Harden, City Manager DATE: September 21, 2012 SUBJECT: AGENDA ITEM WS.1 -WORKSHOP MEETING OF SEPTEMBER 24, 2012 DISCUSSION OF CITY MANAGER RECRUITMENT PROCESS ITEM BEFORE COMMISSION The item before the Commission is a review of recruitment materials and a discussion regarding the City Manager recruitment process. BACKGROUND Kurt Bressner, Florida City and County Management Association (FCCMA) and the International City/County Management Association (ICMA) Range Rider Coordinator will be in attendance at the workshop meeting to review recruitment materials and discuss the City Manager recruitment process with the Commission, including the following items: · Review attributes report. · Review and approve draft of profile. · Establish a salary range for the position advertisement. · Finalize the procedure to advertise and timeline for applications to be accepted. · Discuss the timeline for Commission selection of interview finalists. · Discuss funding for travel of candidates as required. Delray Beach, Florida City Manager Profile Assessment ©Kurt Bressner 1 City of Delray Beach, Florida – City Manager Profile Skills and Attributes – 2012 Composite of Delray Beach City Commission Responses Interviews Conducted September 8, 10th and 11th, 2012 Summary of Report: This report summarizes the results of in-‐person or phone interviews with each member of the Delray Beach City Commission. The interviews were conducted between September 8 and 11, 2012. The report is a recommended exhibit to the recruitment profile for the City Manager position being prepared by the City of Delray Beach because the report provides a very good overview of the City Commission’s expectations of a City Manager. The report contains a review of 36 attributes or job skills that the City of Delray Beach is looking for. In addition, the report provides a review of other issues and concerns as voiced by members of the City Commission, including an indication of what the priority issues would be in the first year of employment with the City. Overall, the City Commission has expressed consensus on 13 critical skills or attributes of a successful City Manager. These are discussed in the report in detail, along with 10 very important skills or attributes, also identified by the City Commission. In addition to these 23 critical and very important skills or attributes, the City Commission provided information on 7 important and 6 desirable skills or attributes, recognizing that a successful City Manager may not possess all 36 of these skill or attributes. Methodology: Each member of the City Commission was provided with a blank copy of the worksheet to review before the meeting with the Range Rider. Individual meetings or phone conferences were held between the City Commission members and the Range Rider. A draft report was prepared and sent to each of the members of the Commission following the meeting or phone conference. Each Commission Member reviewed this or her draft report and advised the Range Rider of acceptance or changes. This report provides the average importance of each skill or attribute to the City Commission followed by comments as reported by the Commission members. Individual reports from each member of the City Commission were also retained as reference. The individual scores were reported without attribution to show if there was a difference of opinion. There are four levels of importance: Critical: 5.0-‐4.8 Very Important: 4.7-‐4.4 Important: 4.3-‐4.0 Desirable: 3.9 and lower Overall, the City Commission expressed consensus on 13 critical skills or attributes and 10 very important skills or attributes. It is very important to note that in identifying these skills and attributes, the City Commission was projecting their perceived needs in a new City Manager. They were neither commenting nor being critical of the incumbent City Manager. Administrative Skills -‐This includes demonstrated administrative abilities to develop policies, procedures and operating practices that are modern, effective, and have measurable outcomes. Written and Oral Communication Skills -‐Written and oral communication skills of the City Manager should be those that are clear, concise and complete. The City Manager must communicate effectively with a wide variety of interests and parties. Further, an effective City Manager can teach these skills, when necessary, to staff. Budget and Finance Skills -‐Budget and financial skills are viewed as a high priority. The City Commission seeks a City Manager who will also delegate budget and financial accountability work to others. Decision-Making Skills -‐The City Commission is looking for a thoughtful City Manager who can size up a situation accurately and quickly and then exercise decisive decision-‐making reflecting good judgment. The facts leading up to decisions should be based on careful evaluation and presentation of all options, including those that may be difficult or uncomfortable. Honesty/Ethics/Integrity – The City Commission is seeking these Core values unanimously. Leadership -An excellent City Manager leads by example, serving as a role model for staff. Keeps Current on City Projects /Keeps Commission Informed -‐The City Commission was unanimous in their desire to appoint a City Manager