SPECIAL MEETING AGENDA Pursuant to Section 3.12 of the Charter of the City of Delray Beach, Mayor David W. Schmidt has instructed me to announce a Special Meeting of the City Commission to be held for the following purpose: 1. PRESENTATIONS The developers responding to the Request For Proposal (RFP) for the Master Development Plan for 54 acres of City owned properties will make presentations. The City received five (5) proposals from four (4) developers: · Centex Homes - Southeast Florida Division - Submittal B · Lennar Communities of South Florida, Inc. · Centex Homes - Southeast Florida Division - Submittal A · Continental Homes of Florida, Inc. · Westbrooke Companies, Inc. 2. HARDEN, CITY MANAGER JANE,~~,~ORDINAToRLULA/BI, tTLER, DIRECTOR COMMUNI'~ IMPROVEMENT ~ SPECIAL MEETING OF OCTOBER 30, 2002 PRESENTATIONS - RFP 2002-32 MASTER DEVELOPMENT PLAN FOR 54 ACRES OF CITY OWNED PROPERTY The City Commission at its Workshop meeting of October 8, 2002, agreed that a special meeting should be held for all of the respondents to present their Master Development Plans for the 54 acres of City owned properties. The presentations will be presented in the order of ranking starting from the last ranked proposal to the first. Each team has 20 minutes to present and 10 minutes for questions from the Commissioner's with a 5 minute break between each presentation for changing out of equipment. Public comment on the proposals will be taken at the City Commission meeting of November 5, 2002 and at which the Commission will rank the development proposals. The RFP Review Team ranked the proposals at their October 10th meeting in the following order: 1. Westbrooke Companies Inc. 2. Continental Homes of Florida, Inc. 3. Centex SubmittalA 4. Lennar Communities of South Florida, Inc; and 5. Centex Submittal B The Review Team requested that their comments made at the September 30th meeting regarding each development proposal be attached as background information. They felt that these comments represented a good summary of both the positive and negative aspects of each proposal and the reasons behind their ranking. It is important to note that most of the developers provided alternative information and plans to address comments made during the review process. The RFP Review Team did not take into consideration this information unless it was requested for clarification purposes only. The Review Team ranked the proposals based on the original submissions. A copy of the original submitted Master Development plans are attached. In addition, it should be noted that Centex provided two full submittal packages (Plan A and Plan B). Within the Plan B package, it contains an alternative "Plan B". The RFP Review Team did not review this alternative plan based on the fact that it did not contain its own submission package or bid bond. It can be anticipated however that the developers will discuss their alternative plans during the presentations. The other attachments to this staff report include an updated matrix which compares the development proposals and the Evaluation Criteria Ranking sheet. Attachments: · Master Development Plans, Matrix, Comments from the Sept 30th meeting, Ranking Sheet RFP Review Team 2002-32 Meeting of September 30, 2002 RFP Comments on Each Development Proposal Continental Homes - Bexley: The team generally liked the layout of the site plan. · The public park is the only one that is visible from Military Trial. Appears to exceed the density by 50 units in the PRD section. · Streets end with open space and streets are curvileanier which helps with the streetscape - nice feature. · Architectural need work. · 10' buffer provided along perimeter of property. · Very little of the best vegetation was preserved. · Appears that too many zero Lot line homes where provided. · No conventionally sited homes provided. · Liked the fact that there were no back to back units. · Good vehicular and pedestrian access to side streets. · Alleys abut adjacent streets, some concern noted with this design unless good buffering provided. · The multiple family units that back up to Military Trail only have a 10' setback. · Concerns noted with the length of the driveways and if a car can park in the driveway. · Park acreage needs clarification. · Provides the least number of affordable units in the single family, as they start at $190,000, the villas and town homes are more in the affordable range. · This was the only project that showed utilities and the City owned lift station at the SE corner of Winter Place PUD. · Garages have a minimum width to accommodate two cars. Centex Submittal A: · Hard to determine where the park starts and ends. · Does not provide for a typical lot layout to determine setbacks. · The public park is only accessible from Military Trail with no access from Barwick Road. · The public park seems to have been designed to be a benefit to the neighborhood instead of the public. · The cai-de-sac splits the park. · All single family has access off of Barwick road which is a traffic concern. The development appears to be two separate developments given there is not through access. · The communities are gated. Page1 · Layout does not seem to flow. · Plan did not integrate the entire subdivision which does not create a sense of community. · Did not preserve native plant communities. · Majority of community uses Barwick Road. · Many of the single family homes have a one car garage which the Team felt was a design flaw. This may seriously impact parking in the development. · Needs a better variety of housing types. · There is no visibility to the public park from Barwick or Military Trail and good signage would be needed. Centex Submittal B and Alternative: · Concerns with the Public Park, it appears that the lakes are included in the park acreage, which leaves very little useable area. · The park is located on the parcel that has been cleared; therefore no preservation of trees is to be provided. · Access provided from Palm Ridge Boulevard which not ideal to Park. · Park is located internal to the development. · Development is gated. · Front yards face on Palm Ridge Boulevard which raised a concern with double frontage lots and not much buffer being provided. · Visually the development felt very tight and not integrated · Does not appear that there will be a direct dedication of park. Lennar Communities - Parkside: · The layout of the parks appear to be more for the residents of the neighborhood versus the public given their locations throughout the development. · Concerns noted with the garages only being 5' from the alley with sight visibility issues and no opportunities to park a car behind the garage. · Team liked the elevations of the homes. · One member felt there was a concern with the bungalow style house and that it may not be appropriate in the new neighborhood and long term maintenances of homes with wood siding. Another member felt this was acceptable as there are many different types of products now out on the market to address this issue. · No lakes creates a retention problem · Concerns noted with the 3 separate parks and long term maintenance by the City. It appears that dividing the parks does not meet the intent of the RFP as they appear to be an amenity for the residents that will live in the subdivision. · No parking is indicated for the middle park. · The team felt that this was the most innovative site plan, but felt that the nice common green areas would be taken up by retention. · Did not provide the parks in the areas where the best vegetation exists. Page 2 · The Team did not like the fact that some of the residents would need to access the subdivision via the retail area from Military Trail. · There appears to be too many points of access to the community. · Street sections are not clear. · Three points of access from Barwick Road was noted as problem. · If lakes are provided, it may significantly alter the plan and therefore may not meet the intent of the RFP. · Concerns noted with 1 car garages and carport options. Westbrooke Companies -Via Delray: · The acreage for the multiple family portion states that it is 6.63 acres, which is more than what the RFP stated, if less, then the multiple family exceeds the density by one unit. · Vegetative survey was provided and a big help to determine where the best vegetation is located. · Good pedestrian linkage throughout neighborhood and connection to school. · Good site analysis - was the only developer that picked up that there were gopher tortoises and Phase II environmental required. It was also, the only one that would pay up to $50,000 for mitigation. · Some concern that the Park was not visible from Military Trail, but some members thought that could be addressed with some minor modifications. · Architectural need some work to break up the streetscape. · It appears that this is the only development that provided R-1-A standards for some of the homes. The land will be developed for residential property, commercial property and parks. The City has received five proposals fi.om four developers who will be making the presentations.
