09-23-47 SEPTemBER 23RD, 1947 Regular meeting of the City Council of the City of Delray Beach was held in the Council Chambers at 7~30 P.M. with ~ayor M. M. DeWitt in the chair, and City Na~ger H. P. Edmond, City Attorney J. W. Nowlin, and the followimg Councilmen present: B. C. Butler, F. B. NeNeeee, H. B. Smith and C. H. ~"nite,. a querma ing present. A letter from City Manager Edmond, repor~ on the damage caused by the hurricane on September 17th, was ready as follows: "Hcm~rable Mayor & City Council Delray Beach, Florida Gentlemen: ! wish to take this opportunity to report on the progress being made in clearing the City streets and property of the citizens of Delray Beach. Upcm notice that the storm would hit in this area, we organized all available labor on Tuesday afternoon, September 16.th, to place storm shutters on Citer owned property, and also. as we were not~Lfied, assisted residents in up their property. This crew worked until 11:30 P.M. doing everything pcesi- ble so as to be in rea&_~-ess for the storm. Ail employees of the Fire Depart- ment and Police Department, with a number of volunteer help, were on duty all during Tuesday night and during the storm on Wednesday. The pover was cut off at the Water Plant at 5 A.M. Wednesday and the City was without water, except for an emewgency suppl~ which was held in reserve for fire protection. Emergency peeps were placed in service fron 7 P.M. u~til about 10 P.M. Normal service was resumed at 7 A.M. Thursday. 0m Thursday morning, all available manpower and equipment were placed at work clearing the streets so as to enable traffic to move as soon as possible and also for fire protection. The'ocean Boulevard was completely blocked with sand and debris and it was nee- essary to place a ~alldozer and grader in operation to clear the Boulevard north and south of Atlantic Avenue, as this street is the ~ cae accessible to the houses along the beach. The Boulevard was opened to traffic on Saturday after- nOons The Ocean Boulevard along the City o~ned mile of beach is practically a eom-'~-,~ plete loss. This Boulevard is also knoen as State Rguta A-IA and under normal times is maintained by the State Highway Departmen%. O~r County C~.~ssicmer, Mr. C. Y. Byrd has advised that the State Highway Department assumes no respem- sibtlity for repairs caused by storms ca this Highway. ! ~ave been over ~ stretch of Highway with Mr. Byrd and the County Engineer, Mr. Boyd. ! hope to have a recommendation as to the reccastruction of this stretch of read ~ithin the next ten By authority granted me by the City Council at the special meetiug held Thurs- day night, additi~l equipment was rented and all available labor put to work clearing trees and de~ris from the streets and property. ~PTEMB~ ~RD, 1947 At the present time we are coving apprc~inately 100 leads of trees and debris per day, and ! hope we will be able to release all rented equip- ~ent by the end of this week and f~-~sh cleaning up with the regular City ~e It is estimated that the extr~ expendit~ placed upon the City by this emergency will be approxi~ $10,000. It will be ~eeessary that addi- tional revenue be provided to take care of this extra cost. Since the tax roll and bills have been c~pleted, I therefore reoo~mend that the additional revenue be provided by raising the mai~ter~_ce charge of the ~ater Department from the present fifty (50) cents a month to $2.50 per loath. This method of raising the necessary funds will px~vide appro~-' i~ate~y $2,500.00 additi~ revenue each ~onth sad should ~t be in fo~ee for more than six m~nths. This revenue should he transferred to an emor- gency fund f~r payment ozly for the cost caused by the' stora. ! wish to take this oppcrttmity to ~ the City Council, all City e~ployees, voluateer help and the citizens of Delray Beach for their Very kind ceopora- tion and help during the tine of the e~ergeney. WH~EAS, it is necessary for the preservation of p~blic safety that the destruction caused by such hurricane be ~epair~ as s~ as possible and that the water and sewer syste~ of the City of Delray. Beach and the streets, alley~, and other thoroughfares be put in working condition without a~ unnecessary delay, and WHEREAS, it~ is necessary to raise additi~al revenue in order to effect such ~est~ratic~ and repairse N~, TH~EFORE, BE IT CSDAi~ED BY the City Council ~f the City off Delray Beach, Florida, as SECTIO~lo There shall be an ea~gency maintenance and service charge $~ per m~th £c~ each tap nov installed c~ that may hereafter be installed ca the water mains 6f the City c~ Delray Beach, Florida, which shall be due and payable m~nthl~ at the time that bills for water service are due a~d parable to the City of Delray Beach, beg~--~-g with the me,th of October, 1947, and due and payable on or before the 10th day ~f said month and continuing thereaf~e~ for a period of _~menths. The failure to pay such emergency mainte-*-ce and service charge shall be considered the same as the non-payment of a bill for water used by tim ceasumer aad water seA~,iee will be discontinued as provided by the General Water Ordinance of the City of Delray Beach, Florida. As the .Tax Roll and tax bills were completed and it weuld be impossible to re~i~e them in time to mail bills out by Novem- ber 1st, the best way seea2d to be to add an extra charge to the water bil~ for a few months, or only long enough to raise the required funds to cover ~ e~ergeney. After consideration by the Council, a ~otion was made by Councilman Butle~ seconded by Councilman Smith, that the foregoing Ordinance No. C--35 be passed and adopted as read, as an e~ergency measure, to become effective at once, and upon cai/ of roll the motien carried unanimously. Mayor De,itt then thanked the City Manager for his work in preparing fc~ the storm and protecting City property~ the Polise fcr~e for their failhful- ness in r~_w~.*.g on duty duo'wE the night of September 16th and all day duri~ the storm without rest, stating that there had been no repcrts of loot~-8 any- where in the City; and the City forces for their efforts in cl_aa-~-~ up the streets and repairing &~w~es caused by the storm. ~ 23RD, lg~7 _ The City ~nager reported that a Special Meeting of the Zoning Board had Been held in the afternoon, and the following reec~endation had been made with reference to an applicatien for a Speelal Per-it filed by Dr. V.
