A Workshop Meeting of the City Commission of the City of Delray Beach, Florida, was called to
order by Mayor Nelson S. McDuffie in the First Floor Conference Raom at City Hall at 6:11 p.m.,
on Tuesday, August 9, 2011.
Roll call showed:

Mayor Nelson S. McDuffie caIled the workshop meeting to order and announced that it had been
called for the purpose of considering the following Items.
WORKSHOP MEETING AGENDA
1. Old School S care Annual Re ort and Bud et Presentation
Mr. Joe Gillie, President and CEO of Old School Square (OS5), thanked the Commission for
having them tonight and introduced Bob Schwartz, Finance Director, two former OSS
Presidents: Ms. Jan Kucera and Dr. Jay Alperin; as well as Board Members Bill Brant~ng, Stacy
Halberg, Bob Currie and staff member Brian Ridolfo, Technical Director at Crest Theatre. He
stated they had an extremely successful year and Crest Theatre sold out last year. He discussed
increases regarding arts education classes, Cornell Museum attendance, community partnerships
and stated they restructured their strategic plan and expanded community participation. Mr.
Gillie stated they increased their endowment. They are in an economic decline and there is more
competition for sponsorship dollars. He discussed programming costs for bringing in a variety
of shows and programs. In 2013, the Cornell Museu~x~ will be 100 years old and Mr. Gillie
discussed expenses regarding the building. Old School Square understands the City's new
demographics and changes in what is going on in the community and the need to reflect this.
There is a demand for innovative uses of the facility, and for more reduced fees and services.
Mr. Gillie stated last year they did roughly X220,000.00 in reduced fees and services to arts and
non-profit organizations. He highlighted some of the successes of the last year's season as well
as some of the programs they have planned for this year. He stated he is proud of 055
partnerships. He stated Old School Square is fiscally responsible and discussed their budget and
stated it is used to expand programs and the work they do. Mr. Gillie discussed the track record
of Old School Square, its many contributions to the community, various organizations that Old
School Square works with, programs/events that OSS offers, their goals and strategic plan.
Mr. Carney stated the presentation was well done.
Mrs. Gray stated Old School Square has done a great job and she is excited about the new
programs targeted toward youth.
Mr. Frankel stated he is excited about programs for new demographics and commented about
the Old School Square partners.
Mayor McDuffie stated Old School Square did a great job on the presentation.
Mr. Harden stated Old School Square's liquor license request will be placed on the next agenda.
2. Friends of the Levitt Pavilion Delray_Beach Presentation
Ms. Jan Kucera and Mx. Ball Bxanning presented this item. asking fox Cotxanaission consensus on
whether or not this would be good to bring to Delray Beach. They discussed the history of the
Levitt Foundation and the various cities that have partnered with them. They showed a video as
well and discussed the details of entering into a partnership with the Levitt Foundation regarding
naming rights, fundraising and dollar snatching as well as a 25 year commitment. Brian Ridolfo
discussed the current state of the OSS pavilion and what structural changes or additions may
need to be completed.
Mr. Franl~el thanked them fox the presentation and stated he is concerned with the scheduling
and the n~unber people that may attend.
Mrs. Gray stated this is a great way to bring people together and would like to see the project
move forward. She asked if the Friends of Levitt will raise dollars and if there will be children's
shows.
Mr. Carney stated this is a great thing to bring to Delray Beach and believes it will be a great
success. He has na problem with renaming the facility. He asked will OSS or the city be able to
use the pavilion for themselves. He discussed the 25 year lease commitment.
Mayor McDuffie feels the amphitheater is dramattcally underutilized. He stated there are
questions regarding logistics and financing. However, Commission is conceptually on board
with this.
Mx. Harden stated we are now at the point where the City Attorney should get involved to work
on a contract.
3. FY 2012 Budget
Mr. Harden stated he wanted Commission to review the recommendations £rom the Special
Events/Grants Committee.
Mrs. Gray asked if the committee for the Martin Luther King, Jr. celebration and Old School
Square have asked for extra money.
The City Manager stated the Library nor Old School Square asked fox additional dollars. We will
fund them for the same amount they have received the last two years. Mr. Barcinski gave a brief
overview of the process and stated overall the funding was lowered by X1,500.00.
Mr. Frankel stated the Community Redevelopment Agency (CRA) is not interested in funding
Tennis an the Avenue. Mr. Barcinski clarified this issue.

Mr. Frankel stated the recommendations from the comzx~ittee look great as presented.
Mr. I-Iarden discussed the Final Repoxt frorr~ the ICMA Study regarding the Police Department.
He highlighted pages 16, 18, 28, 29, 33, 35 and 3$ which discussed recommendations, graphs,
community patrol resources, different kinds of calls that the police department handles,
categories, the front desk and community affairs.
Police Chief Anthony Strianese stated Pages 1-5$ provide sumrnary and Pages 59-104 is the data.
He has not reviewed this iii detail but will be looking at it.
Mayor McDuffie stated this should be reviewed carefully and judiciously.
The City Manager asked Commission to schedule a budget workshop for Tuesday, August 30,
2011. It was the consensus of the Commission to have the workshop as suggested by the City
Manager. He informed Commission that he has met with the consultant for the Fire
Assessment Study.
Mayor McDuffie adjourned the Workshop Meeting at 7:59 p.xn.