who understands and has demonstrated skills in keeping informed of community issues and, equally important, keeping the City Commission informed of key issues, even if this means bad news. Timely Execution of Commission Policy and Directives -‐This is another area of unanimous high expectation by the City Commission. The successful candidate must be able to show solid performance in this area with regular staff performance reporting with specific outcomes. Treats Others with Respect and Dignity -‐The position of City Manager is a powerful one. The City Commission is looking for someone who carries this power with humility and appreciation for other ideas, perspectives, and approaches. Recruits and Retains Competent Staff -‐The City Commission is aware that over the next 2 -‐5 years there will be retirements of key staff. The City Commission is looking for a candidate that has proven skills in melding current staff with new personnel coming aboard and in developing an excellent management team. The legacy of the current senior management team is superb and appreciated by the City Commission. Strategic Planning -‐The City Commission recognizes the benefits of an effective, continual, performance-‐based strategic planning process. The successful candidate must have demonstrated skills in strategic planning, especially in the area of being inclusive in the development of a plan and be effective supervising staff delivery of desired outcomes. Cultural Diversity -‐The City Commission is looking for a City Manager who has demonstrated skills of inclusiveness in a diverse setting and who understands cultural diversity as a source of community strength. Human Resource Skills -‐The City Commission is looking for a City Manager with demonstrated strong skills in human resources. This includes the ability to work effectively with all staff. Specialized Expertise (Pensions) -‐Like many other public organizations, pension obligations need review with possible revision to reduce costs. The City Commission is looking for a candidate with a good understanding of public pension issues who can work with outside experts, legislators, bargaining units and the City Commission to evaluate local pension issues and recommend changes, if needed. Works Whatever Hours Are Required -‐The City Commission expects the City Manager to expend whatever effort is necessary to perform the job. Composure at All Times -‐The City Commission expects the City Manager to convey an even demeanor and mature approach. Innovative -‐The City Commission is seeking a City Manager with a proven track record of new ideas and innovative approaches. Partners With Other Governmental Units -‐There is a history of Delray Beach actively participating with other units of governments on programs, services and activities that benefit the City. Therefore the City Manager should be comfortable in this area. Decentralized Leader With Staff Accountability -‐The City Commission seeks a City Manager with effective and consistent delegation skills. The City Manager must also demonstrate an ability to document performance and correct gaps quickly and effectively. Positivity and Accessibility -‐The City Commission expects the City Manager to have a positive "can do" attitude seeking solutions, assets, and opportunities. The City Manager must be open and accessible to citizens, businesses, staff, and the entire City Commission. Listening Skills -‐An effective leader is one who can step back and listen to what others are saying in away that reflects effective use of feedback and clarification to make sure the City Manager understands the issue or concern. Commission Relations -‐In the area of Commission Relations, the City Commission made it clear in their comments that a City Manager does not have to seek full agreement on all issues with all parties. Rather, the City Commission is looking for a City Manager who can facilitate the conversation so that all voices are heard. Labor Relations and Collective Bargaining – The City Commission felt the support staff and outside assistance in the collective bargaining process required a City Manager who would consult with the team but not be directly involved with discussions. In short, a City Manager who is familiar with the collective bargaining experience. Community Relations – The City Commission felt that this is a shared responsibility between elected officials, departments and the City Manager. Infrastructure and Facilities -‐City Manager who understands community needs and can plan for improvements leaving the details and implementation to department heads. Intergovernmental Relations -‐This is an area where the City Commission felt experience by the City Manager in advocating local government needs and issues to county, state and federal governments would be beneficial to Delray Beach. In addition, the ability by the City Manager to work collaboratively with other local governments is an important skill. Ability to Build Consensus – This is related to Commission Relations. The City Manager fills a facilitative role to make sure that all options are addressed and that the City Commission can make informed decisions. Sensitivity to Other’s Needs and Positions – The City Commission seeks a City Manager who stays