2nd Avenue. The Crossroads Club provides a meeting place

and serve an estimated 60,000 man-hours of meetings per

Mr. Horace M. Huffman, Jr. a building CRC Recovery Foundation can acquire for the
Mr. & Mrs. John H. McConnell exclusive use of the Crossroads Club on a rental-free basis to
Mr. & Mrs. Donald C. McGraw, Jr. the club.

Mr. & Mrs. Christopher R. P. Rodgers property containing 5980 sq. ft. and located within one and
Mr. & Mrs. Robert Schumann one half city blocks from the Crossroads Club's present
Mr. & Mrs. Macrae Sykes location. With an 18 car parking area nearby, it is an ideal
Mr. & Mrs. Henry S. Taylor set up for the club.

The property, located at 306 H.E. 2nd Street, is owned by
Donald McGraw who has offered it for sale to CRC Recovery
Foundation at the current assessed value of $275,000, which
is substantially below its purchase cost in 1987.
We have requested a phased payment schedule of roughly
one third each year ($90,000) for 3 years with no interest
charged on the unpaid balances. Additionally, we have
estimated the cost of upgrading approximately 4000 sq. ft.
from warehouse space to meeting room standards at
$60,000.
Therefore, the total cost of the project will come to $275,000
plus $60,000 or $335,000. It is our hope that the City of
Delray Beach and The Lattner Foundation will each provide
$100,000 in two $50,000 gifts in 1995 and 1996. We would
then undertake to raise the balance of $135,000 from major
annual givers to our CRC Recovery Foundation.
We feel we must secure a commitment from these two major
prospective givers before we, the board of CRC Recovery
Foundation, can be justified in signing a contract to purchase
the property with Don McGraw. Therefore, we would like to
have an answer, if at all possible, no later than March 1,
1995.
We will be delighted to show you the property and answer
any questions you may have. I will call you to arrange an
appointment to see the property.

A Recommendation to the Board of CRC Recovery Foundation
Subject: The purchase of Don McGraw's
office/warehouse building at
306 N.E. 2nd Street.
I. Description of Building - 6,100 square feet of office and warehouse
space with parking for 18 cars on the
property, and extra parking after 5pm on
the street and vacant lots nearby.
II. Purpose of the Purchase - To provide rent-free space for the sole use
of The Crossroads Club whose current
lease costs $26,000 per year, and escalates
at 3-4% per year based on C. of L..
increases to which the lease is tied. Rental
savings from 1996 and beyond can be used
by Crossroads to further enhance its
"Living Skills" program for alcohol and drug
abuse victims of the community. Title to the
property will remain in the CRC Recovery
Foundation.
III. Terms of the purchase - Mr. McGraw's price for the property is
$275,000, the current assessed valuation.
IV. Costs of Retrofitting Building to Accomodate Crossroads Club needs-
As a rough figure prior to getting estimates
from an architect, we believe $60,000 will
be adequate to cover these expenses.
V. Total cost of the project would come to $275,000 + $60,000 = $335,000.

Facts about The Crossroads Club of Delray Beach
Mission Statement To provide a physically safe, properly maintained,
mentally healthy, and spiritually enlightened environment
for those in the recovery process; to offer support and
growth opportunities for a better life for themselves, their
families, and the community in which they live. To
develop and implement programs and seminars that
support and enhance the recovery process.
History Founded in 1982, the purpose of Crossroads is to provide
a permanent meeting place for individuals recovering
from alcohol and drug abuse in the Delray Beach area
where attendees can find support and friendship through
meetings and fellowship with each other in a club-like
atmosphere any time of day - from 7:00am to 11 :OOpm, 7
days a week.
The club has been in its present location since 1985 - 241 N.E. 2nd Avenue. It
provides 3 meeting rooms accommodating 25 separate "groupsU which conduct a
total of 58 meetings per week and thus provide an estimated 60.000 man-hours of
meetings per year. Meeting facilities are provided for individuals recovering from
alcohol and drug abuse and other organized addictive groups like Overeaters
Anonymous and Food Addicts Anonymous. Estimated beneficiary statistics are
shown on Exhibit A, attached.
Crossroads is a Community Service Agency designated in August 1993 by the
Palm Beach County Judicial Court Community Service Program. Since that time
approximately 70 individuals have either completed their service or are actively
participating in the program.
CROSSROADS: Breaking the Cycle of Addiction

