A S~e cial Meeting was held in the Council Chambers at 7:30 PM
to open bids received on old automobile equipment and for any other
necessary busir~ ss. Mayor L. H. Brannon was in the Chair, City
Manager Chas. E. Black, City nttorney John Moore, and the following
Councilmen present: M.M. DeWitt, John Kabler and Neil MacMillan, a
quroum be~r~g present.
Proof of publication of notice of Invitation for Bids on certain
automobile equipment was presented a~d read.
Three bids were received in r~sponse to the foregoing notice,
as follows:

Mr. Black advised the council that the only items of value
were the 2 pontiac cars and he believed the bid submitted by ~..G.
Erhardt of Lake Worth in the amount of ~1,805.00 was the highest
and bes~t bids.
A motion was then made by Councilman MacMillan, seconded by
Councilman DeWitt that the hi~ghest bid be accepted, in the amou~n~
of ~l,~0~.O0 and upon call oz' roll the motion carried ~nanimously~

In a motion by Councilman MacMillan, s~co~ded by Councilman
DeWitt, unanimously ca, tied, the purchase of Blocks 16 ~ld l?,
Homewood subdivision, from Mrs. Gertrude Dressing, was authorized
in the amount of ~2,000 net, subject to the approval of the City
Attorney after checking the records since the issuance of Murphy
Deeds.
By acquiring this tract of land the entire block lying between
West Atlantic Ave. and the road leading to the Wolf Course Club
House which will be needed fDr the extension of the ~olf Course,
will be owned by the city, with the exception of Lot l~, Block C,
facing on ~est Atlantic Ave.
Mr. MacMillan advised the council of complaints he had re-
ceived regarding auction sales being held by A.E. Gates, proprietor
of a Jewelry ~hop in The Village. He statedth~t while this par-
ticular merchant might be conducting his business in a legitimate
manner, another license might be issued to someone unethical, which
would prove to be detrimental to the city. He also stated that he
was of the opinion that other towns have outlawed auction sales,
or have passed strict ordinances to regulate their operation.
After further discussion, the city Attorney was instructed to
check into the operation of this particular business, and also to
study the question and render a legal opinion on how it can be
regulated. At the present time the license ordinance has no provision ~-~
for auction sales of this kind.
The Clerk was instructed to the ask the Chamber of Commerce
and Jr. Chamber for an expression of their opinion on this type
of merchandising and to report to the council.
Councilman Kabler recommended that applications for license
of this ki~d be referred to the council for approval before being
issued in the future.
Numerous complaints had been received in regard to James R.
Smith peddling ice cream. Council~n MacMillan expressed the
opinion that he wouldnot object to the business but felt that
peddling of all kinds should be kept off of the beach. A~ our
license ordinance provides for peddlers and for the licensing
of ice cream wagons or carts, he did not believe one peddler could
be granted a license and other refused but recommended some regula-
tio~ be enforced.
After lengthy discussion the City Attorney was instructed to
check t~e type of vehicles used for peddling ice cream by Mr. Smith
to determine whether or not they would have a Suisance value. He
was also instructed to prepare an amendment to tho license ordinance
to ekisallow, so far as tb~ city can, any peddling of any type~ in
· the meantime all applications for licenses of this kind being
withheld.
The Clerk was instructed to request the newly elected
Councilmen and. the Planning Board to work on the matter of allowing ~
dry cleaning and laundry businesses on Atlantic Ave. and Federal
Highway immediately and to study the entize picture, a meeting to
be called at 4 PM Tuesday, December 28 for this pu~pese.
DECEMBER 21, 1948
A complaint from John Remus as to the condition of street and
sidewalk in front of the warehouse built on SE 2nd St. at the
railroad was discussed. Mr. Remus was advised that the business
was being conducted in an Industrial District although it faces
a Residence B district but he was given assurance that the broken
sidewalk and debris whieh is on city property would be removed.
The council approved the closing of offices in the City Hall
from Friday noon until Monday morning for the Christmas holidays.
Co~udcilman DeWitt recommended the S 50' of the N 65.5' of
Ocean Beach Lot 15, which is owned by the city, be opened and prepared
immediately for use as a parking lot in order to relieve traffic
and the parking problem on Ocean Blvd.
After discussion a motion was made by Councilman DeW~tt, seconded
by Councilman Kabler that the City Manager be instructed to proceed
with the engineering plans for staring work on this project, the actual
cash outlay not to exceed $750.00, the cost to be charged to the
Contingency Fund. The motion carried unanimously.
A letter commending Ed Galli, policeman, from J L R VauMeter
was read and ordered file~. The Clerk was instructed to acknowledge
the letter from Mr. Van Meter and to thank him for his interest
in City government.