aware of Commission and community perspectives. The City Commission felt that experience in other locations was a benefit and that the new City Manager could acclimate to Florida-‐specific regulations, customs and practices. Economic Development /Revitalization – The City Commission is looking for a City Manager who can play a strong supporting role to an on-‐going, effective program. Innovation and Major Achievements – This may be redundant to seeking an innovative City Manager (see above in Very Important Skills or Attributes). I suggest this skill be deleted from the list. Information Technology – The City Commission is looking for a City Manager who is aware of information technology trends and resources to help guide the City’s progress in technology. Ambassador for the City – The City Commission felt this was not a major attribute necessary for the position. The City Commission plays a more prominent role in this area. Outgoingness/Confidence/Proactivity – This is reflected in another attribute or skill. Where provided, this report includes comments from members of the City Commission in the attributes areas. A solid line between the comments indicates comments from a different member of the City Commission. Where you see the word “End” that means the last comment on the issue by a particular City Commission member. Not all members of the City Commission had comments on all of the attributes areas. To see specific comments by individual members of the City Commission, please review the separate reports from each member of the City Commission. In some instances I have commented on some of the skill or attribute areas, as well. At the end of the report are additional comments by the City Commission, as well as an indication of priority issues for the new City Manager in the first year of employment with the City. These are also copied below. 1. ADDITIONAL EXPECTATIONS, SKILLS OR ATTRIBUTES FOR THE POSITION: Maintains enough “distance” that the HR actions are not personally excruciating but an ability to balance as enough as it takes for staff and management to respect the CM. During the candidate review process and interview, it is important to see how the candidate made a mark on their community. City Manager experience in a complex, diverse community or communities is very important. Looking for a City Manager that truly wants to work with the City Commission in development of policy and to provide the Commission with good, solid practical information about the issue at hand. A good CM will make sure the Commission has access to resources to solve problems. A good CM will encourage early involvement of the Commission in policy formulation. This also will allow more vetting of options and opportunities earlier in the decision process. More interaction between the CM and the Commission individually and with the Commission as a group provides a good environment to make sound decisions. Would like to see someone “youthful*” in spirit, heart and approach. Be open and respectful to new ideas and respectful of the history, tradition and culture of Delray Beach. *Youthful in this context does not mean age. 2. COMMUNITY ISSUES OR CONCERNS THAT WILL REQUIRE THE SPECIFIC ATTENTION OF THE CITY MANAGER IN THE FIRST YEAR OF EMPLOYMENT WITH THE CITY: There will be some fringe groups and former elected officials who will try to share power in the city. The same group(s) may pursue their own agenda that may cause dissention between organizations. Example DDA/DMC. The oversight of the CRA needs to be addressed. Budget issues Pension issues The DDA and Downtown Marketing issue Become well informed on community issues. David has a tremendous institutional memory that will be difficult to replace. The new CM needs to focus on how we develop a business incentive program to use available land for appropriate development or re-‐development. The new Visions 2020 program is an important initiative and an opportunity for the new CM to acclimate themselves to Delray Beach and play a key role in development and implementation of the final plan. Budget issues Development of the West Atlantic Avenue area is an important initiative that requires engagement of citizens in the process. The new CM must quickly understand the needs/perspectives/perceptions of the East and West Atlantic Delray Beach, Florida City Manager Profile Assessment ©Kurt Bressner 8 citizens. They may have points of agreement and conflict. The new CM will need to work with these as assets to the process. Budget and building up appropriate and sustainable reserves. Redevelopment of West Atlantic Avenue and engaging the citizens of the West Atlantic area so they know they are part of the process. The CM plays a key role in keeping the Commission informed and keeping the project on track and in focus with the approved goals. 