In addition Pathways Treatment Center, located in Delray Beach, has asked
Crossroads to participate in the Phase III Treatment Program requiring
community service work from recovering individuals as part of their last phase of
treatment. This program will begin in March of this year.
And recently the Crossroads Club has inaugurated a major innovation, the "Living
Skills Series" of lectures and workshop sessions to help addicts learn the skills
required to become active and productive members of our Delray Beach
community. This program is a first in the nation - another Delray Beach first.
To date, over 300 recovering individuals have participated in the Living Skills
Series covering subjects such as physical recovery, self-esteem, relapse
prevention, relationships, debt reduction and budgeting, and emotional recovery.
Governed by a 12-member volunteer board of individuals from both the recovery
groups and the local community, Crossroads is an established self-help
organization which is adequately funded with its $127,000 annual operating
budget. By having a rent-free building in which to carry on its operations it can
further develop its Living Skills program of adult education in the years to come.

The PMT recommends installing parking meters on East Atlantic A venue and several side
streets from the Intracoastal Waterway bridge to AlA. The purpose of the meters is two fold
as described below:
1. to create more parking spaces for shoppers and to encourage beach visitors to
use AlA parking areas;
2. to provide revenue to the City (Parking Management Team) for use to
construct additional lots in the area.
Enclosed is a summary of our recommendation for your review. We would appreciate it if
you would attend the next PMT meeting to be held on January 19, 1995 to discuss the
recommendation. The Parking Management Team following the January 19th meeting would
like to attend the next convenient City Commission workshop to discuss the proposal.

INTRODUCTION
In July of 1991, the City Commission of the City of Delray Beach appointed a Parking Study
Committee under the guidance of the Planning Department and the Community Redevelopment
Agency to address parking issues in the Atlantic Avenue business corridor stretching from 1-95
to AlA. The committee was charged with addressing current and future parking needs. The
committee made several recommendations to the City Commission in their study completed in
June of 1992. The City establislÍed a board to provide the City and other boards policy
recommendations on parking issues. Several important issues were discussed in the report stated
as follows:
1. A significant parking shortage exists in the beach area, particularly on Atlantic Avenue
between the Intracoastal Waterway bridge and AlA.
2. The PMT should generate revenues from meters and in-lieu fees to acquire land and
construction of parking. The monies would be deposited into a Parking Trust Fund.
The PMT held its first meeting on May 6, 1993, and has, over a 10-month period, evaluated
several recommendations in the 1992 study. The Board adopted as one of its major concerns the
parking shortage on East Atlantic A venue near the beach. Over this period the Board conducted
a merchant survey, met with several parking consultants, discussed AlA meter revenue and
collection by the City staff, and discussed parking ticket enforcement with the Police Department.
Finally, on November 3, 1994, the PMT voted to recommend the installation of meters on East
Atlantic Avenue (beach area) and to write a summary report to the City.
FINDINGS AND RECOMMENDATIONS
The PMT made the, following findings as a basis for their recommendations:
1. The parking on East Atlantic Avenue between the Intracoastal Waterway bridge and AlA
amounts to 43 spaces on the street, 18 spaces in the Holiday Inn surface lot at Andrews
A venue, and 15 spaces on side streets intersecting East Atlantic A venue. These spaces,
marked for two-hour limits, are utilized by beach visitors, merchants, and their
employees, and shoppers. .
The PMT recommends that these spaces be primarily for shoppers. Since parking
enforcement has not been effective, parkers do not obey the two-hour limit.
2. The merchant survey conducted in 1994 revealed mixed opinions about meters on the
Avenue. Some were concerned that the shoppers would be ticketed, therefore, would be
angry. However, 1/3 of the merchants who responded were decidedly in favor of meters.
The PMT recommends installation of meters in order to more effectively control the
use of the parking on the A venue for shoppers.
3. Parking space time limit enforcement was found in the last 18 months to be virtually
non-existent. The lack of enforcement played havoc in the equitable use of public, on-
street parking. In the November 3, 1994, PMT meeting Major Rick Lincoln announced
the Citizens on Patrol program and felt that enforcement of time limits would dramatically
improve.
The PMT strongly supports the Citizens on Patrol program and effective parking
enforcement.
4. The PMT studied the parking management program of the City of South Miami, FL and
discovered the following:
a. The police department was removed from collection and a private company was
retained to collect meter revenue and to issue tickets.
b. Revenues escalated dramatically from tickets and meters once new meters were
installed (many were defective), and a collection and enforcement system was
installed (from $17,000 to $400,000 annually).
c. Merchants and employees ceased parking in front of their stores.
d. City lots with 4 to 8 hour limits were utilized by long-term users.
The PMT recommends that the City study the feasibility of retaining a private
company to collect beach meters as well as the proposed A venue meters.
5. In April of 1994, the PMT discussed the potential revenues which could be generated by
76 meters on the Avenue, side streets, and the Holiday Inn lot. Revenue was calculated
on the basis of $1.00 per day per meter, operating 7 days a week. The average meter
collection on the beach is approximately $1.23 per meter per day (557 meters). Expenses
were estimated at 20% and maintenance and replacement reserve (or meter leasing) at
20%. The City of South Miami collects 55% of the gross income and the private
collector 45%. The collector provides the meters and maintains the meters. The resultant
cash flow for the Delray Be~ch case approximates $16,000 annually.
The PMT recommends installing meters on East Atlantic A venue and on the side
streets (Gleason, Andrews, and Seabreeze). Revenue from the meters should be
placed in the PMT Parking Trust Fund and used for acquisition of property and
construction of additional public parking.

