Upon call of the Mayor a Special Meeting of the City Council ~as held in the
Council Chambers at 7:30 P.M. to consider the operation of beach concessions for
the coming season, and for arO, other necessary business, with Mayor M. M. DeWitt in
the Chair, and City Attorney J. W. Nowlin, and the following Councilmen present: B.
C. Butler, F. B. McNeece, J. B. Smith and C. J. White, a quorum being present.
Several members of the Sub-Deb Club ~ere present, who asked that the Council
reconsider their previous action with reference to allowing them to hold a ~_~ce in
the U. S. 0. building on the night of December 29th, stating that Mr. Holroyd had
given them this permission before he knew the building would be turned back to the
City on December 27th, and they had made all arrangements for the dance. No other
building was available at this time. They stated that they were sponsored by the
Jr. ~c~an's Club, would be properly chaperoned, and would havethe building cleanest
after the dance.
After consideration by the Council, a motion was made by Councilman McNeece,
seconded by Councilman Butler, that the Sub-Deb Club be allowed to use the building,
with the understan~Bg that will be a special concession and exception to the rule,
and the building will not be let out until the course of operation is decided. Upon
call of rollthe motion carried unanimously.
Mayor DeWitt then explained that two licenses had been issued for beach co~ces-
sioas, for the renting of equipment on the beach, and there had developed a question
or'who should operate in which section of the beach.
Mr. Fred R. Neafie contended that last year they had drawn cuts to determine their
loc~tions, and he bad drawn the south end which was the worst end of the beach. Ho~-
ever he had built up his clientele there, and they were now expecting him back there
this year.
Mr. Joseph Buehler then explained that he had been instructed by his employer
to get the south end of the beach if possible, as the north end ~as ba~ly damage~
by the hurricane, and the road was still under construction, which would delay'~
their business for several more weeks.
The Council explained to both men that it was not a problem for it to decide~
and that satisfactory arrangements ~Ast be made between themselves, or their licenses
would have to be revoked.
Mr. Buehler, Manager of Johm's Beach Service, finally agreed to keep the north
end of the beach, both men to operate in the same location as last year, with the
understandino~ that they could do no soliciting of business anywhere on the beach.
Police Chief Croft advised the Council that the motorcycle recently purchased
must be equipped with a two-way radio in order to make it of any use, stating that
it was essential for a patrolman to be in co~unication with the Police Station at
all times, in case of an accident or an emergency of any kind. Chief Croft estimated
the cost of this equipment to be approximately $400.00, and should be Motorola
equipment to conform to the equipment used on the police cars.
A motion was made by Councilman Butler, seconded by Councilman Smith, that the
Clerk be instructed to request bids from three Companies for furnishing Motorola
two-way radio motorcycle equipment. Upon call of roll the motion carried unanimously.
In compliance with a recommendation of Cou$~ilm~n White, Chief Croft was instruc-
ted to put up 10 minute parking signs in front of the Post Office on S. E. 1st Avenue
at once.
Chief Croft was also instructed to either mark the west side of Rorth Swinton
Avenue, adjoining the school property, for parallel parking, or to put up signs

painted throughout the City.