3. OTHER CONCERNS OR RECOMMENDATIONS: Cloning David is going to be very difficult. A job well done! At present the department heads have a great working relationship with each other and there is effective teamwork and efficiency. This is a tribute to David. This is something that the new CM will inherit and must continue to grow/nurture. The staff has a tremendous role in the life of the community and should be engaged as much as possible in the recruitment process. While this is a Commission decision, I regard their input as being very important to the decision process. I appreciate the courtesy extended to me by the members of the Delray Beach City Commission and the assistance of the Delray Beach City staff. Can learn Florida-‐specific issues/rules so this is not a priority. End Comments: Not important. There is a benefit to have experience from other parts of the country. End Comments: The CM operates in a different realm than elected officials. Both are essential to the success of the community. The bridge is effective and regular communication. End Comments: Most important is that the CM is accessible to the Commission. Not looking for a buddy. Looking for someone who is there when the Commission needs them. End Comments: Building relations is important as are open and honest communication among parties. CM helps by setting tone and expectations. End • 7. Governmental Budget/Finance Skills 4.5, 5, 5, 5, 5 4.9 Critical Comments: Manager needs to engage skills of Finance staff in the budget process. End Comments: Past performance will be a good indication of success in this area. Very important that CM can make the tough decisions and do so with “heart.” End • 8. Human Resources Skills and Ability to Manage Professional Staff 4.5, 5, 4, 5, 5 4.7 Very Important Comments: Good HR skills are needed and best handled through strong, competent and well-‐rounded department heads. The CM is the leader and coach to the staff. End Comments: Good now, don’t want staff morale to drop. If City is run well, should not be an issue. Labor Relations /Collective Bargaining 3, 5, 4, 4, 5 4.2 Important Comments: Currently centralized and the new CM should be comfortable delegating this process. CM should be accessible and open to the citizens and community. Comments: CM must be very accessible and visible to community. The CM must embrace the culture, history and traditions of the City. Citizens must feel important and cared for by the CM’s Office and staff. End Comments: Department Heads do most of the work. That said, the CM needs to be open and accessible. End • 11. Intergovernmental Relations 4, 3, 4, 5, 4 4.0 Important Comments: DB is interdependent on other units of government so this is important. End Comments: Important to establish and maintain relations. It is important also that the CM know “who’s who” and “what’s what” to benefit Delray Beach. The CM also needs to have skills to open doors in Tallahassee, Washington and local areas. End Comments: Delray Beach does well here but it is important the new CM has strong skills here. The elected officials have a role here as well. Economic Development/Revitalization/Busine ss Retention/Relates to needs of City’s business community. 3.5, 3, 4, 5, 4 3.9 Desirable Comments: Currently, there is a strong program/staff in place. Direct work by CM not as crucial as helping guide policy discussion and implementing approved programs. End Comments: ED staff is in place. CM Role to provide big picture view and work with Commission/business community. End Comments: Not a core job function of the CM. A good economic development program is in place. CM is part of the process and program. End Comments: Delray Beach is making good progress. CM has to have skills to jump into the process and play an important supporting role to the success of the initiatives. End Comments: Important that the CM stay engaged with current economic development initiatives and keep the Commission informed of progress toward their goals. End Reviewer Comment: The Commission is very supportive of Economic Development initiatives. The perceived role of the CM is more supportive and working collaboratively with other agencies to make things happen. While scored as desirable, this attribute may be more relevant and important. End Comments: Important to lead by innovation, be an outside the box thinker and open to new ideas and present options for consideration. End Comments: Important but don’t need a Nobel Prize Winner. Candidates should document accomplishments in this area. End • 14. Infrastructure and Facilities 3, 5, 4, 4, 5 4.2 Important Comments: Similar to ED. Situation is well managed through excellent department heads. Direct work by CM less crucial. Knowledge of issues and necessary changes is important. End Comments: Strong department head skills exist in this area that CM can rely on. Still the CM needs to know issues, concerns and goals. Just not a hands-‐on area. End Comments: Work effectively with Department Heads to stay ahead of issues. Not a current problem area. End Comments: Important area for the CM to understand the issues and help plan the improvements. While mainly a department head role, the CM shapes the conversation with the City Commission. End • 15. Specialized Expertise in pension review, reform and restructuring 4.5, 5, 4, 5, 5 4.7 Very Important Comments: A current issue for DB to review but also a state and national matter. CM should be well grounded in issues and able to articulate positions and lobby for changes. End Comments: A key issue now. CM should have skills to guide process and ability to ask the right questions to those working on resolving the issues. KB: 08/27/12, Revised 