Dear Board Members:
The following items were discussed with Bill Hampton on the issue of parking meters installed
eight years ago in the City of South Miami. The City, although smaller (population 13,000),
looks very much like downtown Delray Beach.
1. Eight years ago the merchants were opposed to meters. "Disregard the merchants if you
find the employees, merchants, and non-shoppers parking in your most desirable
locations. "
C 2. South Miami created four parking meter zones: 40 minutes for on-street parking on
Sunset Drive (Atlantic Avenue), one hour parking on side streets, four hour and five hour
parking for municipal lots. The meters take nickels, dimes, and quarters; $.40 per hour.
Turnover for the Sunset meters is eight times per day; previously, without meters, two
times per day. The City has 612 meters.
3. "Remove the police department from parking enforcement." This was strongly suggested.
The City went to a private service and annual revenues increased from $17,000 to over
$400,000 two years ago. The police department never seemed to have time to enforce.
They were always being called away for emergencies and errands. Without enforcement
there is no point in having parking meters. Patrons will quickly recognize that no one is
enforcing, and they will disregard the payment required.
4. Go to private collection and enforcement. The City hired a private company to collect
monies and were guaranteed a minimum revenue. The following outlines the
arrangements:
a. City receives 55% of gross revenue of meter collection. The private company
collects the money.
b. City receives 100% of permit fees ($19 per month for municipal lots only). The
( City issues the permits at City Hall.
c. City receives 100% of ticket revenue, however, the City contracts with Dade
( County to process the tickets, and the County receives '33-1/3% of the revenue.
Please note that the County uses its municipal courts to collect and is
computerized. The private collector is approved legally to issue tickets.
d. City is guaranteed $400,000 annually.
e. The private collector and enforcer maintains all meters, provides six days per
week, 7:00 a.m. to 6:00 p.m. service. The City owns its meters. Recently, the
private meter colleétion company spent $125,000 for new meters, but the City
amortized the cost over five years.
5. Merchants still complain, but parking would be worse without meters~
6. The City went to long-term parking lots with meters, however; a low revenue generator.
7. The meter and ticket revenues go into the City's general funds.
8. The private contractor is Ron Stroyne, (305) 595-4866.
9. "Do not use tokens. Merchants will abuse the cheaper fee and end up parking in front
of their stores".

CITY COMMISSION WORKSESSION DOCUMENTATION
SUBJECT: RECOMMENDATION FROM THE SEACREST PROPERTY TASK
TEAM REGARDING JOINT USE AND ACQUISITION OF THE
SEACREST PROPERTY

