11-10-47 Regu/ar meeting of the City Council of the City of Delray Beach was held in
the Council Chambers at 7:30 P.M. with Mayor M. M. DeWitt in the Chair, and City
Manager H. P. Edmond, City Attorney J. W. Nowlin, .and the following Councilmen
present: B. C. Butler, F. B. McNeece, J. B. Smith and C. J. White, a qucrm~be-
ing present.
Council discussed the advisability of designating S. E. 3rd Avenue, from At]an-
tic Avenue to S. E. let Street, as a One-Way Street, to relieve the congested traf-
fic condition at this corner on Atlantic Avenue.
After consideration, a motion was made by Counci~-~ MeNeeee, seconded by
Councilman Butler, that the Mayor, the City Manager, and the Chief of Police be
instructed to route traffic south on S. E. 3rd Avenue for one block, to S. E. let
Street, and to designate the alley south of Atlantic Avenue, from S. E. 4th Ave.
to S. E. 3rd Ave. a One-Way thoroughfare with traffic going west, in order to
relieve congestion on 3rd Avenue, and on Atlantic Avenue at the intersection of
S. E. 3rd Ave. Upon call of roll the motion carried unanimously.
Councilman White then requested that some action be taken immediately to
reroute traffic near the Post Office, stating that it would be impossible to make
a change after the tourists have arrived, and some relief is badly needed at this
location.
After consideration of the most practicable ways which might be helpful, a
motion was made by CouncilmanMcNeece, seconded~. Counot~me~White, that the
alley south of Atlantic Avenue from S. E. 2nd Avenue to S. Swinton Ave. be de-
signated for 0 ne-Way traffic going west, this alley to be known in the future
as S. E. 1st Court, that S. E. 1st Avenue be marked for One#Way traffic going
south, from Atlantic Avenue to S. E. let Avenue, and that these streets be eo
designatedas soon as possible. Upon call of roll the motion carried unanimously.
A letter from Mr. H. H. Cherry, owner of property in Nassau Park, protesting
against valuations placed on his property on the 1947 Tax Roll, was referred to
the City Manager.
In a motion made by Councilman Smith, seconded by Counci]m-n Butler, and
u~_aDimously carried, bills totaling $16,911.06were approved for payment, sub-
Ject to the approval of the Finance Committee.
With reference to Persona/ Property Bonds which are required by the Council
to be posted by owners of businesses opening up in the City, it was the consensus
of opinion of the Council that these Bonds should not be refundable until the first
tax levied against the business has been paid.
No actton was taken on the demolition, or repairing, of the Turnbull house
located at 314 S. E. 5thAvenue, as it was understood that the Red Cross will pro-
vide a home for the family at a different location. HOWever, after a reasonable
time, if the house is not torn down and removed, the property will be condemned
and the cost of demolishing the building will be assessed against the vacant lot,
as it is considered a hazard to the surrounding property.
Mr. ~. B. Adams, Building Inspector, asked the Council's approval of a build-
ing permit requested byMrs. Gladys Howard to build a garage and servant's quarters
on the rear of Lot 23, Block 109, on the South Federal~ighway.

The permit was tentatively approved, subject to the ftlin~ of plans to con-
form exactly with the sketch sumitted, which would allo~ only living q,,~.rters with
no cooking facilities whatever.
