A Regular Meeting of the City Council of the City of ~elray
Beach was held in the Council Chambers with May~r 4. H. Brannon
in the Chair, City Manager Chas. E. Black, City Attorney John
Moore, and the following Councilmen present: M.M. DeWitt, John
Kabler, Nell MacMillan, a quorum being present.
Mr. Eugene Elliott discussed with the Council an alley-way
from NE 2nd St. to 3rd St. between 4th and 5th Avenues. He
had offered to give 8 feet on the west side providing the owners
on the east would give 8 feet for the alley.
The City Attorney was instructed to try to get the ~ona~t of
the property owners as soc~ as possible, and if not, possibly
recommend action to be taken to acquire the property needed.
Mr. Robinson, an applicant for apRroval of c~ntemplated build-
ings on Lots 21 and 22 on m. Federal ~ighway, was to be instructed
to have blueprints drawn according to suggestions of the City Manager
and Building Inspector.
T~e Chairman of the Negro Youth Center Committee was to be
asked to conter with the City Manager and make arrangements for
payment of all bills.
The Council discussed draina~ge for the cemetery and it was
decided to refer the matter to the Planning Board for their study
and recommendations.
A letter was received frcm a lady in Boca Raton commending
John Hardin For his conduct am a police officer.
Mr. Garlaud Thayer was appointed to the Zoning Board to replace
Mr. O'Neal, upon motion of Cour~ilman DeWitt, seconded by Councilman
MacMillan and unanimously carried.
An election boa~i was appointed as follows: M.M. McMurrian,
J. T. Smith, Mr. Jacobs, and Mrs B.B. Bakewell.
Bids for swimming pool improvements were received two of
which were returned havtr~ been received after deadline. Howard
Ceomer's bid was for ~65~0, work to begin November 15 and he
completed January 15th.
Contract was awarde~ Mr. Cromer upon motion of Councilman
MacMillan, seconded by Councilman Kabler and unanimously carried.
The Court, il discussed paving of ~$ 6th Avenue from Atlantic
Ave. to 3rd street. The City Manager ~ was instructed to obtain
necessary plans, specifications and estimate of cost of paving
NN 6th Avenue upon motion of Councilman Kabler, seconded by
Councilman MacMillan and unanimously carried.
The Counci~ agreed for the City Attorney to get ti~les on tax
foreclosures and lien foreclosures and proceed to take such legal
action as required.
A request for a street light at S.E. 3rd Argue and 8th St.
was received. Motion was made by CounciLman MacMillan to
authorize the light if it is in line ~th street light policy.
Cmuncilman DeWitt seconded the motion which carried un__~nim~usly.
The Council discussed school intersections signs and it was
agreed that a notice would be carried in the newspaper enforcing
a speed~limit of 15 miles per hour.
TM police officers were instructed to keep trucks off Atlantic
Ave., loading and unloading to be done in alleys in rear of stores.
The City Manager was instructed to investigate a dry cleaning
plant operating against restrictions.
The City Manager was instructed to advise Mrs. Guethenuan
who had reported that she fell on a city street that the Council
refused her offer for a settlement and that she must take such
steps as she thinks necessary.
A motion was made by Councilman DeWitt that three cars be
prepared for sale and bids advertised im~ediately. Motion was
seconded bY Councilman Kabler and unanimously carried.
The Jr. Chamber of Commerce was authorized an expenditure of
$1000, bills to be referred to the Council for payment.
A motion was made by Councilman MacMillan that an appropriate
resolution be drafted to establish a Youth Recreation Co~mfttee
also designating persons as members of the committee. Councilman
DeWitt seconded the motion and it carried unanimously.
The City Manager was instructed to determine what water line
extensions would be required in the northwest section of tc~ by
the Seaboard Railway.
Tr~mafe~ of a liquor license from Mr. Moray to Mr. I~elly was
anted upon motion of Councilman DeWltt, seconded by Councilman
bler and unanimously carried.
Bills were approved for payment subject to the Finance Committee
upon motion of Councilman DeWttt, seconded by Councilman MacMillan
and unanimously carried.
Mr. Black stated the pumping equipment had been inspected by
an engineering firm and himself and that the equipment was installed
and three, pumps operating. A final estimate fram Howard Cromer
was for $~,219.80 to complete payment of ~14,623.00. Mr. Black
recommended that the City withhold $200 of the bond in effect
until certain minor adjustments had been completed - 1. Installa-
tion of control circuits to well pumps, delayed to have different
type of flood control installed at underground reservoir instead
of aereator.
A motion was made by Councilman DeWitt, seconded by Councilman
Eabler and unanimously carried to accept the City Manager's racom-
me ndat ions.

Taxes An Block 51 were abated upon motion of Councilman DeWitt,
seconded by Douncilman Kabler and unanimously carried.
The meeting then adJourhed.
