A Regular meeting wa~ held in the Council Cham~ers with
Mayor L. H. Brannon in the Chair, City Manager Chas. E. Black,
City Attorney John Moore, and the following Councilmen present:
John Kabler, M. M. DeWitt, and ~teil MacMillan, a quorum being
pre sent.
The Council discussed registra$ions of architects, Mr. Pope
addressing the Council stating be wished to have the Building
Inspector instructed not to issue permits in violation of the
laws ·
Upon ~tion of Councilmm~ DeWitt and seconded by CounciLman
Kabler, the City Manager was instructed to instruct the ~ilding
Inspector to comply with State laws in answer to requests frmm
architects. The motion carried unanimously.
The City Attorney was instructed by motion of Councilman
MacMillan to prepare a suitable ordinance to cover cruelty to
a~imals, etc. The motion was seconded by Councilman DeWitt and
unanimously carried.
The Council discussed removal of a sidewalk in frontof the
Cason building which was considered a hazard. Since it would be
an improvement for the entire City, .the City Manager was instructed
to have old sidewalks taken up and new sidewalks which the owners
had put in moved back.
A request from Mrs. Williams to placing a ditch underground
instead of ~across her property was discussed. The Council instruc-
ted the City Manager to advise hotel owners that pipe line must be
run f~om hotel into railroad ditch·
Mayor Brannon discussed with the Council a ~equest from the
Railroad Commission to open the street south from Atlantic Ave.
(S.E. 2nd Avenue) for access to warehouse to be opened soon.
Mr. Black stated the owner to the east objected as his pro-
perry does not extend to Md Street.
The City Manager was instructed to go ahead and work toward
getting sufficient authorization to pave the street.
Mr. Black stated Mr. Farber, Chmirman of the Tennis Committee
recommended certain changes in rates for the Tennis Courts to
increase interest in use of the courts and increase revenue with
lower rates. He recomends the annual membership be changed to
$15.00 per person per year and a rate set of 50~ per one-half day
per person except Saturday and Sunday afternnons - 75~ for those
afternoons.
It was decided that the recommandation should be made in
w~iting.
A m~tlon was made by Councilman ~eWitt to refer the problem
of signs projecting ower sidewalks to the Planning Board. The
motion was seconded by Councilman MacMillan and unanimously
carried.
The following bids were received for two trucks:

Delray Beach Motors
Faircloth Truck and Tractor Company
Coastal Truck and Equipment Company
Freeman and Sons, Inc., Miami
Joe Blank Motor Company
Mr. Black stated he favored either an International or GMC
truck and it was re~erred to the City Manager for inspection, of
both trucks.
A motion was then made by Cour~ilman MacMillan that they
accept the low bid of $5,417.6~ frcm GMC, Coastal Truck Company
and a check be returned to the unsuccessful bidders. The motion
was seconded by Councilman DeWitt and unanimously carried.
Nr. Bl~ck read a letter from the Community Recreation Associa-
tion reccetmer~ing a committee similar to the Golf and Temnis
committees.
A motion was made by Councilman MacMillan that the recommenda-
tion be accepted, to be set up as other committees and that the
City Manager be instructed to reach an understanding as to the type
of committee etc.
A meeting for Friday p.M. with the School Board and two pro-
party owners was scheduled, to discuss financing a water line for
N.E. 2nd Avenue.
An offer from Mr. Townes to pay City back taxes due on pro-
petty ~n Sectic~ 18 west of the Seaboard railway. The Council also
discussed the Munnings paying taxes on part of Lot i in Section 20.
The City Attorney was ~nstructed to check titles to the land.
A letter from the Deputy Clerk of P~lm Beach County was read,
with regard to a 5 acre tract immediately north of NW 2nd Street
adjoining the Seaboard railway. The Council agreed to ask for a
statement of taxes.
The following ordinance was read:
AN 0~DINANCE OF THE CITY COUNCIL OF THE CITY OF
DELRAY BEACH, FLORIDA, AMENDING SECTION 3 OF
ORDINANCE G-ii AND ADDING SECTION 205-A OF ORDINANCE
NO. G-ii, PERTAINING TO OCCUPATIONAL LICENSES.
A motion was made by Councilman DeWitt, seconded by Council-
man MacMillan and unanimously carried, that the ordinance be
placed on first reading.
A tem~porary permit was granted Coleman Goodwin for a frame
building to be used a taxi stand, upon motion of Councilman Kabler,
seconded by Councilman DeWitt and urmnimously carried.
A license to sell beer and wine at Hill's Barbecue was approved
upon motion of Councilman MacMillan, seconded by Councilman Kabler
and unanimously carried.

Upon motion of COuncilman MacMillan an application to sell
beer and wine at Pina's restaurant was approved. The motion
las seconded by Councilman Kabler and upon call of roll, Mayor
Brannon, Mr. MacMillan and Mr. Kabler voted in favor of the
motion and Mr. DeWitt voted no, stating his history in Delray
Beach is not good. The Chief of Police was instructed to inform
him that his business must be conducted in a respectable manner.
Mr. Blank was to be instructed to plant 100 palm trees for
$1500.00 on the beach as soon as possible, upon motion of Council-
man DeWitt, seconded by Councilman MacMillan and unanimously carried.
