A Special Meeting of the City Council of the City of Delray Beach was held in
the Council Chambers at 7:30 P.M. to prepare the ballot box for the Pr~w~ry Elec-
tion to be held Tuesday, November 18th, and for any other necessary business, with
Mayor M. M. DeWitt in the Chair, and City Manager H. P. Edmond, City Attorney J.
W. Nowlin, and the following Councilmen present: B. C. Butler, F. B. McNeece, J.
B. Smith and C~ J. ~ite,'a quorum being present.

Two official voter's lists
Six absentee ballots
One City Charter amended to date.
Two tally sheets.
Tvo scratch pads.
Pencils
Two Certifications to be used by the Clerk and Inspectors of the Election
Board in recording the number of votes cast.
Ballots
The ballot box was then sealed and placed in the vault, to be delivered to the
Clerk of the Election Board at sunrise on the morning of November 18th.
Councilman Smith, as a member of the Gladiola Festival and Fair Committee,
discussed with the Council the advisability of allowing the Committee to bu~, or
rent, certain entertainment features for the Festival, explaining that very little
interest had been shown by local'organizations in providing any entertainment or
booths for the Fair, and without some attractions the Festival could not be a suc-
cess.
Mr. Smith outlined a contract which could be made with the Van Dyke Shows
of Miami, who were well recommended by several organization in Miami, for fur-
nishing attractions such as ferris wheels, a Merry-Go-Round, stunt rides for
childred~, side shows, one free act each night, and few better type amusement
booths which could be selected by the Committee, md any of which could be closed
if found undesirable. 20% of the profits from the operation of these attractions
would he paid to the Gladiola Festival and Fair Committee, with a guarantee of at
least $1,000.00.
Council discussed the advisability of contracting for this type of entertain-
ment feeling that some attraction of this kind would have to be provided in order
to make the Festival a success , whereupon a motion was made by Councilman Butler,
seconded byCouncilmanWhite, that the City follow through with the Gladiola Fes-
tival and Fair Committee on their plan, providing the Committee reserves the right,
in their contract, to stop any undesirable shows. Upon call of roll the motion
carried unanimously.
City Manager Edmond advised the Council that ~rs. Weir, owner of propert~r
Just south of the Municipal Pool on So. Ocean Boulevard, would not consent to the
laying of a sidewalk on the line established as a sidewalk line unless the City
would agree to relinquish all claim to any property west of this line; not to
assess a~ costs to her property; and to use the west sidewalk line as a govern-
ing line for zoning purposes.
As this sidewalk line is intended to establish a permanent property line, the

consensus of opinion of the ~ouncil was that the City would be willing to relin-
quish all claim to property west of this sidewalk line if the property owner would
relinquish any claim on property east of this line. The other two requests of Mrs.
Weir were acceptable to the Council.
City Manager Edmond stated that the Town of Gulfstream was contemplating offer-
ing a franchise to the City of Delray Beach to furnish water to their Town.
Council agreed to consider a proposition of this kind if made by the Town of
Gulfstream.
Council then adjourned.
