Upon call of the Mayor a Special Meeting of the City Council of the
City of Delray Beach was held in the Council Chambers at 7:30 P.M. to discuss
the water project, and to authorize the letting of bids for water improvement
work, with Mayor M.M. DeWitt in the Chair, City Manager H.P. Edmond, City
Attorney, J.W. Nowlin, and the following Councilmen present: B.C. Butler,
J.B. Smith and C.J. White, a quorum being present.
A letter from the Delray Beach Zoning Board was read, as follows:
"February 28, 19~7.

Gentlemen:
At a meeting of the Zoning Board held on February 21st, a discussion
was held on the allowing of certain types of professional businesses to have
places of business in the various zones,
A motion was made and approved recommending that in the Special Business
District, comprising four blocks facing on the North Federal Highway between
Atlantic Avenue and N.E. ~th Street, professional businesses be allowed in
existing residences, providing the floor area was not increased, and the
business license was approved by the Council before being issued.

A motion was made by Councilman White' that the foregoing recommendation
be accepted and incorporated in the minutes of this meeting. The motion was
seconded by Councilman Butler, and upon call of roll carried unanimously.
The Clerk presented a request from a disinterested person to have 19&5
Tax Sale Certificate No. 13385, covering Lot 29, Block 1, Atlantic Pines Sub-
division, held by the City, assigned to him, and asked the policy of the City
with reference to City owned certificates.
After discussion by the Council a motion was made by Councilman White,
seconded by Councilman Butler, that a general policy be set up to dispose of
City held Certificates to whoever wants to purchase them. Upon call of roll
the motion carried unanimously.
Mr. Wylie Gillespie of the firm of Smith & Gillespie, Engineers on the
Water System extensions, explained to the Council that after a Geological Survey
had been made, a rock formation had been found on South Swinton Avenue which
produced a better quality of water, therefore tentative locations for the new
wells were generally along South Swinton Avenue. He stated that two and possibly
more 2" test wells ought to be put down to determine whether there is rock founda-
tion, and then the large wells can be drilled at the best sites.

Mr. Gillespie ad~lsed that it will take approximately two weeks after the
locations of the wells have been determined to prepare the specifications for
the construction of the wells to submit to bidders, but the plans and specifi-
cations for the storage tank were already prepared and can be sent out i~mediate-
ly.
City Manager Edmond stated that it would take from two to four weeks to
make the test wells.
Mr. Gillespie recommended that the City proceed with the test wells as
fast as possible, then advertise for bids.
The possibility of putting a well on a street right-of-way was discussed,
also whether an easement given to the City for public utilities could be used
for this purpose. Mr. Edmond and Mr. Nowlin were instructed to work out the
locations for the wells, on City owned property if possible.
A motion was then made by Councilman Butler that City Manager Edmond be
instructed to proceed with the drilling of a sufficient number of test wells
to obtain the ~information necessary to make up the specifications for the con-
struction of the wells. The motion was seconded by Councilman Smith, and upon
call of roll carried unanimously.
Mr. Edmond was authorized by the Council to advertise for bids on furnish-
ing and erecting a 500,000 gallon steel storage tank with concrete foundation,
bids to be received not later than l0 A.M. on April ~th, 19~7, in a motion made
by Councilman Butler, seconded by Councilman Smith, and upon call of roll unani-
mously carried.
Mayor DeWitt advised the Council that Mr. W. So Webb had approached him
with reference to the City of Delray Beach furnishing fire protection for the
Town of Gulfstream. Mr. DeWitt explained that some time ago the City had
offered to give fire protection to the Town of Gulfstream at a rate of $500.00
per year, which offer had been turned down.
Our Fire Chief has since been instructed not to take our fire equipment
outside of the City limits unless Delray Beach property was being endangered,
and Mr. Webb was now willing to consider the proposition of $500.00 per year
for this protection if it is agreeable to the Council.
Councilman Butler thought the figure of $500.00 per year would be too low
if the Polo Fields were to be included as part of the Town of Gulfstream.
City Atterney Nowlin suggested that County valuations be considered and
the rate be worked out on a millage basis.
The matter was referred to the City Attorney for determining whether or
not the City could enter into such an agreement.
With reference to the beautification program at the Florida East Coast
Railway Station, being sponsored by the Delray Beach Woman's Club, City Manager
Edmond explained to the Council that $1,500.00 had been raised by the Woman's
Club for this project, and the Railroad Company had given $500.00 toward the
beautifying of ~ small area around the station not being used by railroad facili-
ties. The railraod has agreed to put in a curb along the road leading from
Atlantic Avenue to the station. It was proposed to plant the area west of the
road with shrubbery, and also the five foot strip between the sidewalk and the
paved area. Palm trees, low shrubbs and grass would be used in suitable spots,
and the $1,500.00 raised by the Woman's Club would be used for maintenance.

The Woman's Club had asked that the City furnish water for the maintenance of
the project, which would require about 300' of pipelines.
After discussion, a motion was made by Councilman Smith that Mr. Edmond be
instructed to furnish this service, and also that the City agree to furnish water
for the project. The motion was seconded by Councilman Butler, and upon call of
roll carried unanimously..
The following Ordinance was then presented by City Attorney Nowlin for first
reading:
AN ORDINANCE SUPPLEMENTAL TO ORDINANCE NO. G-7
ADOPTED AUGUST 12, 19~6, SO AS TO CANCEL THE
AUTHORIZATION OF THE ISSUANCE OF A PORTION OF
WATER SYSTEM REVENUE CERTIFICATES, SERIES 19~6,
AS PROVIDED BY SAID ORDINANCE NO. G-7.
Upon motion of Councilman Butler, seconded by Councilman White, the foregoing
Ordinance was passed on first reading, Councilmen Butler, DeWitt, Smith and White
voting in favor of same.