At its meeting of November 30, 1994, the City Commission via
Resolution #93-94, established the Seacrest Property Task Team.
This ad hoc committee's goals were to develop alternative joint
governmental use recommendations for the property located along
Seacrest Boulevard, west of Atlantic High School, and to develop
alternatives for joint governmental funding for the acquisition
and development of the subject property.
The Seacrest Property Task Team has meet on three separate
occasions. In its initial meeting the following consensus was
reached:
a) that Palm Beach County needed additional parking for the
Aqua Crest Pool;
b) that Atlantic High School is "land locked" and needs
expanded facilities for the cafeteria and gymnasium (school
enrollment is over 2,000 students; cafeteria capacity is at
375, and the gymnasium capacity is 800), as well as new
facilities for a weight room and wrestling room; and
c) that the Seacrest Property Homeowners Association was in
favor of the property being utilized for the expansion of
Atlantic High School, however was not particularly in favor
of outdoor recreational uses such as tennis or basketball
courts which would create light and noise intrusion on the
surrounding neighborhood.
The task team felt that the bes t use of the property would be
for the expansion of Atlantic High School for the use as a
multi-purpose gymnasium and/or parking lot. Agustin A.
Hernandez, Government Liaison Coordinator for the School Board
of Palm Beach County, had attended the Task Team meetings, and
agreed to work on a site plan for the property.
At the last meeting Mr. Hernandez presented to the task team a
sketch plan which provided for a 30,650 square foot athletic
facili ty with 144 parking spaces and two tennis courts (see
attachment). The task team felt that the athletic facility and
parking lot worked well on the site, and would address the needs
of the school as well as provide additional parking for the
County's pool. As proposed, the City would have joint use of
the facility for City sponsored leagues, after school programs,
and summer camps. It was however suggested that the tennis
courts be eliminated, and that additional parking spaces be
provided. The cost for such a development was estimated to be
approximately two million dollars.
County Commissioner, Mary McCarty attended the last task team
meeting. Ms. McCarty stated that the County would entertain the
use of park and recreation impact fees in the amount up to
$400,000 for the acquisition of the property. In order to
qualify for those funds, the property would need to be utilized
for some type of community facility (such as the proposed
athletic facility), and be available to everyone in Palm Beach
County. The joint use of the property could be achieved through
interlocal agreements. It was also suggested that Boynton Beach
be included as a participant given their close proximity to the
site, and the fact that some Atlantic High School students are
residents of Boynton Beach.
Based on the above, the Seacrest Property Task Team recommends
to the City Commission, that the subject property be developed
as an athletic facility for joint use by the City of Delray
Beach, City of Boynton Beach, Palm Beach County, and Atlantic
High School, and that the City Commission begin dialog with the
appropriate entities to pursue the acquisition and development
of the property.

Over the last several months, the City has received two separate
reports from Gee & Jenson, consulting engineers, on the ability of
the City Hall Facility to withstand a direct storm hit and more
specifically, what collateral damage might occur.
The first report titled Pre-hurricane Analysis for City of Delray
Beach - City Hall Facility concluded that in its present condition
the building has limited capacity for collateral storage and
protection. It further states that the single most economically
effective action the City can take to increase the storm resistànce
capacity of the facility is to provide appropriate window
shuttering.
The second report titled Hurricane Hardeninq Measures for City of
Delray Beach - City Hall 1982 Addition was more specific as to what
actions were necessary in order to increase the facilities ability
to take a more direct storm event. These recommendations are
listed in more detail in the report and include the following areas
of concern:
1. Roof Diaphram and Shear Chords: the structural components
of these systems are inadequate as designed and should be
repaired. Cost estimate for this work is $34,500.00.
2. Roof Joists: are overstressed due to being undersized by
the design engineer and are somewhat further compromised
by the addition of the mansard trusses in the 1989
addition. Cost estimate for this work is $22,000.00.
3. Exterior Steel Columns: along the corners, or "end zone"
of the building, are not adequately anchored by the fact
that the bolts are overstressed, which could allow for
the columns to lift and pull away from their bases. Cost
estimate for this work is $25,000.00.

4. Exterior Studs: for the second floor area are undersized
for wind resistance. Cost estimate for this work is
$40,000.00.
The report concludes that the 1989 addition was under-designed in
several aspects, as indicated above, and as a consequence results
in a questionable ability to withstand a storm in the upper levels
of a "Category II Storm." It further states that the City should
proceed with the recommended repairs and finally it concludes that
all openings should be properly shuttered.
Various staff members reviewed the reports, including the Head
Building Official, Jerry Sanzone; the Environmental Services
Director, William Greenwood; the City Engineer, Dan Beatty; the
Deputy Director of Construction, Howard Wight and the Assistant
Construction Manager, José Aguila, and all agree that these repair
actions are of questionable value and that the benefi;t. to cost
relationship will not result in enough level of comfort or
assurance, that the facility will in fact withstand a Category II,
or higher storm. The expenditure of $150,000.00 to $200,000.00 is
not warranted for this work. The one part of the report which is
imperative that the City implement as soon as possible is the
shuttering of all openings.
Currently, the City is bidding the shuttering of the openings for
the north wing, the 1989 addition, of the City Hall Facility.
These openings will have Aluminum Accordion type shutters which
comply with the latest codes either in effect or anticipated in the
near future.
Staff recommendation is that the City authorize the consultant, Gee
& Jenson, proceed with item "B" and "C" of their Service
Authorization, which deals with the City Clerk's Vault and the MIS
Computer Area and report as to what measures the City should take
to protect those vital services and records from water and other
damage. In addition, we should proceed with the storm shutters of
all openings in the facility.
