry on Lot 14, Block 100. The City Managerstated
they had gone over the ordinance and that Mr. Cary was advised
as to what was expected of him in the way of-a nuisance.
The City Attorney stated that if he did r~t fulfill the
requirements he could be closed do~n as a nuisance.
The City Manager was instructed to have Mr. Cary meet with
him the next day and ask him not to continue there.
Mr. Lee Monroe asked why the sidewalk on 5th Avenue had
not been completed and was advised that the money was needed for
other projects but that the work would continue as soon as possi-
ble after October 1st.
It was decided that the Chamber of Commerce would print
tickets to the American Legion Convention in Miami to be passed
out to people going through Delr~V Beach and offering them a
free game of golf, tennis and pass to s~ taming pool. Motion was
made by Councilman DeNitt and seconded by Councilman MacMillan
and carried unanimously.
The following resolution was then read:

TO PROCEED WI~ THE CONSTRUCTION OF STORM DRAINS ON
GLEASON STREET FROM SHULSON STREET TO INGRAHAM STREET
AND BhGINNI~; ON GLEASON STREET AND EXTRa, DING EASTWARD
ON NASSAU STREET A DISTANCE OF 90 FEET, AND THE INSTA~-
ATION OF FIVE NECESSARY CATCH BASINS IN CONJUNCTION WITH
SUCH S~ORM DRAINS.
~z~EREAS, the City Council of the City of Delray Beach, Florida,
did on the 14th day of September 1948, determine to proceed with
the construction of storm drains on Gle ason Street from Shulson
Street to Ingraham Street and beginning on Gleason Street and ex-
tending eastward on Nassau Street a distance of 90 ~eet, and the
installs~ ion of five necessary catch basins in conjunction with
such stDrm drains, and
WHEREAS, the Resolution providing therefor has been duly
published as required by the City Charter, together with a notice
that objections to said improvement would be heard on this date, and
WHEREAS, no objections have been made to such proposed improve-
me nt,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Delray Beach, Florida, that the City Manager be and he is
hereby instructed to proceed with the construction of storm drains
on Gleason Street from S~ulson Street to Ingraham Street and be-
ginning on G leason Street and extending eastward on Nassau Street
a distance of 90 feet, and the installation of five necessary catch
basins in conjunction with such storm Arains, according to the plans
and specifications heretofore filed with the City Clerk, anda copy
thereof filed in the off~ce of the City Engineer and kept open for
the inspection of the public.
PASSED in Regular Session on this the 28th day of September,
1948.

Motion was made by Councilman DeWitt, seconded by Councilman
Kabler and unanimously carried that the above resolution be adopted.
SEPTEMBER 28, 1948
The United Churches asked per~tssion to erect a sign 6'x16'
which exceeds an ordinance set forth for signs on business pro-
perty.
A motion was made by Councilman DeWitt, seconded by Council-
man Kabler and unanimously carried, that the special permit be
granted to construct a sig~, to be set up under the direction of
She City Manager.
The following Ordinance was then read:

A motion was made by Councilman MacMillan, seconded by
Councilman Kabler and unanimously carried, that the above ordinance
be placed on first reading.
The following Ordinance was read:
ORDINANCE NO. G-62
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DELRAY
BEACH, FLORIDA, AMENDIN~ PARAGRAPH (a) SECTION 51,
ARTICLE 5, OF CHAPTER XVII, AND FURTHER AMENDING SEC-
TION 86 OF ARTICLE 8 OF CHAPTER XVII, PERTAINING TO
THE OPERATION OF MOTOR VEHICLES.
Upon motion of Councilman
and unanimously carried, the ordinance_~was placed on first reading.
The Council then discussed the request of Mr. Scott to obtain
a liquor license for the Seacrest Hotel Garage. No action was taken.
Bills were presented for approval. A motion was made by
Councilman MacMillan, seconded by Councilman Kabler and unanimously
carried that the bills be approved subject to approval of the
Finance Comni ttee.
A motion was made by Councilman *tablet, seconded by Council-
man DeWitt and unanimously carried, to authorize the City Manager
to advertise for bids for putting in curbs on the east side of
Ocean Boulevard and paving sidewalk for entire mile and placing
a curb on the first block on the west side of Atlantic Avenue.
Upon motion of Councilman DeWitt, seconded by Councilman
Kabler, a beer license for Yr. B runne~ was approved and a beer
license for Annie Eec Conyer.
