Res 36-12RESOLUTION NO. 36 -12 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DELRAY BEACH, FLORIDA, AMENDING RESOLUTIONS 24 -09, 32 -09, AND 15 -10 REGARDING THE GREEN IMPLEMENTATION ADVANCEMENT BOARD IN ORDER TO ELIMINATE TWO BOARD MEMBER POSITIONS; PROVIDING AN EFFECTIVE DATE. WHEREAS, the State of Florida has established the Florida Energy Commission as well as the Century Commission for a Sustainable Florida which has recommended the state make energy security and greenhouse gas reduction a top priority; and WHEREAS, the City of Delray Beach recognizes the importance of environmental stewardship regarding energy, water, air, land, and waste; and WHEREAS, the City Commission of the City of Delray Beach, Florida, desires to establish a Green City Task Force to make recommendations to the City Commission regarding environmental sustain-ability and ideas to implement the recommendations. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DELRAY BEACH, FLORIDA, AS FOLLOWS: Section 1. That the City Commission of the City of Delray Beach, Florida, hereby agrees to amend Resolutions 24 -09, 32 -09, and 15 -10 as set forth below: A. Green Task --FerEe Implementation Advancement Board Member Requirements: 1. The Task Fei!e e Green Implementation Advancement Board shall consist of e five 5 members and two (2) alternates appointed by the City Commission, &e (5) titeinbets shag be appointed for an if�! teffn of efte (1) yeat- a:nd two (2) , all appointments shall be for two (2) years, with two (2 ) terms expiring in odd - numbered years and three (3) terms expiring in even - numbered years so as to create staggered terms. 2. All members shall have expertise or an interest in environmental conservation and sustainability and shall be residents of or own property in the City, own a business within the City, or be an officer, director or manager of a business located within the City. BACKGROUND In an effort to ensure that there are a sufficient number of volunteers to serve on the Green Implementation Advancement Board (GIAB), the total number of members is requested to be reduced fiom (7) members with two alternates to five (5) members with two alternates. All appointments would continue to be for two (2) year staggered terms to ensure that experience is retained. All members would continue to be required to possess expertise and/or an interest in environmental conservation and sustainability and shall be residents of or own property in the City, own a business within the City, or be an officer, director or manager of a business located within the City. Changing the total number of GIAB members is expected to ensure that there are enough volunteers that are committed to serve as well as to enable the Board to meet with a smaller quorum requirement should there be a conflict and members are unable to attend a meeting.
