A Special Meeting of the City Council of the City of Delray
Beach was held in the *ouncil Chambers with Mayor L. H. Brannon
in the Chair, City Manager Chas. E. Black, and the following
Councilmen present: M.M. DeWitt, Jo.hn N. Kabler, and Nell E.
MacMillan, a qu~ being present. The meeting was to consider
the adoption, of a resolution adopting a budget for the fiscal
year 1948-1949 for the Water Department.
The following resolution was read as follows:
RESOLUTION NO. 714
A RESOLUTION OF THE CITY COUAUIL OF THE CITY OF DELRAY
BEACH, PALM BEACH COUNTY, FLORIDA, ADCPTING ITS ANNUAL
BUDGET 0 F E ST IMATED E~PENSES AND REVENUE 0 F THE WATER
SYSTEM REVENUE ACCOUNT AND ALLOCATING AND APPROPRIATING
SAID COLLECTIONS THEREUNDER.
~4EREAS, the City Council of the City of Delray Beach, Palm
Beach County, Florida has prepared its budget of estimated revenue
and expenses of the Water System Revenue Account in accordarme
with Ordinance No. G-7.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Delray-Beach, Palm Beach County, Florida that the following
budget for the Water System Revenue Accouht for the fiscal year
of the City commmncing October 1st, 1948 and ending September 30th,
1949, is hereby agreed upon and adopted and there is hereby appro-
priated? to such respective purposes the amount of momey set opposite
such respective purposes:

And that there will be a net cash balance of ~20,000.00,
more or less, which is hereby appropriated to the General Fund
of the City of Delray Beach, Palm Beach County, Florida for the
operation of the various departments of the City Government and
that the following breakdown of anticipated expenditures is
hereby made a part of the resolution.

A motion was made by Councilman MacMillan, seconded by
Councilman DeWitt and unanimously carried, that the foregoing
resolution No. 714 be passed and a~epted as read.
The Clerk was instructed to ask the Committee appointed to
study the preparation of a new City Charter, to make a report
of their progress by the next meeting of the Council.
Upon motion of Councilman DeWitt, seconded by Councilman
MacMillan and unanimously carried, the Clerk was instructed to
advise property owners on S.E. 4th Avenue from Atlantic Ave.
to S.E. 1st Street that the City would finance one-third of the
cost of draining that street if they would pay two-thirds of
the cost of the project, and also to advise the Royal Palm Ice
Company that the City would pay c~e-third of the cost of the
drainage of N.E. 2 nd Street fr~u their plant east to the canal
if they together with other property owners affected would pay
two-thirds of the expense.