9/3/12 to add – Part 1: business retention and relates to needs of City’s business community (#12) pension review skills (#15) City Commission Selects Recruitment Process to Fill City Manager Position September 7, 2012: The Delray Beach City Commission has selected the Range Rider program to assist the City with the recruitment and selection process for the next City Manager, which will be open due to the retirement of long time Manager David T. Harden. Recently, Mr. Harden announced he will retire from the City in early January 2013, after twenty-two (22) years of service to the Delray Beach community. The Range Rider program is sponsored by the Florida City and County Management Association (FCCMA) and the International City/County Management Association (ICMA), which utilizes retired, long-term and respected local government managers to assist the City Commission and staff with the recruitment of an executive municipal manager. All Range Rider expenses are supported by the FCCMA & the ICMA. Thus, the City will not incur any outside consulting/contracting costs with this recruitment and selection process. The other options that were considered by the City Commission included selection of a professional recruitment firm (expected fees to range from $20,000 to $30,000) or utilize the process that is similar to other employment searches completed by the City, which do not generate any additional expenditures other than staff costs associated with the selection process. The candidate recruitment and selection process is expected to take 4 to 7 months to complete. This process includes: developing a job advertisement and other recruitment materials, screening/reviewing applicant qualifications, identifying a short list (semi-finalist) candidate pool, conducting background and reference checks, completing in-person interviews and selection of a new City Manager by the City Commission. In addition, once the selection process and contract have been finalized, it may take another 1-2 months before the new City Manager takes office (depending on the amount of notice that is required for the selected candidate’s current employment and/or if an internal candidate is selected). As a result of the extended time requirements needed to complete this process, the Commission determined that is was necessary to begin this process immediately. The Range Rider program has designated Kurt Bressner, retired City of Boynton Beach City Manager and current ICMA/FCCMA Range Rider Coordinator, to assist the City in its search for a new City Manager. Recently, Mr. Bressner met with the City Commission to discuss the selection process, which included: 1. Discuss the interview process with the City Commission and ascertain the desired attributes for this position (members of the Commission will be asked to complete a questionnaire to determine the desired attributes). 2. Discuss recruitment with key City staff and other parties as designated by the City Commission. 3. A report will be generated, based on the results of the completed questionnaire, and discussed with the City Commission. 4. These pioneers established a settlement roughly one mile west of the ocean near Delray Beach’s current downtown core. The following year, Michigan native and US Congressman William S. Linton brought a small party of settlers and a civil engineer to the area and began to develop a town, which he name after himself. About three years later, the small community, known as the Town of Linton, suffered severe hardship when their first crops were destroyed by a freeze and many townspeople left amid financial ruin. In November 1898, W.W. Blackmer, a former railroad clerk, brought the remaining settlers together and proposed a new name -the Town of Delray -in the hope that this would inspire a new beginning of prosperity and growth. Delray grew into a strong farming community, shipping pineapples, tomatoes and other fruits and vegetables to northern markets. An election was held on October 9, 1911, resulting in 56 of 57 votes (one abstained) in favor of incorporation of the Town of Delray. The City has implemented a number of codes to ensure safe and strong residential neighborhoods are maintained, while at the same time enabling fair business opportunities to provide these important recovery-related services. Proposed Charter Amendments The City is in the process of including a number of proposed Charter amendments on the March 2013 election ballot to be considered and voted on by the electorate of Delray Beach: City Commission Term Limits – Currently, the term of office is two (2) years with a maximum of three (3) terms (not including any partial terms) for a maximum total of six (6) years that can be served. It is proposed to change the term of office to a three (3) year term of office with a maximum of (2) terms for a maximum total of six (6) years that can be served. Expanded Term Limits for City Commissioners who become Mayor – It is proposed that the time a person spends as a Commissioner will not count towards the term limit for Mayor, if the person assumes the Office of Mayor directly from the Office of Commissioner. Thus, enabling an elected official to potentially serve a total of 12 consecutive years. City Manager – Propose removing