Beach, Florida, Mayor Thomas E. Lynch has instructed me to advise you
of a Special Meeting of the Commission to be held in the Commission
Chambers at 11:45 A.M. on Tuesday, September 17, 1991.
This meeting has been called for the purpose of considering the
following:
Award of Bids and Contracts:
/1. Sabal Palm Relocation - Golf Course - Hanley Landscaping, Inc.
in the amount of $18,850 with funding from Decade of Excellence
Bond Issue Municipal Golf Course (Account No. 225-4762-572-60.69) .
Account balance $52,666. City Manager recommends approval
contingent upon the findings and recommendations of the golf
course improvements consultant.
2. Landscape Improvements Holes5 2 and 16 - Golf Course- Rainbow
Landscaping in the amount of $2$,948 with funding from Decade of
Excellence Bond Issue Municipal Golf Course (Account No.
225-4762-672-60.69). Account balance $33,816. City Manager

ACTION
City Commission is requested to award bid #91-84 Sabal Palm Relocation
to the apparent low bidder, Hanley Landscaping, Inc. in the amount of
$18,850 and to award bid #91-85 for Landscape Improvements to Holes #2
and #16 to the apparent low bidder, Rainbow Landscaping in the amount
of $25,948.00. Both projects will be funded from the Decade of
Excellence Bond Fund Municipal Golf Course account #225-4762-572-60.69
Improvements Other.
BACKGROUND
As of this writing our consultant, Environmental Design Group, has not
completed their review of references or completed their
recommendation. This recommendation will be available at the meeting.
We received six bids for the tree reolcation project and eight bids
for the landscape work on holes #2 and #16. Approximately thirty-five
notices of bids were sent out.
RECOMMENDATION
Approve bid awards as recommended.

Driveway Issue N.E. 1st Avenue - Craig's Furniture
DATE: September 16, 1991
ACTION
City Commission is requested to provide staff direction concerning a
driveway cut for the Craig Furniture parking lot off of N.E. 1st
Avenue, on the east side of the street, just south of Atlantic Avenue.
BACKGROUND
Staff completed the design for the parking area on N.E. 1st Avenue
utilizing plans drawn up by Currie Schneider. This plan showed
parallel parking on the east side of N.E. 1st Avenue, next to the
Craig Furniture parking lot. There was no indication or specification
for a driveway cut. Our staff plans adjusted the parking in this area
to angled parking. Contracts were let and work began.
Last Thursday I received a call from representatives of Craig's
Furniture demanding to reconstruct a driveway entrance off N.E. 1st
Avenue into the parking lot behind the store. Curb construction had
been completed in this area without a driveway entrance. They
indicated that the driveway was needed to allow delivery trucks proper
access. Even though there is access to the parking lot from the
alley, representatives felt that this was not adequate.
Video tapes taken prior to construction show no curb cut into the
parking lot. Street and sidewalk elevations were such that a vehicle
could drive over the sidewalk into the parking lot or out to the
street. There was street striping, however, that did not allow
parking in this location. There is no site plan on record for this
business, since the business proceeded site plan requirements. We
have not been able to find any building permit information on a curb
cut for a driveway. Preliminary input from the Assistant City
Attorney indicates that we have no legal obligation to provide the
curb cut.

Our engineering division has reviewed other options. A memorandum is
attached outlining these options. In addition, a fourth option was
developed this afternoon by Mr. Gabriel and myself while revisiting
the site. A rough drawing is attached. Engineering will provide a
better drawing for the meeting. This option would leave the landscape
island south of the alley, on the east side of N.E. 1st Avenue, as is
designed. From that point, an approximate 14' driveway cut would be
made. South of the driveway we would construct a landscape island,
and convert the remaining area, approximately 44' , into parallel
parking to mitigate any possible site distance problems. This option
would not change the existing drainage and is tentatively acceptable
to the owners of Craig Furniture. Old School Square is also
agreeable. We would lose four spaces with this option. The cost
would be minimal. Parking would be reduced from 70 spaces to
66 spaces. Traffic flow for delivery trucks would be north on N.E.
1st Avenue from S.E. 1st Street (which is a one way pair), into the
parking lot, then east through the alley to N.E. 2nd Avenue, north to
N.E. 1st Street, west to Swinton then south to Atlantic.
STAFF RECOMMENDATION
The professional and technical staff recommendation is to construct
the east curb line as designed and to provide additional alleyway
access to the parking lot at the northwest corner of the parking lot.
This will accommodate parking needs on the street, maintain symmetry
of the street/parking design and provide a compromise for access to
the parking lot. Parking spaces lost in the parking lot could be
accommodated on the street. The owners of Craig Furniture, however,
do not agree with this recommendation. Although not an ideal
technical solution, staff could support option #4 and we think it is
functional for all parties concerned.

NE 1ST AVENUE
DATE: September 13, 1991
Below is a discussion of the three (3) options we discussed
concerning the alley/driveway at craig's Furniture. Sketches are
attached showing each option.
OPTION 1:
. Remove the alley connection to N.E. 1st Avenuè. Install a
driveway to the furniture store parking lot.
Issues: This option moves the one access point to NE 1st
Avenue from the alley to the parking lot. A corresponding
shift of the crosswalk, street hump, and road on the west
side of NE 1st Avenue will be required. This will
necessitate reconstructing the west side of the street in
this area.
Street drainage has been designed and constructed for the
alley access. Relocating this access point to align with
the furniture store parking lot would require the redesign
and reconstruction of this section of the street to provide
adequate drainage.
How would the alley right of way be handled? with no direct
access to NE 1st Avenue a dead end alley would be created.
Redesign and reconstructing of this section of NE 1st Avenue
to accommodate one (1) access point for the furniture store
would take approximately two (2) weeks. This would delay
the complet~on of the Old School Square street project to
mid-October and add additional cost to the project.
Recommendation: This option is not recommended.

OPTION 2:
Retain the alley access as designed. Creàte a new driveway
for the furniture store parking lot.
Issues: The presence of an additional access point will
result in the loss of two (2) on-street . parking spaces.

crosswalk/street hump. This crosswalk/street hump ,is an
integral part of the overall design of this street and
should be retained. This option would add both cost and
time to the street reconstruction project.

accommodate a second point of access would take'
. approximately two (2) weeks. . This would , delay the
completion of the Old School Square street project to
mid-October and increase project cost.
Recommendation: This option is not recommended.
OPTION 3:
Retain the current design of NE 1st ·Avenue. Provide a
connection from the furniture store parking lot directly to
the alley. I
Issues: This option retains the current design on NE
1st Avenue. . It should be noted that the current street
design was based on the original street design by Currie,
Schneider and Associates. Both street designs show only the
alley connection to NE 1st Avenue.
. Design of a driveway from the furniture store parking lot to
the alley would not affect the existing street design. This
option could be easily accommodated with an alley redesign.
This option would allow the Old School Square Street project
to continue, and be completed on schedule (October 1, 1991) .
Estimated costs for the new driveway will vary depending on .....
the design chosen.
Recommendation: This is the z:ecommended option. It al'lows
the current street project to continue to completion. This
option would provide time to have a new plan for the
alley/parking lot interface designed and reviewed to assure
a good result. Construction could then commence following
design approval, independent of the current street project.
Please let us know if other options should be explored or if we
should proceed with option three above.
