09-09-4723a SEPTEMBER 9TH, 1947 Regular meeting of the City Council of the City of Delray Beach was held in the Council Chambers at 7:30 P.M. with Mayor M. M. De Witt in the Chair, and City Manager H. P. Edmond, City Attorney J. W. Nowlin, and the following Councilmen present: B. C. Butler, E. B. Mc Neece and J. B. Smith, a quorum being present. The minutes of the Council meeting held August 26th were presented and approved as ,~itten. A tabulation of the bids received om August 12th for pipe, fittings, etc. for Water ~orks Improvements was filed by the City Manager, who recommended that contracts be awarded as follows: "Honorable Mayor & City Council City of Delray Beach Delray Beach, Florida Gentlemen: The bids received covering pipe, fittings, etc. for the ~Jater Works Improvement have been tabulated as per attached sheet. It is recommended that the bid received from U. S. Pipe & Foundry Co. be accepted on GROUP I - Items l, 2 & 5 GROUP II - Items l, 2 & 9 GROUP T.T,T. - Items 1, 2 & 4 Bid of the Florida Pipe & Supply Company, Jacksonville, Florida, be accepted on GROUP I - Items 3 & 4 GROUP II - Atems 3, 4, 5, 6, 7 & 8 GROUP III - Item 3 Bid of M. & H. Valve & Fitting Company of Anniston, Ala. be accepted on GROUP II - Item 10 The total bid price for the items mentioned above from the U. S. Pipe & Foundry Co. amounts to $ 39,812.15. The total bid price for the items mentioned above from the Florida Pipe & Supply Company, Jacksonville, Florida amounts to $2,110,c00. The total bid price from the M. & H. EDMOND HPE: CVB City Manager" " 39~ In explaining his recommendations .Mr. Edmond stated that the bid of U. S. Pipe & Foundry Co. for fittings was # 319.84 higher than the lowest bid, but that the Engineers had asked that contracts for pipe and fittings be awarded to the same Company, in order that the materials would correspond. Mr. Edmond also stated that the bid of M. & H. Valve&Fitting Co. for furnishing fire hydrants was $328.00 higher than the lowest bid, which was received from Thomas F. Kenny, whos proposal was not accompanied by a certified check nor bid bond and therefore could not be considered, but they will Furnish hydrants that are made by the same Company as the hydrants being used at the present time, which we know are satisfactory. This made a difference of $647.84 over the lowest bids received, and Mr. Edmond recommended that contracts be awarded as outlined. A motion was made by Councilman Butler, seconded by Councilman Smith, that contracts be awarded as recommended by the City Manager, and certified checks or bid bonds be returned to the unsuccessful bidders. Upon call of roll the motion carried unanimously. A plat of "John B. Reid's Village" was presented by the City Manager for final approval, having been tentatively approved at a previous meeting. Mr. Edmond stated that the Plat had been approved ~ the Zoning Board and the Planning Board, and that explanations and corrections had been made as requested, where- upon a motion was made by Councilman Smith, seconded by Councilman Mc Neece, that the plat be accepted. Upon call of roll the motion carried unanimously. City Manager Edmond advised the Council ~%hat, th9 colored American Legion Post had asked for a 99 year lease on Lots 23 and 24,~( ~i~st~Smde Heights Subdicision, being the southwest corner of S. W. 8th Avenue and 2nd Street, to be used for the construction of an 'American Legion Hall. After consideration by the Council, a motion was made by Councilman Butler, seconde~ by Councilman Mc Neece, that the request be granted, and City Attorney Nowlin was instructed to prepare a lease accordingly. With reference to the request of the Alph Brown Flooring Company for permission to extend a railroad siding across N. E. 2nd Street to their warehouse, Mr. Edmond stated that as this was the type of property to be used for commercial purposes, this request should be granted. ~. motion was then made by Councilman ~u~tter, seconded by Councilman Smith, that the foregoing request be gr~ted, with the understanding that there would be no expense to the City involved, and subject to the final approval of the plans by the City Manager. Upon call of roll the motion carried unanimously. An estimate of the cost of paving the remaining 640' of Gleason Street, from Ingraham Street to Shulson Street, was filed by the City Manager in the amount of $ 3,578.90, which cost would be assessed to the owners of the abutting property. This would complete the paving of Gleason Street from Atlantic Avenue to Seagate. WHEREAS, The City Council deems it to the best interest of the City of Delray to cause Gleason Street, from Ingraham Street to Shulson Street, to be graded and paved to a width of thirty-two (32) feet. NOW, THEREFORE, BE IT RESOLVED By the City Council of the City of Delray Beach, Florida: SECTION 1. That the City Engineer be and he is hereby required to immediately prepare plans, specifications and estimates of the cost for such grading and paving for the following proposed improvements: The grading and paving of Gleason Street, from Ingraham Street to Shulson Street. SECTION 2. That said plans and specifications and estimates of cost for such proposed improvements when compiled by the City Engineer shall be filed with the City ~lerk and a copy of said plans, specifications and estimates of cost shall also be filed in the office of the City Engineer for public inspection. The motion was seconded by Councilman Smith, and upon call of roll carried unanimousl~. 244 SEPTEMBER 9TH, 1947 A letter from the Junior Chamber of Commerce, requesting an appropriation from the City toward defraying expenses of the 1947-1948 Fishing Tournament to be sponsored by their organization, was read as follows: "September 9, 1947 City Council Delray Beach, Fla. Gentlemen: Last year one of the outstanding projects of the Junior Chamber of Commerce was its fishing tournament. We had entries from twenty-two states and Canada. There were entries from ninety-four different cities. This year we expect to double the entire sco~e of the fishing tournament. The dates of the tournament have been tentatively set from aovember 30, 1947 to April 30, 1948. There are ten members of the Junior Chamber of Commerce actively workihg on the tournament at thtstime. Necessarily such a tournament can not be supported wholly by the Junior Chamber of Commerce. We expect the cost of the tournament to be around $1000.00. It is requested by the undersigned, representing the fishing committee of the Junior Chamber of Commerce, that the City contribute $500.00 to this tournament. It is believed unnecessary by the undersigned to point out to this council the advantages to be derived by the City from such a tournament. The benefits to be derived are obvious.