the language that provides that the City Manager’s salary may not be reduced. Maintaining A Healthy and Vibrant Downtown Core Downtown Delray Beach continues to serve as a focal point for our community’s identity and is a vital part of our local economy. It assists in reinforcing our citizens' vision of a City with a small town feeling/character and pedestrian friendly streets that offers urban amenities at the highest levels. The City Manager must be open and accessible to citizens, businesses, staff , and the entire City Commission. Listening Skills -‐ An effective leader is one who can step back and listen to what others are saying in away that ref lects effective use of feedback and clarification to make sure the City Manager understands the issue or concern. Commission Relations -‐ In the area of Commission Relations, the City Commission made it clear in their comments that a City Manager does not have to seek full agreement on all issues with all parties. Rather, the City Commission is looking for a City Manager who can facilitate the conversation so that all voices are heard. Labor Relations and Collec tive Bargaining – The City Commission felt the support staff and outside assistance in the collective bargaining process required a City Manager who would consult with the team but not be directly involved with discussions. In short, a City Manager who is familiar with the collective bargaining experience. Community Relations – The City Commission felt that this is a shared responsibility between elected officials , departments and the City Manager. Infrastructure and Facilities -‐ City Manager who unders tands community needs and can plan for improvements leaving the details and implementation to department heads. Intergovernmental Relations -‐ This is an area where the City Commission felt experience by the City Manager in advocating local government needs and issues to county, state and federal governments would be beneficial to Delray Beach. In addition, the abili ty by the City Manager to work collaboratively with other local governments is an important skill. Ability to Build Consensus – This is related to Commission Relations. The City Manager fills a facilitative role to make sure that all opti ons are addressed and that the City Commission can make informed decisions. Sensitivity to Other’s Needs and Positions – The City Commission seeks a City Manager who stays aware of Commission and community perspectives. Economic Development / Revitalization – The City Commission is looking for a City Manager who can play a strong supporting role to an on -‐going, effective program. Innovation and Major Achievements – This may be redundant to seeking an innovative City Manager (see above in Very Important Skills or Attributes). I suggest this skill be deleted from the list. Information Technology – The City Commission is looking for a City Manager who is aware of information tec hnology trends and resources to help guide the City ’s progress in technology. Ambassador for the City – The City Commission felt this was not a major attribute necessary for the position . The City Commission plays a more prominent role in this area. Out goingness/Confidence/Proactivity – This is reflected in another attribute or skill. Where provided, this report includes comments from members of the City Commission in the attributes areas. A solid line between the comments indicates comments from a different member of the City Commission. Where you see the word “End” that means the last comment on the issue by a particular City Commission member. Not all members of the City Commission had comments on all of the attributes areas. To see specific com ments by individual members of the City Commission, please review the separate reports from each member of the City Commission. In some instances I have commented on some of the skill or attribute areas, as well. At the end of the report are additional co mments by the City Commission , as well as an indication of priority issues for the new City Manager in the first year of employment with the City. ADDITIONAL EXPECTATIONS, SKILLS OR ATTRIBUTES FOR THE POSITION: Maintains enou gh “distance” that the HR actions are not personally excruciating but an ability to balance as enough as it takes for staff and management to respect the CM. During the candidate review process and interview, it is important to see how the candidate made a mark on their community. City Manager experience in a complex, diverse community or communities is very important. Looking for a City Manager that truly wants to work with the City Commission in development o f policy and to provide the Commission with good, solid practical information about the issue at hand. A good CM will make sure the Commission has access to resources to solve problems. A good CM will encourage early involvement of the Commission in poli cy formulation. This also will allow more vetting of options and opportunities earlier in the decision process. More interaction between the CM and the Commission individually and with the Commission as a group provides a good environment to make sound de cisions. Would like to see someone “youthful*” in spirit, heart and approach. Be open and respectful to new ideas and respectful of the history, tradition and culture of Delray Beach. *Youthful in this context does not mean age. 2. COMMUNITY ISSUES OR CONC ERNS THAT WILL REQUIRE THE SPECIFIC ATTENTION OF THE CITY MANAGER IN THE FIRST YEAR OF EMPLOYMENT WITH THE CITY: There will be some fringe groups and former elected officials who will try to share power in the city. The same group(s) may pursue their own agenda that may cause dissention between organizations. Example DDA/DMC. The oversight of the CRA needs to be addressed. Budget issues Pension issues The DDA and Downtown Marketing issue Become well informed on community issues. David has a tremendous i nstitutional memory that will be difficult to replace. The new CM needs to focus on how we develop a business incentive program to use available land for appropriate development or re -‐development. The new Visions 2020 program is an important initiative an d an opportunity for the new CM to acclimate themselves to Delray Beach and play a key role in development and implementation of the final plan. Budget issues Development of the West Atlantic Avenue area is an important initiative that requires engagement of citizens in the process. The new CM must quickly understand the needs/perspectives/perceptions of the East and West Atlantic Delray Beach , Florida City Manager Pro file Assessment ©Kurt Bressner 8 citizens. They may have points of agreement and conflict. The new CM will need to work with these as assets to the process. B udget and building up appropriate and sustainable reserves. Redevelopment of West Atlantic Avenue and engaging the citizens of the West Atlantic area so they know they are part of the process. The CM plays a key role in keeping the Commission informed and keeping the project on track and in focus with the approved goals. 3. OTHER CONCERNS OR RECOMMENDATIONS: Cloning David is going to be very difficult. A job well done! At present the department heads have a great working relationship with each other and the re is effective teamwork and efficiency. This is a tribute to David. This is something that the new CM will inherit and must continue to grow/nurture. The staff has a tremendous role in the life of the community and should be engaged as much as possible in the recruitment process. While this is a Commission decision, I regard their input as being very important to the decision process. KB: 08/27/12 , Revised 9/3/12 to add – Part 1: business retention and relates to needs of City ’s business community (#12) pension revi ew skills (#15) City Commission Selects Recruitment Process to Fi ll City Manager Position September 7, 2012: The Delray Beach City Commission ha s selected the Range Rider program to assist the City with the recruitm ent and selection process for the ne xt City Manager, which will be open due to the retirement of l ong time Manager David T. Harde n. Recently, Mr. Harden announced he will retire from the City in early January 2013, after twenty-two (22) years of service to the Delray Beach community. The Range Rider program is sponsored by the Florida City and County Management Association (FCCMA) and the International City/County Mana gement Association (I CMA), which utilizes retired, long-term and respected lo cal government managers to assist the City Commission and staff with the recruitment of an executive municipal ma nager. All Range Rider expenses are supported by the FCCMA & the ICMA. T hus, the City will not in cur any outside consulting/contracting costs with this recruitment and sele ction process. The other options that were considered by the City Commission included selection of a professional recruitme nt firm (expected fees to range from $20,000 to $30,000) or utilize the proce ss that is similar to other employment searches completed by the City, which do not generate any additional expenditures other than staff costs associated with the selection process. The candidate recruitment a nd selection process is expe cted to take 4 to 7 months to complete. This process includes: developing a job advertis ement and other recr uitment materials, screening/reviewing applic ant qualifications, identifying a short list (semi-finali st) candidate pool, conducting background and reference ch ecks, completing in-person interv iews and select ion of a new City Manager by the City Commi ssion. In addition, once the select ion process and contract have been finalized, it may ta ke another 1-2 months before the ne w City Manager take s office (depending on the amount of notice that is requi red for the selected candidate’s cu rrent employment and/or if an internal candidate is sel ected). As a result of the extended time requirements needed to complete this process, the Commission determined that is wa s necessary to begin this process immediately. The Range Rider program has designated Kurt Br essner, retired City of Boynton Beach City Manager and current ICMA/FCCMA Range Rider Coordinator, to assist the City in its search for a new City Manager. Recently, Mr. Bressner met wi th the City Commission to discuss the selection process, which included: 1. Discuss the interview process with the City Co mmission and ascertain the desired attributes for this position (members of the Comm ission will be asked to complete a questionnaire to determine the desired attributes). 2. Discuss recruitment with key City staff and ot her parties as designated by the City Commission. 3. A report will be generated, base d on the results of the completed questionnaire, and discussed with the City Commission. 4. Once this process is completed, the recruitment profile will be developed and advertised nationally. These pioneers established a settlement roughly one mile west of the ocean near Delray Beach’s current downtown core. The following year, Michigan native and US Congress- man William S. Linton brought a small party of settlers and a civil engineer to the area and began to develop a town, which he name after himself. About three years later, the small community, known as the Town of Lin- ton, suffered severe hardship when their first crops were destroyed by a freeze and many townspeople left amid financial ruin. In November 1898, W.W. Blackmer, a former railroad clerk, brought the remaining settlers together and proposed a new name - the Town of Delray - in the hope that this would inspire a new beginning of prosperity and growth. Delray grew into a strong farming community, ship- ping pineapples, tomatoes and other fruits and vegetables to northern markets. An election was held on October 9, 1911, resulting in 56 of 57 votes (one abstained) in favor of incorporation of the Town of Delray. John Shaw Sundy served as the first Mayor and held this position for 7 terms. In the early 1920's, the Town Council changed the name from the Town of Delray to the City of Delray. In 1923, the land east of the Intracoastal Waterway was incorporated as Delray Beach and in 1927 the City of Delray and Delray Beach merged to form the City of Delray Beach. The City has recently been recog- nized nationally as a Playful City USA and offers the highest quality athletic fields and facilities (most have recently been renovated), including soccer fields, baseball diamonds (including a Miracle Field), football facilities, swim- ming pools and splash park, public tennis courts (clay and hard -court), golf courses, basketball courts, boat ramps and fitness trails. In an economy that has pro- duced lower revenues and significantly reduced expenditures, service delivery has been affected as well as the ability to introduce new and/or expanding revenue options. Thus, it has become challenging to ensure projects, programs and services that are enjoyed and expected by our community continue to be offered while ensuring that Delray Beach remains a great place to live, work and play. Conflicts Between the Residential and Business Communities with the Recovery Community The recovery and rehabilitation industry is a growing business segment within Delray Beach as well as all of south Florida due to favorable climate conditions and low -cost housing. Although, many of these businesses are good corporate neighbors, conflicts have arisen due to safety issues and mixing recovery residences within single fami- ly communities. The City has implemented a number of codes to ensure safe and strong residential neighbor- hoods are maintained, while at the same time enabling fair business opportunities to provide these important re- covery -related services. Proposed Charter Amendments The City is in the process of including a number of proposed Charter amendments on the March 2013 election ballot to be considered and voted on by the electorate of Delray Beach: City Commission Term Limits – Currently, the term of office is two (2) years with a maximum of three (3) terms (not including any partial terms) for a maximum total of six (6) years that can be served. It is proposed to change the term of office to a three (3) year term of office with a maximum of (2) terms for a maximum total of six (6) years that can be served. Expanded Term Limits for City Commissioners who become Mayor – It is proposed that the time a person spends as a Commissioner will not count towards the term limit for Mayor, if the person assumes the Office of Mayor directly from the Office of Commissioner. Thus, enabling an elected official to poten- tially serve a total of 12 consecutive years. City Manager – Propose removing the language that provides that the City Manager’s salary may not be reduced. Maintaining A Healthy and Vibrant Downtown Core Downtown Delray Beach continues to serve as a focal point for our community’s identity and is a vital part of our local economy. It assists in reinforcing our citizens' vision of a City with a small town feeling/character and pedes- trian friendly streets that offers urban amenities at the highest levels. Our downtown attracts hundreds of t hou- sands of visitors each year and has been described as vibrant, lively, exciting, authentic, creative, family -oriented and unique. The City is working to expand the downtown and these qualities west to I -95 and north and south of Atlantic Avenue. This process embraces face -to -face direct contact and consensus building to create policy statements that govern multiple topics and issues to promote a healthy and vibrant community to live, work and play. The vibran- cy of the City that we experience today can be directly attributed to the previous three successful visioning pro- cesses that were conducted in 1988, 1994 and 2001.
